About this file
This is a Questions and Answers Addendum document for the Housing Locator Website RFP issued by the Illinois Housing Development Authority (IHDA). The RFP seeks to procure services to design, develop, and implement a comprehensive housing locator website and waitlist management system to replace the current ILHousingSearch.org platform. The project scope includes building a functional public-facing website supporting over 40,000 monthly searches across 21,000 listings and 150,000 units, alongside an internal waitlist management system serving approximately 500 case managers and 20 administrators. The anticipated project start date is between June 1, 2026 and July 1, 2026, with a desired go-live date of August 1, 2028 (25-26 months). The system must be hosted exclusively in the cloud on Microsoft Azure, support both standard and customized reporting with up to 100 potential reports, and integrate with the City of Chicago's housing database. All work can be completed remotely, and the incumbent vendor, Emphasys Computer Solutions, Inc., will maintain the current website through July 31, 2028.
Pricing must be submitted via the items tab in the bid and should include annual increases if applicable over the contract term; IHDA will not disclose its approved budget or acceptable cost range. SOC 2 Type 2 certification must be completed before contract execution, though certification can be in progress during the RFP phase. The system must accommodate Protected Health Information (PHI) and require a Business Associate Agreement (BAA), Multi-Factor Authentication for administrator accounts, and annual penetration testing as part of SOC 2 compliance. The vendor must meet Black Enterprise Program (BEP) participation goals as a mandatory requirement for proposal responsiveness. The current system annually costs approximately $210,000 in maintenance; the vendor should propose solutions for data migration in acceptable formats (minimum .csv), support for document uploads and electronic signatures, and fully electronic referral processing to replace the current paper-based system. No parallel system operation is required during migration, and the incumbent vendor will be contractually obligated to transfer all data to IHDA upon contract termination.
