Questions and Answers – 6/27/2024

DEPARTMENT OF STATE

BUREAU OF ENERGY RESOURCES

Advancing Women in Clean Energy and Mining

FUNDING OPPORTUNITY #: DFOP0016629

1. Question: Is a logic model required as part of the proposal submission? If so, is it a separate upload or should it be incorporated into the Project Narrative or the Evaluation

Plan document?

DOS Response: While a logic model is not required, based on Proposal Review Criteria detailed in Section E1 of the NOFO under Program Planning/Ability to Achieve

Objectives” category, “program logic is sound showing plausible pathways to achieve project outcomes” is part of the evaluation criteria. This should be incorporated into both

-- the Project Narrative and Evaluation Plan documents.

2. Question: Chile is a Latin American country with massive copper and lithium reserves.

Could we drop Guyana, for example, and include Chile in our target list of six countries?

YES or NO?

DOS Response: DOS/ENR will not customize the target countries outlined in the

NOFO to accommodate individual requests. Applicants should follow the guidance provided in the NOFO.

3. Question: You have listed SIX tasks on pages 7-8 of the NOFO to achieve AWCEM objectives. In Task 1: Regional Women Conferences, you have asked for at least two conferences: clean energy and mining. This is for all target countries, not the individual countries. We need to organize a minimum of two conferences, not 12,?.

DOS Response: Applicants are encouraged to review the NOFO in its entirety and develop proposals, following the guidance in the Notice of Funding Opportunity announcement.

4. Question: Task 2: Mentorship program: What would your expectations be regarding the number of mentors and mentees? How long would the mentorship program be?

DOS Response: The number of mentors and mentees and the duration of the mentorship program is not specified in the NOFO. This is an open competition. Per the NOFO, ‘To maintain fairness, ENR will not provide guidance on proposal concept and design’.

5. Question: Task 5: Capstone Project: I teach a Capstone design project course that lasts an entire semester; I hope you won’t expect the same rigor in the Capstone Project for this program. Your goal is to provide project management and oral presentation skills, YES? Mining or processing design skills are not necessarily required, YES?

DOS Response: As stated on page 8 of the NOFO the capstone projects are meant to

“help AWCEM mentees develop their project management skills and final oral presentations will provide mentees an opportunity to hone their communication and public speaking skills... As part of the Activity, the Award recipient will design capstone project requirements and parameters for mentees in coordination with ENR.”

6. Question: ask 6: Closing conference: It sounds like it must be held in Latin America, not the US, YES?

DOS Response: The closing conference may be held virtually or in-person in one of the six countries identified in the NOFO on page 6. Please review the NOFO in its entirety.
