About this file
This document is a set of Questions and Answers related to a Request for Proposal (RFP) issued by the Florida Department of Transportation (FDOT) District Five for High-Definition Engineering Intersection Data via Integrative Modeling. The RFP seeks proposals from qualified vendors to provide this service, with a deployment size of approximately 2,000 signalized intersections across the district, including both state roads and local roads. The RFP was released on April 20, 2023, and proposals are due by April 25, 2023, at 10:00 AM. The Q&A document provides information on the number of signalized intersections, connectivity, existing systems, and data availability. The overall project budget is $500,000, with no breakdown provided for individual phases.
The RFP indicates that access to existing data sources, such as Bluetoad and NOEMI, will be provided as part of the project. The vendor will need to describe their understanding of the existing FDOT architecture and how their service would fit into the overall system. No cyber security plan is required as part of the proposal submission. Sample data files are available on the project website for reference.

Questions and Answers # 1
ADVERTISEMENT NUMBER: DOT-RFP-23-5004-HEID
DESCRIPTION: District Five High-definition Engineering Intersection Data via Integrative Modeling
(HEIDI)
DATE: 4/20/2023
1. What is the total number of signalized intersections districtwide? What proportion have connectivity? What proportion have existing IMC devices? What proportion have ATSPM? Is 2000 the minimum number of intersections required during the scale-up phase?
Answer: 1603 on State Road System and 1647 on local roads. 1036 have ATSPM data. 70% connectivity combined State Road System and local roads. Approximately 400 hundred IMC cameras districtwide between State Road System and local roads. 2000 is the expected number at scale up. Please note these exact numbers does change as new signals are built , detection is upgraded, and more intersections are connected to ATSPM.
2. The IMC API provides processed IMC device data. Will access be provided to the raw data from the IMC devices via the IMC device interfaces? Is raw data high resolution? Do the IMC devices provide lane-by-lane count data?
Answer: Connection of the VENDOR’s service to end devices in the field at the signalized intersection shall be prohibited as required in Exhibit A – Scope of Services II. Services A. HEIDI Requirements 2. General Service Requirements.
3. The ATSPM utilizes video detection, loops, radar - is it often the case that it utilizes the IMC device at the intersection? i.e. is the IMC data and the ATSPM detection data often the same detection device source.
Answer: There are both cases where the IMC devices are used for stopbar detection and thus feed the ATSPM data and cases where the stopbar detection is separate from the IMC.
4. Is the raw ATSPM data available at a latency lower than 4 minutes?
Answer: Yes
5. Are other data sources available for use (e.g. Currux, Bluetoad) as part of this project?
Answer: Bluetoad is available at 279 locations around the District and the Department can provide access as a part of the project where available.
6. Does the Proposer need to submit a Cyber Security Plan as part of its RFP response?
Answer: No.
7. Can we be provided a list of intersections for the urban corridor and for the rural corridor?
We were not able to get access to the NOEMI System.
Answer: The NOEMI Data Integration and Signalized Intersection Inventory Application reports https://noemi.cflsmartroads.com/div/ are publicly available they require no user account to access. See Exhibit A – Scope of Services II. Services A. HEIDI Requirements 1. Deployment Size and Scalability Requirements for the signalized intersection limits for the urban and rural corridor.
8. What is the overall budget for this project?
Answer: The Work Program currently has $500,000 for this project.
9. What is the ongoing operations for the budget for Phase 1, Phase 2 and Phase 3
Answer: The budget is not broken down by phase in the Department’s budgeting software. The
Work Program currently has $500,000 for this project.
10. In the RFP, the Appendix II INFORMATION TECHNOLOGY RESOURCES section has several
Chapters listed with a check box next to them; only some of these have an X in the check box.
Do the chapters only apply to this RFP if the box is checked?
Answer: Yes
11. Access to the following data sets
a. IMC data sample
b. TMCData – ITSIQA data sample
c. Kafka CSV data sample
Answer: Sample data output files are available on https://www.cflsmartroads.com/projects/future_projects.html in the High-definition
Engineering Intersection Data via Integrative modeling (HEIDI) Reference Documents section.

12. On the HLD diagram clarification: ITSIQA IMC interface to HEIDI External – Please elaborate re the functional reasoning for consuming data from HEIDI external from this component (in addition to RICMS).
Answer: Per Exhibit A – Scope of Services II. Services A. HEIDI Requirements 7. Cybersecurity
Standards this is an example high level diagram for the purpose of showing on-premise VMs for use by the VENDOR can be on the trust side of the firewall if they push data out externally ONLY. Per RFP section 22.2 Technical Proposal (Part 1) 1. OVERALL SYSTEM
CAPABILITIES the Proposer shall describe their understanding of the existing Department architecture related to the regional integrated corridor management software (RICMS) and the intelligent transportation systems integration quality and analysis software (ITSIQA) and explain where the Proposer’s service would fit in the overall architecture.
