About this file
This document is a Questions and Answers (Q&A) file for the Florida Department of Transportation (FDOT) District Five DeLand Cafeteria Services solicitation. The procurement seeks a food service vendor to operate a cafeteria for approximately 424 department employees, with services to be provided Monday through Thursday from 7:00 a.m. to 2:00 p.m., including breakfast (7:00 a.m. to 10:30 a.m.) and lunch (11:30 a.m. to 2:00 p.m.). A mandatory pre-proposal conference and site visit was scheduled for April 14, 2025, with technical proposals due on April 23, 2025, at 10:00 a.m. The contract will be awarded on a no-cost basis, with the vendor generating revenue through food and beverage sales, and an initial one-year term with options to renew for up to three additional one-year periods.
The solicitation includes survey results from previous cafeteria service, highlighting staff preferences such as soup options, yogurt, fresh produce, ready-made sandwiches, salads, and diverse beverage choices. The document reveals that staff previously experienced issues with the cafeteria, including high prices, long wait times, inconsistent operating hours, and insufficient food preparation. The evaluation will assess operating hours, food and beverage offerings, pricing, staffing plan, experience, and special function availability, with a total possible score of 100 points. FDOT will provide the cafeteria space and kitchen equipment, while the vendor is responsible for operational costs, staffing, food preparation, and daily cleaning. Bidders must be registered in the State of Florida's MyFloridaMarketplace system and comply with health and safety regulations.
