| GPO FIRE DOOR SERVICE | |
| Questions | Responses |
| Can you confirm the total door count for the scope of work? | Section B specifies 250 doors. |
| Would an equivalent door training certification, such as Safenetix (an ANSI certification provider), specific to door inspections, meet guidelines of RFP? | Yes. Safenetix Fire Door Inspection training will be accepted as an equivalent fire door inspection certification. |
| For CLIN 2001, who specifically are bidders to price? Our understanding this is for time and material pricing, so is it simply list the hourly labor rate, and then a mark up on material? Not knowing all the makes and models of hardware, would not be able to provide a precise material guide. | Offerors shall propose fully burdened hourly rates for direct labor categories proposed under CLIN 2001. The not-to-exceed price, including the total cost of materials, will be determined post award. |
| For CLIN 3001, the door costs will vary based on rating, hollow metal or wood, vision lite or not, if frame is also replaced, if doors are in poured concrete, and many more variables. So not sure how to price per door, unless provide the worst case scenario, which is not in best interests of government. Could this be material + markup, and hourly rate? | Offerors shall propose a firm-fixed-price to replace the maximum quanity of doors (250) based on the specifications outlined in the solicitation documents. The Government will convert CLIN 3001 to a Fixed-Price with Retroactive Price Redetermination line item since the number of doors that must be replaced cannot be determined until all objectives of CLIN 0001-Assessment & Inspection are met. |
| For CLIN 2001 and 3001, with assumption the material is material + markup, and hourly rate, how is the extended total calculated? | Offerors shall propose fully burdened hourly rates for the direct labor categories proposed under CLIN 2001. The not-to-exceed price, including the total cost of materials, will be determined upon completion of CLIN 0001. Offerors shall propose CLIN 3001 as a Fixed-Price Contract with Retroactive Price Redetermination. See previous response. |
| Has there been a prevailing wage determination for the project, if so can it be provided? If not, we are to assume this is prevailing wage, correct? Is this Davis Bacon, or SCA wages? | The Government will issue an amendment to incorporate MMAR 52.222-41, Service Contract Labor Standards, and the applicable wage determination into the solicitation. |
| Is there space at the site to store material or equipment? Or should the vendor price in on site storage? Additionally, is there a dumpster that can be used by vendor, if not the expectation is vendor to price in dumpster, correct? | No on-site storage is available for materials or equipment. The Government will not provide a dumpster for contractor use; however, space is available on site for the contractor to place a dumpster. Offerors shall include all associated costs in their proposed pricing. |
| Is there room at the location to set in a Connex and/or dumpster, if so, how far from the actual building? | Yes, adjacent to the building. |
| The current SOW appears to limit the scope to inspection and documentation of deficiencies, with repairs performed under a separate, subsequent CLIN. Performing minor repairs during inspection increases price slightly, however saves a lot of inefficiencies later by returning to perform every small repair, ultimately resulting is reduced repair costs against subsequent CLINs. So that all offerors price to the same requirement, please confirm the Government's intent: | CLIN 0001 is limited to the Fire Door Assessment and Fire Door Detail Report. Repairs are outside the scope of CLIN 0001; therefore, repair costs are not allocable to this CLIN. |
| Does the Government want minor repairs completed on the spot at the time of inspection, or does the Government want no repairs performed during the inspection? | No repairs shall be performed during CLIN 0001. |
| If no repairs are to be performed during the inspection, will the Government require the inspection deliverable to include detailed material specifications, measurements, and repair requirements for each deficient door? | The Government will still require the inspection deliverable to include detailed material specifications, measurements, and repair requirements for each deficient door as the intention for the government is to repair deficiencies |
| Can you please provide the incumbent contract information? | There is no incumbent contract. |
