About this file
This document is a Questions and Answers (Q&A) sheet for a federal solicitation (140L4025Q0006) by the Bureau of Land Management (BLM) for a leased modular building/trailer office in Farmington, New Mexico. The Q&A clarifies key requirements, including a two-person administrative layout with private offices and a reception area, network access preferences, and power connection specifications. Specifically, the BLM will require a 25KVA PM 1PHL 120/240 electrical connection, necessitating an electrician's service as part of the vendor's quote. The government reserves flexibility in the period of performance based on unexpected construction timelines at the District Office, allowing vendors to offer pricing with potential monthly billing options. Several original solicitation requirements, including office furniture, glass displays, and storage, have been removed from the final specifications, simplifying the vendor quoting process.

Question and Answer Sheet Requirement Title: Farmington District Office Modular/Building/Trailer Office
Location: Farmington District Office, Farmington, New Mexico Notice ID: 140L4025Q0006
March 5, 2025
Question 1 When you say, “admin for 2 people”, are you referring to two (2) private offices and an open reception area with a modular desk (the layout of the trailer)?
Answer Yes. Please see Question 6 in regard to office furniture.
Question 2 Can you clarify: “Network access preferred, but willing to go with Wi-Fi. (*netops)”, are you asking for the vendor to provide internet connection for the unit or just the ability for you to connect using your existing service?
Answer A modular/trailer/building/office that is equipped to connect local network access is preferred. The vendor shall not be requested to provide the internet connection (service).
Question 3 Can you clarify what is meant by: “Possible areas to set modular include near the fire barracks or in the main parking lot”.
Answer The modular structure shall be delivered to the pictured/labeled location below:
Question 4 Can you provide the details for BLM’s power source that the trailer will be connected to?
25KVA PM 1PHL 120/240 connection will be available. BLM will need an electrician to perform the service connection and this shall be on a vendor’s quote that is offered up for this solicitation. Any quote that does not have an electrician shall be considered non-responsive and removed from evaluation.
Question 5 On the Solicitation documents, it says, "The government reserves the right to shorten or extend the end of the period of performance." How likely is it that the government will shorten the time of performance since our company signs a lease with a mobile office rental company with a specific number of billing cycles and is responsible for paying rent and fees for the whole time specified in the agreement? (We are not able to cancel the lease.)
Answer The government estimates the period of performance to be as listed in the solicitation. The requirement for a modular building/trailer/office is needed due to unforeseen construction at the District Office. If construction is either completed later or earlier, than the government wishes to only be contractually obligated for only the time-period for which the modular building/trailer/office is required. Vendors are encouraged to offer up there best pricing but is up to the offerors on whether they have to offer up a lump sum time period or can do others (i.e. monthly).
Question 6 What kind and size of reception desk does the government require? Is a Standard desk acceptable?
Answer BLM Farmington Field Office will provide the office furniture – The solicitation will be updated and a vendor’s quote does not need to have this need.
Question 7 What kind of glass Display does the government require? Is an Acrylic protective screen acceptable?
Answer The requirement for a glass display has been removed from the solicitation and shall not be need apart of any vendor’s quote.
Question 8 Will the government accept the quote without a desk, glass display, and storage?
Answer Please see Question 7
Question 9 What kind of size of storage does the government require? Is 3 Drawer Pedestal File Cabinet acceptable or is the government requesting bookcase or Wardrobe/Cupboard Tower?
This requirement is no longer needed and does not need to be submitted via a quote from any vendor.
