About this file

This document is an addendum to a bid solicitation issued by the Illinois Department of Innovation and Technology (DoIT) for Q4-CY23 Metro Ethernet Service. The solicitation seeks bids for fiber-based point-to-point metro-ethernet transport services with speeds between 20MB and 1GB for various state agency locations throughout Illinois. The bid opening date has been extended to June 20, 2024 at 10:00am. Vendors are allowed to use subcontractors but must inform DoIT. Site surveys can be conducted, and the correct addresses for certain locations have been provided. The evaluation and award will be done on a per-site basis, with the lowest responsive and responsible bid per site being awarded.

The pricing terms are based on the monthly recurring cost multiplied by the service term, plus any non-recurring costs. There are no set-asides mentioned, and the current incumbent providers are not specified. The funding requirements and sources are not detailed, but the service is being procured by the state agency DoIT on behalf of various state agency locations.

Are there multiple awards per location or a single award per location?
Please refer to the IFB document and read completely for instructions. It states, “Each site will be evaluated separately and awarded to the vendor who submits the lowest responsive and responsible Bid per site location.”
2.
5/28/2024
Are the addresses for MAR-R610 and DHS-R031 correct? I can’t seem to locate those addresses.
These 2 addresses are NOT correct in BidBuy. The correct addresses are as follows: MAR-R610, 73 East Central Park Plaza, Jacksonville, IL 62650; DHS-R031, 25 Plaza Drive, Beardstown, IL 62618
3.
5/21/2024
The request is asking for six different speed tiers from 20 megs to 1 gig. Are that many tiers of service really under evaluation?
Please refer to Narrative Line item #1 in BidBuy. Award is based on Monthly Recurring Cost x Service Term + Non-Recurring Cost (MRc x ST + NRC).
4.
5/21/2024
Which facilities at the nuclear plants are the locations that actually need the service?
If referring to Cordova and Byron, service will terminate in the communications centers.
5.
5/21/2024
Assuming the nuclear facilities have higher security requirements, where could I find those? I would have to contact Ryan Brault/RTC to find out, there is nothing on the specs about security requirements.
Personnel access to the nuclear power plants would have to be planned and coordinated with the licensee and an IEMA-OHS staff member. Technicians needing access to the site will have to be escorted at all times by either a licensee individual or an IEMA-OHS staff member that is badged for unescorted access.
6.
5/21/2024
Must we own the entire network A – Z, or may I use some third-party components for the circuit?
Yes, vendor is allowed to use subcontractors but vendor must inform DoIT of the subcontractors being used.
7.
5/29/24
I am having trouble locating some of the sties on a map. When searching the address, it is not clear of it is the correct building.
Questions about building locations are addressed in questions 2 and 4 above.
8.
5/29/24
We need to do a site survey for 3 of the sites. Can the due date be extended?
Yes, the bid opening date is being extended 2 weeks and will now open on June 20, 2024 at 10:00 am.
9.
5/29/24
The Jacksonville and Metropolis locations pull up on a map but I do not know which building is the correct location. The Beardstown address does not pull up on a map.
The Jacksonville and Beardstown locations are incorrect in the bid information and the correct addresses are above in Question 2. The Metropolis location is at this building.
10.
6/7/24
Is there an on-site contact for each site? We will need to conduct a site survey and we do not know who to reach out to.

The site contact name, phone number and email have all been added as additional columns and can be found on Attachment A – REVISED 6.7.24.
