Description

This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.

The solicitation number is 140R6025Q0050 and is issued as a Request for Quotation (RFQ) for original equipment brand name or equal. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-03.

This solicitation is a Total Small Business set-aside in accordance with FAR Part 19. The NAICS code for this order is 327390, Other Concrete Product Manufacturing; PSC 5410, Prefabricated and Portable

Buildings, with a business size standard of 500 employees.

The Bureau of Reclamation, Missouri Basin Regional Office, Billings Montana, has a requirement for a

Model Schweitzer II Utility (precast concrete) Building to be delivered to an area on the Hellgate

Campground at Canyon Ferry Reservoir.

Canyon Ferry Reservoir is located in Lewis and Clark County, Montana; approximate GPS Coordinates:

46.612637 ° N, -111.639702 ° W

The supplier shall provide all labor, equipment, tools, materials, transportation, expertise, supervision, and other items and incidental services necessary to supply and deliver the specified materials needed for the construction of the project as shown in the Statement of Work (SOW) and Specifications.

Supply Requirement

See “Section B – Supplies or Services and Prices” in the Combined Statement of Work (SOW) Specs for needed items and their quantities.

At this time, no alternative / substitute items are considered acceptable.

Delivery Requirement

Supplies shall be FOB destination and delivered within 90 days after contract award to the following address:

It is anticipated the proposed award will result in a Firm Fixed-Price contract to one contractor.

All responsible small business sources that believe they have the capability to meet this need may submit a quotation along with business profile to Alicia Dunn at adunn@usbr.gov by 11:00 AM MDT July

3, 2025, which shall be considered by the agency. Any information received will be treated as market research information for future same or similar requirements.

The Government will not reimburse any costs associated with responding to this combined synopsis/solicitation. This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. A determination by the Government not to award this proposed contract action, based on the responses to this notice, is at the discretion of the Government.

SYSTEM FOR AWARD MANAGEMENT (SAM) – Effective October 2018, all contractors interested in doing business with the Federal Government must be registered in the System for Award Management (SAM) database at the time they submit their offer. Additionally, the contractors “DUN and BRADSTREET” and banking information are required for the SAM registration and annual confirmation requirements must be accomplished through the SAM website at https://www.sam.gov. Electronic Invoicing and Payment Requirements - Invoice Processing Platform (IPP)

(February 2021)

Payment requests must be submitted electronically through the U. S. Department of the Treasury's

Invoice Processing Platform System (IPP). "Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. The IPP website address is: https://www.ipp.gov.

Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice:

Contractor invoice is to be sent to adunn@usbr.gov for approval and signature by the

Contracting Officer. The CO-signed invoice will be returned to the Contractor for input into IPP.

The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of St. Louis (FRBSTL) within 3 - 5 business days of the contract award date. If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.
