About this file

This Request for Quotation (RFQ) is issued by the City of Danville, Virginia, Department of Public Works to secure contractor services for snow removal and ice clearing operations during the 2026-2027 winter season. The City seeks to establish a list of approved contractors with suitable equipment (motor graders and loaders) who can respond on an immediate basis to snow removal calls. Contractors must mobilize personnel and equipment within twelve hours of notification and maintain operations during the 2026-2027 winter season from November 2026 through March 2027. The last day for questions is October 29, 2026, at 5:00 PM, with bids due November 3, 2026, at 5:00 PM. No work is guaranteed under this arrangement; the City will contact approved contractors on an as-needed basis for snow clearing operations.

Contractors selected for the program will receive a standby retainer fee of $1,500 per month (November 2026 through March 2027) to assure the City of their commitment and immediate availability. Additional compensation will be paid based on hourly rates for equipment rental with or without operators, which contractors must specify in their proposals for up to three motor graders and two loaders in various sizes. Contractors are responsible for providing fuel, new cutting edges or blades, and new chains upon arrival; the City will handle subsequent blade replacements for standard 12-foot blades and chain rebuilding through its garage. Contractors must maintain comprehensive general liability insurance with minimum combined single limits of $1,000,000 per occurrence, workers' compensation insurance, automobile liability insurance of $1,000,000, and comply with all federal, state, and local safety, environmental, and employment regulations. The contract operates on an independent contractor basis with no guaranteed minimum work volume.
