Fire alarm B-392 & 339, FORT LEAVENWORTH, KANSAS

Questions & Answers 22 May 2025

Q1. Question: The visual displays are called out as scrolling signs. The current contract we have was changed to static displays on bid day.

Can the government confirm which is required for this opportunity?

A1. Answer: Static display is acceptable. Displays must meet all fire code requirements as outlined on the SOW.

Q2. Question: Can the government provide drawings/ as-builts for each building?

A2. Answer: Yes

Q3. Question: Can the government provide a list of mechanical equipment for each building with CFM ratings of units, and note any gas fired equipment?

A3. Answer: For building 339, refer to as built drawing file “B339 Remodel for WIT July 2008”, sheet number 38 of 55, M-501 has schedules for mechanical equipment. For building 392, refer to as built drawing file “392 Patton Jr High School Mech Schedules”. No gas fired FCUs in building 339, but building 392 has gas fired rooftop units for all units.

Q4. Question: Comm 116 room/closet in Building 339 needs to be opened by NEC and a picture provided or contractors revisits to take pic’s once NEC is available to do so.

Can the government support this request?

A4. Answer: Yes, see attached photos for B339 com room.

Q5. Question: UFC 3-600-01 (6 May 2021) paragraph 34-1.2.1 indicates that “the entire facility, at a minimum, must comply with the applicable existing occupancy chapter of NFPA 101 before beginning the project for work in existing facilities…” Please confirm that the government has either already studied or plans to study existing facility compliance outside the scope of this contract. Please confirm that the contractor is not required to perform any analysis regarding compliance of the existing facility with existing occupancy chapters of NFPA 101.”

A5. Answer: Contractor is not required to perform any analysis of existing facility for NFPA 101.

Q6. Question: Please confirm the scope of the UFC 3-600-01 required design analysis must only address the applicable topics as indicated in the SOW and a complete design analysis is not required.

A6. Answer: Design analysis should refer to the code and not rely only on the SOW

Q7. Question: SOW paragraph 2.6.6(a) indicates “when required by the QFPE, fire protection design documents shall consist of a complete design analysis, drawings, and specifications. The

QFPE (Rated Engineering) plans to develop the limited-scope design analysis (targeted only at the FA/MNS scope of work), develop specification section 28 31 76, and review shop drawings developed by the fire alarm subcontractor.

Please confirm this QFPE design document direction is required.

A7. Answer: It is required.

Q8. Question: The SOW does not indicate whether any areas in the scope area are subject to severe mechanical damage which would require conduit more robust than EMT.

Please confirm whether any conduit systems must be more robust than EMT.

A8. Answer: EMT is acceptable to be used in the project. No other robust materials required.

Q9. Question: The SOW does not describe the environmental conditions within the scope area such as temperature, humidity, corrosivity, ambient sound pressure, air flow velocities, or other factors which may impact fire alarm/mass notification system design.

Please describe the environmental conditions within the scope area so that the fire alarm/mass notification system may be properly designed.

A9. Answer: Typical indoor conditions for office work environment of 74 degrees F at 50% relativity humidity.

Q10. Question: Please confirm no fuel-burning equipment exists in the SOW area (i.e. confirm that carbon monoxide detection is not required).

A10. Answer: All fuel burning equipment is outside of the occupancy space.

Q11. Question: Please confirm the text signs may be the “Evacuate” / “Announcement” type, not required to be the programmable type.

A11. Answer: No, should be programable

Q12. Question: Please confirm whether the contractor is responsible for any physical- or cyber-security mitigation measures in the design, documentation, or installation of the fire alarm/mass notification system within the SOW area.

A12. Answer: Confirmed, no requirement for physical or cyber security mitigation

Q13. Question: Please confirm all fire alarm circuits may be Class B.

A13. Answer: Confirmed, Class B will be used

Q14. Question: Please confirm if fire alarm/mass notification appliances should have red or white faceplates.

A14. Answer: Use red colored faceplates.

Q15. Question: Please provide existing life safety plans.

A15. Answer: Not available in existing as built drawings.

Q16. Question: Please provide existing fire sprinkler plans / as-builts.

Q18. Question: Please confirm if the intent for this project is to go straight to fire alarm / mass notification shop drawings or if the QFPE shall develop fire alarm construction documents, limited design analysis specific to fire alarm / mns scope, and fire alarm/mns specifications followed by shop drawing development phase.

A18. Answer: Follow SOW

Q19. Question: SOW includes verbiage indicating a fire pump may exist.

Please confirm if either facility has a fire pump or provide as-builts reflecting type of pump for fire alarm coordination purposes.

A19. Answer: No fire pumps are located at either building.

Q20. Question: Please confirm if Building 339 and 392 will be separate contracts or if all design packages will include plans for both buildings.

A20. Answer: This contract will include both buildings.

Q21. Question: Where design is required prior to shop drawings, please confirm design schedule (35%, 65%, 95% and 100%) or if it is acceptable to go straight to 95% following by 100% signed and sealed then followed by shop drawing phase?

A21. Answer: Confirmed, go to straight to 95% for government approval

Q22. Question: Please confirm where design is required prior to shop drawing development phase if design review meetings will be required to be in person or virtually. Additionally, please confirm which submittals design review meetings will be required.

A22. Answer: Virtually is excepted; submittals will be electronic submitted with no review meetings will be required

Q23. Question: Please confirm if there is a preference for wall mounted fire alarm appliances or ceiling mounted appliances.

A23. Answer: The preference is ceiling mounted where drop ceilings are installed; other are case by case; example, high ceilings in gym will have wall mounted fixtures….

Q24. Question: Please confirm all emergency functions in which the fire alarm will need to communicate with beyond HVAC Shutdown, PA shunt, and the fire sprinkler system monitoring.

A24. Answer: Elevator(s), kitchen hood(s)

Q25. Question: Can conduit concealed in the hard lid ceilings of each building be reused even if it is not manufactured with a red color?

A25. Answer: Yes

Q26. Question: Is it acceptable to install conduit surface mounted in areas where hard lid ceilings are located in lieu of cutting, patching, and painting the ceilings (building 339 has quite a bit of inaccessible ceilings), and abandon the existing conduit/wiring in place?

A26. Answer: Yes

Q27. Question: Are door holders a requirement for building 339? (none noted at the walk through)

A27. Answer: There are 13 magnetic door hold opens that need programmed into the new fire alarm system.

Q28. Question: Will building 339 be occupied at the time of construction?

A28. Answer: Yes

Q29. Question: Will building 392 be occupied at the time of construction?

A29. Answer: Yes

Q30. Question: What is the intended use of building 392? We will need to know for the fire alarm design.

A30. Answer: general office setting

Q31. Question: Will the new fire alarm system in 392 need to be complete before the demolition of the old fire alarm system?

A31. Answer: No, remove the existing system first.

Q32. Question: Will the new fire alarm system in 339 need to be complete before the demolition of the old fire alarm system?

A32. Answer: No, remove the existing system first.

Q33. Question: Can the government provide previous fire alarm test reports for building 339

A33. Answer: not available

Q34. Question: Can the government provide previous fire alarm test reports for building 392

A34. Answer: not available

Q35. Question: Can the Government confirm if any portions of the existing fire alarm conduit or raceway systems may be reused if found to be code-compliant and in good condition?

A35. Answer: Do not expect any code compliant conduit; if questionable, can be reviewed by COR at time of construction

Q36. Question: Are as-built drawings (besides the device layout that was provided.) of existing fire alarm systems for Bldgs. 339 and 392 available for contractor use? If so, please provide.

A36. Answer: not available

Q37. Question: Will the Government be responsible for coordination with the LCAMS/LCIDS dispatch center, or must the contractor coordinate integration and commissioning?

A37. Answer: the government will determine the connection location in the NEC switch

Q38. Question: For integration with the AHU systems, can the Government provide HVAC control drawings identifying all AHU shutdown points?

A38. Answer: there are no control drawings available for those 2 buildings

Q39. Question: Will patching and painting for affected areas be limited to “in-kind replacement,” or should the contractor plan for full wall/ceiling finishes where modifications are made?

A39. Answer: In kind replacement is expected.

Q40. Question: Are there any site-specific cybersecurity requirements for NIPRNet-connected devices beyond the MOD-MOD-MOD CIA rating?

A40. Answer: Fort Leavenworth requires fire alarms to communicate over the network through the approved devices. Currently, DSC TL300 universal network alarm communicator is the only approved device.

Q41. Question: Please confirm if temporary fire watch is required during switchover or demo of existing fire alarm systems. If so, will it be Government- or contractor-funded?

A41. Answer: There are no fire suppression systems in these buildings. The government is confirming with the Fire Dept. how to proceed with fire watches during the work. More to follow.

Q42. Question: Will the Contractor be required to provide temporary power or backup systems during installation phases?

A42. Answer: No

Q43. Question: Please clarify the required sequence for testing and acceptance. Is phased testing allowed by building area?

A43. Answer: Please reference the testing section in the SOW, SW-2 paragraph a. section 17 for all details.

Q44. Question: Are the voice messages pre-recorded and provided by the Government, or must the Contractor professionally produce these as described?

A44. Answer: The recorded voice requirements are in the SOW, paragraph a. section 7.

Q45. Question: Is there a preference or requirement for a specific manufacturer or model of the fire alarm and MNS system?

A45. Answer: The basis of design system is Johnson Controls. The government cannot require a specific manufacturer. The provided systems simply, must meet all the outlined requirements in the SOW.

Q46. Question: Can the Government confirm that existing fire suppression

(sprinkler/tamper/flow switches) devices are functional and compatible, or should replacement be assumed?

A46. Answer: There are no sprinkler systems in these buildings. Sprinkler systems are beyond the scope of this project.

Q47. Question: What are the expected design deliverables for this project?

A47. Answer: Design expectations are outlined in the SOW, SW-2 paragraph a. section 6.

Additionally, paragraph a. section 23 with UFC references. Also, design submittal requirements in SW-5, paragraphs a, c and f.

Q48. Question: Do the Superintendent, SSHO and QC Manager need to be 3 separate individuals?

A48. Answer: Yes

Q49. Question: Can the period of performance be extended after the awards once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?

A49. Answer: Yes.

Q50. Question: Please provide the site visit attendee sign in sheet.

A50. Answer: It will be provided separately.

Q51. Question: Is this project tax exempt?

A51. Answer: Tax Exempt certificate can be provided upon request.

Q52. Question: Are third party inspections required?

A52. Answer: Government fire dept and COR inspections are required. Further testing/report requirements are outlined in the SOW, SW-2 paragraph a. section 17.

Q53. Question: Is permitting required?

A53. Answer: Yes, per SOW requirements.

Q54. Question: Are partitioning, dust containment, and/or negative air machines required for this project?

A54. Answer: Yes, see requirements in the SOW, SW-3 paragraph b.
