About this file

This is a Questions and Answers document for a Request for Application (RFA) issued by the Maryland Department of Health's Behavioral Health Administration for Service Coordination focused on Targeted Case Management, Customized Goods & Services, and Family Peer Support services. The RFA seeks to expand critical access to care coordination through targeted outreach and referral activities for youth at risk of serious behavioral health disorders, while simultaneously expanding statewide Family to Family Peer Support services for parents and caregivers of children enrolled in Targeted Case Management (TCM) and TCM Plus programs. A pre-application conference was held on November 25, 2025, and the submission deadline is December 18, 2025. The Maryland Department of Health intends to make a single award from this RFA.

The document clarifies several operational and fiscal requirements for applicants. Applicants may be working towards obtaining a Medicaid NPI number at the time of application, with a six-month timeframe from award start to complete the registration. The grantee will coordinate with Care Coordination Organizations (CCOs) for youth with Medicaid and work directly with the Behavioral Health Administration (BHA) for youth with private insurance or uninsured status. The RFA is not for delivering Case Management Services but rather for coordinating services and connecting youth and families to appropriate organizations. Fiscal responsibilities include billing the Administrative Services Organization (ASO) for eligible Family Support Services and submitting invoices to BHA for reimbursement of eligible Customized Goods and Services expenses. The grantee will be responsible for maintaining documentation, receipts, and reporting service volumes to ensure accountability and compliance with state funding requirements.

Q&As

BPM054195

Service Coordination: Targeted Case Management, Customized Goods &

Services & Family Peer Support

1. In 3.2.2.1 TCM/TCM+, the RFA indicates that the “Grantee’s responsibilities including…reviewing TCM requests, submitting referrals to the Behavioral Health Administration (BHA) for authorization for services requested with the Care Coordination Organization…” CCOs have historically made requests for TCM/TCM+ authorizations to BHA. Is this provision in the RFA something new that will be required or is it referencing some other service?

Answer:The grantee will have contact and relationships with CCOs when making referrals for youth with Medicaid. For youth with private insurance or those that are uninsured, the grantee will work with BHA to authorize services for TCM+.

2. Can you please confirm if the applicant can be working towards getting a

Medicaid number at the time of applying or do they already have to have it in order to apply?

Answer: The applicant can be working on getting a Medicaid NPI number when applying. There is a 6-month time frame from the start of the award to obtain one.

3. Is there an opportunity for Case Management through this RFA?

Answer:This is not an RFA for delivering Case Management

Services. It is focused on coordinating services, one of which is connecting youth and families to Care Coordination Organizations.

4. Are there billable costs or cost reimbursement through this RFA?

Answer: The applicant shall coordinate and provide Family-to-Family Peer Support (FPSS), via certified Peer Support Specialists, for families with youth enrolled in all levels of Targeted Case Management (TCM) and 1915(i) services, as well as for families referred through Local Care Teams (LCTs). The grantee will be responsible for billing the Administrative Services Organization

(ASO) for all eligible Family Support Services and will be responsible for reporting the volume of services reimbursed by the ASO.

The fiscal responsibilities of Customized Goods and Services include maintaining accurate documentation and receipts for all goods and services provided to youth and families, as well as preparing and submitting invoices to the Behavioral Health Administration (BHA) for reimbursement of eligible expenses. These responsibilities ensure accountability, transparency, and compliance with state funding requirements.

5. Are you looking to make one award or multiple awards?

Answer: The Maryland Department of Health intends to make a single award as a result of this RFA.
