About this file

This document contains questions and answers related to a Request for Response (RFR) for Stenographic and Transcription Services issued by the Commonwealth of Massachusetts. The RFR is seeking court reporting and transcription services for public hearings, meetings, and other proceedings held throughout the 351 cities and towns in Massachusetts. Respondents must be able to attend meetings in-person and provide real-time transcription services, with 10-15 meetings per month typically lasting 0.5-2 hours. Bidders must submit a Bid Response Form via email, and resumes for proposed transcribers. Subcontracting is allowed, and electronic court reporters are not permitted. The contract term is not specified, but the RFR indicates this will be a cooperative purchasing agreement between multiple state agencies.

Pricing is to be submitted on the Bid Response Form, with no additional rate sheets allowed. The RFR does not provide details on how responses will be evaluated or weighted. Bidders must provide a Supplier Diversity Program (SDP) plan, but no other set-aside requirements are mentioned. The Commonwealth previously had a similar contract with an unspecified number of public hearings and meetings per year.
