About this file

This is a Questions & Answers document for Request for Proposal (RFP) No. 250000003153 issued by the State of Michigan for I-94 Lane Replacement in Van Buren County. The document addresses clarifications regarding project specifications and requirements, including asphalt performance grades, testing procedures, and project timeline completion within four days. Key procedural updates note that pages 72 and 74 of the project log have been revised.

The RFP requires all contractors and subcontractors to comply with prevailing wage requirements for mechanics and laborers working on-site, with wages determined by county locality rates published by Michigan's Labor and Economic Opportunity (LEO) bureau. Contractors must register with LEO and submit a confirmation letter with their bid submission, with rejection as the consequence of non-compliance. Additionally, contractors must post the applicable wage scale prominently at the work site and ensure weekly payment to workers without deduction or rebate. Specifications allow for Performance Grade 64-28 asphalt as an acceptable alternative to the originally specified 64-22P liquid grade, and the PWL (Percent Within Limits) specification for HMA asphalt is waived for quantities less than 500 tons.

Questions & Answers

*pages 72 and 74 of the project log has been updated

Q. Will the PWL Spec on the asphalt be waived? We will not be able to get test results back fast enough for each lift of asphalt for this project to be completed in 4 days. – A. Yes, the PWL SP is normally waived for HMA less than 500 tons.

Q. On the application table the 3EMH states 64-22P for the performance grade, this is not a liquid we can get. Is 64-28 acceptable?

A. Yes

Q. Will this job have wage rates on it?

A. Yes, see language below listed in the Statement of Work Section 3.3

Project Prevailing Wage Requirements The Contractor (and its Subcontractors) must pay all mechanics and laborers employed directly on the site of the work, unconditionally and at least once a week, and without subsequent deduction or rebate on any account, the full amounts accrued at time of payment, computed at wage rates not less than those stated in the advertised specifications as prevailing wages based on locality, regardless of any contractual relationship which may be alleged to exist between the Contractor or subcontractor and the laborers and mechanics.

Contractor must download Official Prevailing Wage Rates for each respective county here: https://www.michigan.gov/leo/bureaus-agencies/ber/wage-and-hour/prevailing-wage/prevailing-wages-by-county. Contractor must post the scale of wages to be paid in a prominent and easily accessible place at the site of the work.

Please note: all contractors must register with LEO and attached the LEO registration confirmation letter to your bid solicitation. Your solicitation will be rejected if the LEO Confirmation letter is not attached. Thank you.
