About this file
This document is a question and answer session related to a Request for Proposals (RFP) issued by the Maryland Department of Public Safety and Correctional Services (DPSCS) for Mediation Services. The RFP seeks to provide inmates assistance in re-entering the community through mediation services. The RFP outlines the required services, including the need for vendors to demonstrate their ability to replicate a successful mediation program and provide a mediation plan detailing desired outcomes and goals. The RFP also addresses confidentiality, security training requirements, and the prohibition on DPSCS providing vendor reference letters.
The pricing for this contract is to be provided as an hourly rate for an estimated 10 assigned staff to receive 40 hours each of security training provided by DPSCS. The RFP does not mention any set-asides, incumbents, or specific funding requirements. The contract term is not explicitly stated.

SECTION #/ TAB VENDOR QUESTION DPSCS RESPONSE
1 P. 6 2.2
In what part of the proposal does the Department want bidders to demonstrate their ability to replicate with fidelity, the program that led to the results listed above and the key components of that program identified in subsequent research?
The vendor must demonstrate its ability to provide services to meet the required areas of need contained in Section 2.2 of the solicitation, and document its ability to perform these services.
2 P. 8 2.4.2
Does the Department intend to adjust these requirements to be consistent with the confidentiality standards?
The Department will not adjust the requirements as it relates to confidentiality. We are responsible for the health and safety of not only our inmates, but of the staff and the community. The
Department expects the vendor to provide a mediation plan that details the desired outcomes and sets goals for the mediation session. After each mediation session, the vendor will provide a summary report detailing the pre-established goals' achievement as documentation of each mediation session's success or failure.
3 P. 14
3.6.1 E
I want to confirm that each individual providing the services under this contract would need to provide proof that they have automobile insurance that meets the minimum liability, Collison, and PIP limits required by the State of Maryland-is that correct?
The Department will not need proof of automobile insurance as the service provider employees or sub-contracted staff will not be operating any state vehicles in the course of the scope of work.

SECTION #/ TAB VENDOR QUESTION DPSCS RESPONSE
4 P. 8 2.4.1 Will you be updating the IFB to reflect the updated court rules?
The Department is not offering mediation services to the inmate population as a part of any legal process or service. The services to be offered under this solicitation are to address the interpersonal conflicts which has caused the inmate barriers to their reentry into the community. It is the expectation that if any mental, physical or emotional issues arise during mediation that the inmate will be referred to the appropriate discipline be it internal or external,( i.e., if its social work, case management, psychology, legal services), whatever is appropriate in response to the revealed need beyond the program described herein.
5 P. 29 5.4.3 Is it possible to ask DPSCS for a letter of reference since they are the agency with the greatest experience with our ability to provide these services?
We recognize that your organization has provided these services in the past, however it will compromise the integrity of the IFB process for
DPSCS to provide a letter of reference.
6 P.9 2.4.5 Are there really 400 hours of Employee Security Training?
I'm not sure how to indicate a "Unit Price" which I am required to include.
Vendor is to insert the hourly rate for an estimated ten (10) assigned staff to receive forty hours each of security training as provided by
DPSCS.
