About this file

This document is an Invitation for Bids (IFB) issued by the Maryland Department of Public Safety and Correctional Services (DPSCS) to procure Mediation Services. The State is seeking to obtain these services to assist incarcerated offenders within 12 months of release with resolving family, financial, and other interpersonal conflicts that may impact their successful reentry into the community. DPSCS intends to make up to five awards on a statewide basis, with the first-ranked contractor having the right of first refusal on each service request. Eligible inmates may voluntarily participate in the mediation sessions, which are aimed at reducing recidivism by establishing supportive relationships. Mediation will focus on areas such as family reunification, child custody/visitation, resolving financial obligations, and workplace disputes. The contract duration is a base period of two years with one one-year renewal option.

The contract will be awarded based on the lowest total evaluated bid price. There are no MBE or VSBE subcontracting goals for this procurement. Contractors must meet minimum qualifications including having at least three years of relevant mediation services experience. Contractors will be required to comply with security, background check, and training requirements to work within DPSCS facilities. Invoicing and payment terms are specified, and the State will reimburse for vehicle mileage only, with no other direct expenses allowed.

Each Contractor will have 48 hours to respond to a service request before the request is revoked and a request made to the next subsequent Contractor on the service list.
