Clinical Advisory Services RFQ - Questions and Answers Document
This Questions and Answers document addresses inquiries submitted for RFP #S-44000-00016442, Clinical Advisory Services, issued by the State of Oregon Department of Consumer and Business Services, Division of Financial Regulation. The RFQ seeks clinical advisory services to support the Prescription Drug Affordability Board (PDAB) and Drug Price Transparency (DPT) program, including development of comprehensive clinical profiles for prescription drugs subject to affordability reviews. Key clarifications provided include confirmation that virtual attendance at Agency-scheduled meetings is acceptable, submission of three separate attachments (resumes, Quote Submission Form, and optional Disclosure Exemption Affidavit) is required rather than a single combined document, and the submission deadline is April 10, 2026 at 2:00 PM Pacific Time. The contract has an initial two-year term with options to extend, and award determination is based solely on price, selecting the lowest responsive and responsible offeror based on total estimated cost to complete an example report.
The document clarifies that vendors should enter $1.00 as a placeholder cost in the OregonBuys items tab for system purposes only, as the Agency is not accepting direct quote entries in that field. The definition of a "Resident Bidder" under Oregon Revised Statute 279A.120(1) is provided, requiring that bidders have paid unemployment or income taxes in Oregon during the 12 calendar months immediately preceding bid submission, maintain a business address in Oregon, and declare resident bidder status in their submission. No specific contract value, set-asides, or incumbent contractors are identified in the available documentation. All pricing must be held firm for 90 days, and offerors bear all costs associated with bid preparation.

General Questions
3 In Oregon Buys, there are three separate fields to enter pricing information. Can the Agency clarify whether vendors need to enter anything in those fields?
Agency is electing not to have quotes entered in OregonBuys on the items tab directly. For OregonBuys purposes only, when completing the quote process on the items tab, enter a cost of $1.00.
