About this file
This document is a Question and Answer (Q&A) file for Bid B-48291, issued by the Illinois Department of Transportation (IDOT) regarding a bridge inspection project involving a floating work platform. The Q&A addresses navigation logistics for inspecting multiple bridge structures located in the Joliet area and along various waterways, with some sites requiring passage through lock systems. IDOT provides guidance on how the vendor should move the working platform with a manlift between inspection locations, specifying different movement expectations for nearby and distant sites.
The document indicates that for bridges in close proximity within the Joliet area, movement between sites will be paid by the State and expected to take only minutes. For locations upstream or downstream requiring lock system passage, these sites will typically represent the only inspection of the day, with setup required before the 6:30-7:00 am start window. IDOT leaves the specific navigation method to the vendor's discretion but expects moves to be completed within a reasonable timeframe, with movement to distant sites conducted at the contractor's expense and outside of billable project time.

Q&A
B-48291
1. Q: “Is the overall thought here is that we will be able to do most of the navigation from the water or the expectation is [Vendor] will need to pull the floating barge out of the water and haul it to an next location?”
A: Many of the listed structures are adjacent to each other and we believe the working platform can be navigated in the water from one location to the next.
However, some sites are located several miles upstream, downstream, or in another navigable waterway that requires passage through the lock system. IDOT leaves it to the vendor to determine how to move the working platform with a manlift from location to location. We expect these moves within a reasonable timeframe – minutes between the bridges in the Joliet area that will be paid by the State. The locations that are located upstream and downstream the lock system will typically be the only inspection of the day and must be set up prior to the next day’s start window of 6:30-7:00 am and are to be moved on the contractor’s time (no charge to the State).
