About this file

This document is a Questions and Answers (Q&A) from the Department of State (DOS) Bureau of Global Talent Management Office of Talent Acquisition regarding the Nancy Pelosi Fellowship Program, a new federal grant funding opportunity under the Consolidated Appropriations Act, 2023.

The Q&A provides guidance on several aspects of the fellowship program, including the duration of the orientation, the eligibility of internships at non-State Department government agencies and for-profit organizations, the stipend structure, and whether the stipend covers expenses such as food and local travel. The DOS responses consistently direct applicants to review the full Notice of Funding Opportunity (NOFO) to design and develop their proposals, rather than providing direct answers to the specific questions.

The federal grant opportunity, identified as DFOP0016559, is a Cooperative Agreement under the Charles B. Rangel International Affairs Program (CFDA 19.020) administered by the Department of State Bureau of Human Resources. The program aims to enable undergraduate students to gain professional experience at the Department of State and other institutions to prepare for potential careers in the Foreign or Civil Service.

Questions and Answers – June 17

DEPARTMENT OF STATE

BUREAU OF GLOBAL TALENT MANAGEMENT

OFFICE OF TALENT ACQUISITION

Nancy Pelosi Fellowship Program

FUNDING OPPORTUNITY DFOP0016559

Question #1: Do you have any guidance on the length of the orientation for the program. One week? Two weeks? Or is it up to us to the implementing organization to decide?

DOS Response: Applicants are encouraged to review the NOFO in its entirety to design and develop proposals.

Question #2: Is an internship at a non-State Department government agency possible? For example, could a student intern at the international affairs office at the Departments of Treasury, Energy, Commerce, EPA, etc.? How about for the

House Foreign Affairs Committee or the Senate Foreign Relations Committee? The second could provide excellent exposure to intra-agency foreign policy issues that would be relevant for an eventual career at DOS.

DOS Response: Applicants are encouraged to review the NOFO in its entirety, including section A.4 pertaining to program objectives, to design and develop proposals.

Question #3: Could the Fellows intern at a for-profit organization, e.g. an implementing partner to USAID, a government contractor, a government affairs firm working on international affairs issues, etc.?

DOS Response: Applicants are encouraged to review the NOFO in its entirety, including section A.4 pertaining to program objectives, to design and develop proposals.

Question #4: Do students receive the same stipend whether their internship is unpaid or paid?

DOS Response: Applicants are encouraged to review the NOFO in its entirety, including section A.2 pertaining to program description, to design and develop proposals.

Question #5: Is it correct that the stipend would NOT include a "per diem" for food, local travel, or personal evening/weekend activities during the internship period? (We understand that food and transportation would be covered for the Orientation and any Professional Development activities.) The Fellows would pay for such expenses out of their internship stipend (and/or salary, see Q3 above). Is this correct?

DOS Response: Applicants are encouraged to review the NOFO in its entirety to design and develop proposals, including section A.4 pertaining to Main Activities, which includes the provision of a stipend to cover expenses.
