About this file
This file is a Questions and Answers document #2 (Version #3) issued by the Department of State Hospitals - Metropolitan for Invitation for Bid (IFB) #26-20039-000 regarding Medical Waste Disposal Services. The document, dated June 1, 2026, addresses clarifications submitted by prospective bidders concerning the scope of work, pricing structures, and service requirements outlined in the bid specifications. The contract requires weekly medical waste pickup services and quarterly Hazardous RCRA pharmaceutical waste disposal. The contractor is responsible for providing all required waste collection containers, including 17 forty-four-gallon red biohazardous sharps waste containers, 6 forty-four-gallon blue non-hazardous pharmaceutical waste containers, 5 fifty-five-gallon black hazardous RCRA pharmaceutical waste containers, and 3 two-gallon yellow trace chemotherapy regulated medical waste containers. Bidders are instructed to submit weekly rates and formulate monthly costs based on estimated volumes provided, with the understanding that the Department of State Hospitals makes no guarantee regarding actual quantities generated. Disposal fees for RCRA pharmaceutical waste are charged by the pound, and one manifest per month per waste stream is anticipated.
The incumbent contractor is MediWaste Disposal, LLC, with total expenditures of $27,237.30 as of May 1, 2026, on the expiring contract (Agreement #23-20011-000). Recent invoices indicate waste disposal rates of $0.26 per pound for forty-three-gallon biohazardous waste, $0.85 per pound for forty-three-gallon pharmaceutical waste, and $420.00 per container for five-gallon hazardous RCRA waste, with additional manifest fees of $45.00 per manifest and environmental fees applied. The Department clarified that all related costs, including containers and absorbent materials, must be incorporated into the submitted bid rates, with no separate line items to be added for these items. Bidders should base their pricing on the estimated monthly and quarterly volumes provided while accounting for potential increases in waste streams between fiscal years 2026/2027 and 2027/2028.

Questions and Answers #2 (Version #3)
Notice to Prospective Bidders June 1, 2026
Medical Waste Disposal Services #26-20039-000
The following questions have been submitted for clarification:
Q1 Attachment 5 (paragraph 4) states “Hazardous RCRA Pharmaceutical Waste Pickup and Disposal may consist of various smaller containers stored in an 8-gallon container or within the large fifty-five (55) gallon black containers.” There will be two sizes of containers for this waste stream and disposal fees are charged by the pound. However, the pricing tables for RCRA pharmaceutical waste show a unit of measure of “8 Gallon Containers”. Please change the unit of measure to “Pounds” and adjust the estimated quantity accordingly for this line item.
A1 Per IFB#26-20019-000, Attachment 5 – Bidder’s Rate Sheet, #4.: Hazardous RCRA Pharmaceutical Waste
Pickup and Disposal may consist of various smaller containers stored in an 8-gallon container or within the large fifty-five (55) gallon black containers.
The maximum container size for this waste stream will be an 8-gallon container. Bidders are asked to submit rates that are based off the maximum container size but take into consideration that smaller container sizes may be nested inside the 8-gallon container.
Q2 Attachment 5, Frequency Unit for Medical Waste—For Fiscal Year 2026/2027 the unit for the medical waste is “Months” with a frequency of “12”. Per the bid specs (Exhibit A, section 3.A medical waste pickup is to be provided weekly:
a. Shouldn’t the frequency unit be “Weeks” instead of “Months”?
b. Shouldn’t the frequency multiplier be “52” instead of “12” to reflect (52) weekly service calls for this contract year?
c. Does the “Quantity” provided reflect an estimate of the weekly amount of waste to be removed?
Please correct if/as needed.
d. For the format provided items (a) through (c) questioned above should all correspond to calculate out starting with weekly quantities that are multiplied to yield a yearly total.?
A2 The frequency unit was corrected on Version #2 (5/27/26). Bidders shall determine their weekly rates and formulate a monthly cost based on these rates. The quantities listed are an estimate based on an estimated monthly volume; DSH makes no guarantee, expressed or implied of actual quantities generated.
Q3 Attachment 5, Frequency Unit for Medical Waste—For Fiscal Year 2027/2028 the unit for the medical waste is “Weeks” with a frequency of “12”. Per the bid specs (Exhibit A, section 3.A medical waste pickup is to be provided weekly:
a. Shouldn’t the frequency multiplier be “52” instead of “12” to reflect (52) weekly service calls for this contract year?
b. Does the “Quantity” provided reflect an estimate of the weekly amount of waste to be removed?
Please correct if/as needed.
c. For the format provided items (a) through (b) questioned above should all correspond to calculate out starting with weekly quantities that are multiplied to yield a yearly total.?
A3 The frequency unit was corrected on Version #2 (5/27/26). Bidders shall determine their weekly rates and formulate a monthly cost based on these rates.
Q4 Attachment 5, Frequency Unit for RCRA Waste—For Fiscal Year 2027/2028 the unit for the RCRA waste is “Weeks” with a frequency of “4”. Per the bid specs (Exhibit A, section 3.B RCRA waste pickup is to be provided quarterly:
a. Shouldn’t the frequency unit be “Quarterly” instead of “Weeks”?
b. Does the “Quantity” provided reflect an estimate of the quarterly amount of waste to be removed? Please correct if/as needed.
c. For the format provided items (a) through (b) questioned above should all correspond to calculate out starting with quarterly quantities that are multiplied to yield a yearly total.
d. Is the Quantity of “15” correct? The pricing table for Fiscal Year 2026/2027 shows a quantity of
“12”.
A4 The frequency unit was corrected on Version #2 (5/27/26). Bidders shall determine their rates and formulate a quarterly cost based on these rates. The quantity is correct; DSH is projecting a potential increase in the RCRA waste stream in Fiscal Year 2026/2027 (12 and 15 are correct).
Q5 Attachment 5, Additional Fees—For both contract years the pricing table is formatted where the
Bidder is to enter a monthly rate for manifest fees. How many manifests will be generated per month?
A5 DSH should receive one manifest per month per waste stream.
Q6 Approximately how many containers will the Contractor be picking up weekly? An approximate range is needed in order to determine the transportation equipment needs.
A6 DSH confirms that the estimated volumes listed on IFB#26-20019-000, Attachment 5 – Bidder’s Rate Sheet are reflective of recent generation; however, per IFB#26-20019-000, Attachment 5 – Bidder’s Rate Sheet, 3., and likewise in Sample Agreement, Exhibit B. Budget Detail and Payment Provisions, 1. Invoicing and Payment, D.: DSH makes no guarantee, expressed or implied for actual number of services to be used.
