About this file

This is an Addendum #1 and Version #1 to an Invitation for Bid (IFB) issued by the State of California Department of State Hospitals at Metropolitan State Hospital for Medical Waste Disposal Services (IFB 26-20039-000), dated May 26, 2026. The addendum updates the Bidder's Rate Sheet Table 2 for Fiscal Year 2027/2028 and provides clarifications on service requirements, container specifications, and pricing methodologies. The contract involves the disposal of multiple waste streams including biohazardous/sharps waste, non-hazardous pharmaceutical waste, hazardous RCRA pharmaceutical waste, and trace chemotherapy waste. Hazardous RCRA waste is projected at twelve containers for FY 2026 and up to fifteen containers for FY 2027, with rates calculated on a quarterly service basis for a twelve-month period consistent with FY 2026/2027 calculations.

The addendum clarifies that container color requirements—red for biohazardous/sharps waste, blue for non-hazardous pharmaceutical waste, black for hazardous RCRA pharmaceutical waste, and yellow for trace chemotherapy waste—are mandatory in accordance with DSH-MSH Medical Waste Plan and hospital policies. The 55-gallon containers referenced are designated for on-site storage of smaller containers (8-gallon, 5-gallon, and 1.25-ounce sizes), with the 8-gallon container size serving as the basis for funding projections. The contractor uniform requirement regarding tan and khaki clothing restrictions does not apply since services will not require access to the facility's secured treatment area; however, uniforms in brown shades are permitted. All bidders are directed to utilize the updated rate sheet in Addendum 1 for bid calculations to ensure consistent pricing methodology across all submissions.

Version #1: Questions and Answers

The following question(s)/request(s) have been submitted:

Q1 FY 2027/2028 Rate Sheet Frequency Discrepancy

A1 DSH – MSH has revised the rate sheet/table for FY 2027/2028. Bidders should utilize the updated rate sheet in Addendum 1 to calculate and submit their bids. Rates should be calculated using 12 months consistent with the FY 26/27 table. Hazardous RCRA waste should be calculated based on quarterly service.

Q2 Hazardous RCRA Pharmaceutical Waste Container / Pricing Clarification- The IFB references multiple different container sizes and methodologies for Hazardous RCRA Pharmaceutical Waste. Examples include Attachment 5 references “12 / 15 – 8 Gallon Containers”, Exhibit A references approximately five (5) fifty-five (55) gallon black containers, Exhibit A also references various smaller containers stored within 8-gallon containers or within the larger 55-gallon containers

A2 DSH – MSH is intentionally referencing multiple container sizes for Hazardous RCRA waste. DSH -

MSH is projecting that twelve (12) containers may be disposed of in FY 2026 and up to fifteen (15) containers may be disposed of in FY 2027. The 55-gallon containers are for on-site storage of the smaller various container sizes (8-gallon containers, 5 gallon containers, 1.25 oz. containers).

Attachment 5 – Bidder’s Rate Sheet #4. References for the following:

Various clinical areas at DSH – MSH are utilizing various size containers for Hazardous RCRA waste, with the 8-gallon container size being the largest size in use. To project and encumber the proper amount of funding towards the contract, we are basing our needs on the 8-gallon container size.

Q3 RCRA Service Frequency Clarification- Confirm the intended pricing methodology for all line items to ensure all bidders are calculating totals consistently.

A3 As of 5-26-2026, the rate sheet has been revised to reflect the pricing methodology and update via

Addendum 1.

Mayl 26, 2026 Addendum #1 & Version #1; #26-20039-000

Q4 Container Color Requirements- The Scope of Work references: red containers for biohazardous/sharps waste, blue containers for non-hazardous pharmaceutical waste, black containers for hazardous RCRA pharmaceutical waste, yellow containers for trace chemotherapy waste. Confirm whether these specific container colors are mandatory requirements, or whether contractors may utilize standard grey containers provided that each container is properly labeled and marked in accordance with all applicable regulatory requirements for the specific waste stream.

A4 The referenced color containers within the Scope of Work are mandatory. The colors referenced are in accordance with DSH – MSH Medical Waste Plan and hospital policies.

Q5 Contractor Uniform Requirements- Exhibit A references facility dress code requirements and notes that tan and khaki clothing may restrict entry into secured areas.

A5 Since the services will not require access into DSH – MSH’s secured treatment area (STA) the dress code restriction of tan and khaki clothing will not be applicable to the agreement. Uniform colors that consist of a brown shade will be permitted.

There are currently no other changes. All other requirements, terms, and conditions remain the same.
