About this file
This document appears to be a series of questions and answers (Q&A) related to a federal contract opportunity for chamber/equipment maintenance and repair services. The Q&A addresses technical details about CSZ chambers, which include a large walk-in chamber with 7 different machine packs responsible for cooling/heating specific areas. Key clarifications include emergency repair timeframes (updated to 72 hours), repair service billing (hourly rate for on-site time only), and training documentation requirements.
The government has provided specific guidance on several contract points, including: parts procurement (the government will set the price), warranty duration (modified from the original requirement), and repair resolution (prime contractor must coordinate all repair aspects). The document indicates flexibility in some areas, such as chamber testing profiles and training documentation (digital copies are acceptable), while maintaining strict requirements about overall service delivery and contractor responsibilities.

Q1: Page 9 section 5.1.6.2.1 says the CSZ chambers are multiple zones and that we would need to calibrate each zone. Can you provide more info on these multi zoned chambers?
Perhaps schematics/manuals etc.?
• There is only one chamber that has multiple zones and it’s the large walk-in chamber. These “zones” are just 7 different machine packs (MP’s) that are responsible for cooling/heating their respective areas within the walk-in chamber.
Each machine pack is a cascade system which consists of a system 1 compressor and system 2 compressor, L91 and 9300 controllers (each MP independently monitors and controls itself and reports back status to the HMI).
Q2: section 5.2.1.2 states we will need to initiate a program and ramp up/down through the test. Are we doing a modified quicker version of the test to just ensure the chamber moves up/down as needed? Or do we need to run the full program/test? If so, can you provide any associated information regarding each chamber's program we will need to run?
• We can do modified profiles for the chambers/ovens, provided the performance of the chamber/oven can be demonstrated while under load (running a unit under test).
Q3: Section 5.3 Emergency repairs. Our company is open 8-5 Eastern time so we can return all calls/requests for emergency services during those hours. It is mentioned that we will need to have a technician on site within 48 hours. We would do everything we can to be on site with someone but sometimes it might not be possible due to other previously committed service calls or bigger projects that might not allow us to break away.
• The timeframe has been updated to 72 hours. Note that this is an emergency repair situation.
Q4: If we are to quote this, the non-emergency repairs section, would that be just a quote for say a day on site to evaluate and then we would provide a repair quote based on what is found needing repaired?
• The Government is requesting an hourly rate for repairs. Rate should be wrapped up to include all costs with travel. Travel time will not be billable under this CLIN only time on site performing the repairs.
Q5: Also, For parts, Should I just quote a budgetary number for the year? For example, $5000 and make a statement that we will provide parts up to that amount for any minor repairs we can do with van stock while on site?
• The Government informed all quoters in 52.212-2 not to propose on the parts CLIN.
The Government is setting the price. See CLINS X004 and the addendum to 52.212- 2 for more details.
Q6: The document also states we have to provide original invoices for the parts from our vendors. We do not ever do that and trying to manage that seems difficult. All of our parts pricing is published on our website and the pricing can be verified there.
• See FAR clause 52.212-4 ALT I (i)(1)(ii)
Q7: Section 5.5.6.1 States we must provide a 6 month warranty. Our warranty is not for that long.
• The Government has changed the warranty in 5.5.6.1.
Q8: We can provide training as requested but having printed documentation and digital documentation is not something we normally provide. We typically use the chamber manuals as training documents. Does the end user have their manuals for each chamber being requested for us to quote?
• Most of our chamber manuals are digital copies. We are looking for student handout material or reference material, the goal is to help enhance the operator manual. Also, we want a way for our techs to learn basic refrigeration, the goal is to keep up with industry best standards. Hardcopies would be nice but digital only is acceptable.
Q9: Section 5.7Repair Resolution, This section states that if the COR is not satisfied with a repair that we must bring in the OEM technician. We did not manufacture all of the equipment and those that we didn't are our competitors. We would not be able to arrange providing a competitor technician. We can work on all competitor equipment but anything that is OEM to another manufacturer must be purchased directly through them and not us.
• The prime contractor is responsible for performing all aspects of the Performance Work Statement and coordinating with all parties to meet the requirements. This is not under consideration to change.
