About this file
This is a Question and Answer document prepared by Carroll County, Georgia in response to inquiries regarding Request for Proposal REC23-A003 for the installation of sod and irrigation systems at the Carroll County Recreation Complex located at 1201 Newnan Road, Carrollton, Georgia. The project scope is limited to sod installation and irrigation system only, with all other proposed items such as bollards, sidewalk, and grading excluded from bidder responsibility. The sod installation area is specified at 81,000 square feet, with a nine-month maintenance period required to ensure proper root establishment through the summer months. The project completion deadline is December 31, 2022, with work required to commence no later than November 1, 2022. The project timeline spans 180 calendar days from the anticipated start date.
Bidders must submit a performance bond and payment bond each equal to one hundred percent (100%) of the total contract amount, along with a security bond equal to five percent (5%) of the bid amount. The bid documents specify pricing on a lump sum basis, though clarification was provided regarding the 81,000 square foot sod installation area with updated bid forms requested to include unit rates. No liquidated damages clause is included in the RFP; rather, bonding requirements serve as the primary financial safeguards for contract performance and payment obligations.

Q&A in regards to RFP REC23-A003:
Question 1: What is the time frame Maintenance Period the County is requiring the sod to remain healthy after installation?
Answer: Nine months for the maintenance portion. This would get us through the summer months to make sure everything has rooted correctly.
Question 2: The interested bidder wanted clarification on the Liquidated Damages statement.
The interested bidder’s insurance company wants to know what is the amount per day the County will require.
Answer: The term Liquidated Damages is not referred to in our RFP. If you are referring to the security bond that amount should equal five percent (5%) of your bid.
