About this file
This is a Bidder Question and Answer document issued by the Michigan Department of Health and Human Services (MDHHS) for Request for Information (RFI) No. 260000000016 regarding Juvenile Justice Residential Treatment and Supportive Services. The RFI is issued for information and planning purposes only and does not constitute a solicitation or commitment by MDHHS to conduct procurement or award a contract. There is no anticipated contract value, no established timeline for project pursuit, and no requirement that RFI responses be submitted to be considered for any future RFP/RFQ. MDHHS welcomes responses from both direct service providers and organizations offering technical assistance, planning support, expertise in evidence-based best practices, or combinations thereof. The State conducted a comprehensive Juvenile Justice Needs Assessment in 2026, with results provided to inform respondents. Vendors who participated in developing the Needs Assessment will not be precluded from responding to any subsequent RFP.
Regarding pricing, MDHHS seeks only a general description of pricing models and major cost categories associated with service delivery; itemized dollar estimates are not required, though respondents may include estimated rates such as per diem, per youth, hourly, or flat fee pricing if available. MDHHS currently contracts with Residential Foster Care Juvenile Justice providers for some services listed in the RFI, and interested parties may request existing contract documents by contacting MDHHS-FOIA@michigan.gov. Pricing and cost information in RFI responses will be subject to public disclosure under the Michigan Freedom of Information Act (FOIA), though respondents may request trade secret redaction through the Confidential Treatment Form; however, the State will not provide advice regarding FOIA protections or interpretation of trade secret definitions.
