About this file

This file is a Vendor Questions and Answers document #2 issued by the Maryland Department of Health (MDH), Maternal and Child Health Bureau in response to a Request for Applications (RFA) for school nurse-led asthma case management capacity building. The RFA seeks to support capacity building activities through up to 8 awards to Local Education Agencies (LEAs) or Local Health Departments (LHDs). Applicants must designate at least one Registered Nurse (RN) as the lead staff for implementation of school nurse-led asthma capacity building activities, with additional staffing at the applicant's discretion. The application deadline was extended to July 24, 2026, with award notifications anticipated by October 1, 2026. The grant period runs from October 1, 2026, through June 30, 2027, representing a nine-month commitment with no anticipated renewal or extension at this time. The evaluation process will assess project narratives according to weights described in section 5.2, followed by budget proposal evaluation, with no opportunity for virtual presentations or negotiations during the review process.

Funding amounts are variable and not disclosed in advance, with applicants expected to propose thoughtful and appropriate budgets reflecting their specific needs and capacity. Eligible uses of funds include RN or other staff salaries, stipends for RN staff, substitute RN hours to cover implementation time, professional development for school nurses and school staff on asthma management, and training for school nurses and appropriate school staff to facilitate student and caregiver education. This is a new initiative with no incumbent vendors or historical spending data. There is no local preference associated with the RFA. Local Health Departments receiving funding through the UFD (Unified Funding Distribution) will process invoicing through FIMIS following standard grant procedures. The Department will not be hiring, managing, or directly engaging with staff related to this solicitation, with all personnel matters managed solely by the awarded applicants.
