About this file

This is a Vendor Questions and Answers document from the Maryland Department of Health (MDH), Maternal and Child Health Bureau, responding to inquiries regarding a Request for Applications (RFA) for school nurse-led asthma case management capacity building. The RFA (eMMA# PHPA 4016/BPM057740) issued on June 26, 2026, seeks to support capacity building initiatives in schools, with a revised application deadline of July 24, 2026. The Department intends to make up to eight awards as a result of this RFA, with award notifications anticipated by October 1, 2026. The grant period runs from October 1, 2026, through June 30, 2027. Applicants must designate at least one Registered Nurse (RN) as the lead staff for implementation of school nurse-led asthma capacity building activities, with additional staffing at the discretion of the applicant. Appropriate uses of grant funds include RN or other staff salaries, stipends, substitute RN hours, professional development for school nurses and school staff on asthma management, and training for school nurses and other appropriate school staff to facilitate student and caregiver education. No virtual presentations or negotiation meetings will be offered during the evaluation process; applicants must submit all relevant materials in their applications.

Eligible applicants are limited to Local Education Agencies (LEAs) or Local Health Departments (LHDs), with no local preference indicated. The specific total budget for the awards has not been disclosed; however, funding amounts can vary based on each applicant's thoughtful assessment of their needs and capacity. This is a new initiative with no incumbent vendors or historical spending data. The evaluation committee will first assess project narratives according to weights described in the RFA section 5.2, followed by evaluation of budget proposals based on both technical and budget components. All personnel and staffing matters are the sole responsibility of the applicant, with no involvement from the Department in hiring or managing staff.
