About this file

This is a Questions and Answers document for RFQ No. 19SP5026Q0007, issued February 26, 2026, for Architecture and Engineering (A&E) Services under an Indefinite Delivery/Indefinite Quantity (IDIQ) type contract.

The document addresses three key inquiries from potential offerors. First, it clarifies that projects executed by proposed key subcontractors may be presented and considered for evaluating experience and qualifications, with detailed guidance available in Sections C and F of SF-330 Instructions. Second, it establishes that A&E firms must meet all required qualifications, including Professional Liability Insurance coverage thresholds, at the time of submitting the SF-330 qualifications package; commitments to obtain coverage upon award are not acceptable. Third, regarding professional registration requirements for Spanish-based work, it directs offerors to Section 8 of the A&E Qualifications section for clarification on whether membership in officially recognized Colegio Oficial de Arquitectos (professional architecture associations) within Spain satisfies compliance requirements without regional restrictions.
