About this file
This document is a Questions and Answers (Q&A) clarification for RFQ No. 19SP5026Q0020 concerning ADA/ABA accessible bathroom renovation work at the U.S. Embassy in Madrid, Spain. The Q&A addresses seven substantive inquiries issued on June 22, 2026, and does not address specific pricing terms, response dates, or award dates.
Key clarifications include: U.S.-based prime contractors may satisfy Spain business and licensing requirements through a qualified Spanish subcontractor, though primes performing without subcontractors must possess permanent business presence and all required permits at quotation submission. If using a subcontractor, documentation of their business registration, licenses, permits, insurance, address, telephone number, and proposed scope of work must be included in Volume II of the proposal. The Q&A resolves a discrepancy between the SF-1442 cover page and Section E regarding performance timelines by confirming an amendment will be issued to correct the SF-1442. Additionally, the Notice to Proceed and personnel security/access approval processes operate on parallel tracks, allowing performance to begin before all workers complete security screening, though uncleared workers cannot access the premises. Bond requirements are specified in Section G.1.0, and all quotation packages must reference RFQ No. 19SP5026Q0020 on sealed envelopes and all documents.

RFQ No. 19SP5026Q0020
ADA/ABA ACCESSIBLE BATHROOM RENOVATION
US EMBASSY MADRID, SPAIN
QUESTIONS AND ANSWERS #2
Question 1: The RFQ states that contractors must be bonded and possess all permits and licenses required to do business in Spain, and that offerors must provide proof that they already possess said permits as part of the offer.
Please confirm whether a U.S.-based prime contractor may satisfy the Spain-local business, permit, license, insurance, and on-site execution requirements by identifying and using a qualified subcontractor that is an established permanent business in Spain and will perform the local on-site work.
Answer 1: Yes, a U.S.-based prime contractor could use a subcontractor that is properly licensed to do business in Spain.
Question 2: Alternatively, please confirm whether the prime offeror itself must already possess a permanent business presence, local permits, licenses, insurance, and authorization to do business in Spain at the time of quotation submission.
Answer 2: If there is no subcontracting, the (prime) offeror must already possess permanent business presence, local permits, licenses, insurance, and authorization to do business in Spain at the time of quotation submission.
Question 3: If use of a Spain-based subcontractor is acceptable, please confirm whether the subcontractor’s business registration, local licenses/permits, insurance documentation, address, telephone number, and proposed scope of work should be included in Volume II with the Business Management / Technical Proposal.
Answer 3: Yes, the subcontractor’s business registration, local licenses/permits, insurance documentation, address, telephone number, and proposed scope of work should be included in Volume II with the Business Management / Technical Proposal.
Question 4: Please confirm the required performance period. The SF-1442 cover page states that the contractor shall begin performance within 10 calendar days and complete the work within 30 calendar days after receiving the Notice to Proceed, while Section E states that the contractor shall commence work within 5 calendar days and complete the work not later than 40 calendar days after receiving the Notice to Proceed. Please advise.
Answer 4: An amendment will be issued to correct SF-1442.
Question 5: Please confirm whether the Notice to Proceed will be issued only after completion of the required personnel security screening/access approval process, or whether the performance period may begin before all workers have received access approval.
Answer 5: The Notice to Proceed and the personnel security/access approval process operate on parallel, not sequential, tracks, and the Notice to Proceed itself may be issued before all worker have cleared screening, meaning the performance period begins, but not cleared workers will not be allowed into the premises.
Question 6: Please confirm whether the successful contractor must furnish full performance and payment bonds, or whether the required post-award security is limited to the alternative payment protection described in Section G.1.0 in the amount of 50% of the contract price. If alternative payment protection is acceptable, please confirm the acceptable forms for this project.
Answer 6: For bond requirements, please see Section G.1.0.

19SP5026Q0020 on the sealed envelope and all quotation documents.
