About this file

This document is a Questions and Answers (Q&A) report related to an Invitation to Negotiate (ITN) issued by the state of Florida for the procurement of two (2) refurbished UH-60 Blackhawk Helicopters. The ITN specifies that the state requires the aircraft to be delivered by May 1, 2024, and they do not need to be N number registered or have a Type Certificate. The state will evaluate the proposed maintenance intervals and inspection criteria in conjunction with the Time Between Overhaul (TBO) requirements established by the component manufacturers. The award will prioritize aircraft with the most remaining operable life before TBO, considering the component costs and availability.

The ITN indicates a preference for aircraft with no TBO components having less than 1,000 hours before overhaul, though the state will not reject bids for aircraft with at least 500 hours remaining. The state does not require any cockpit or aircraft upgrades or modifications, and further requests for these aircraft will be processed through the public procurement procedure. The state has denied a request for a 7-day extension to the submission deadline, citing no extensions being intended for this solicitation.

QUESTION

ANSWER

Yes.

2.

N/A Are the aircraft required to N number registered?

No.

3.

N/A Does the aircraft require a Type

Certificate (TC)?

No.

4.

N/A If the state accepts an aircraft without TC, what technical specifications, i.e. PMI intervals, inspection criteria, etc., does the state require?

The state will evaluate the PMI intervals and inspection criteria established by the operator in conjunction with the TBOs established by the component manufacturer or the practices of the military maintenance program governing the particular aircraft.

5.

N/A Is there an order of precedence for the award process? I.e., is one requirement heavier than another, and if so, what is that order?

The order of precedence for the award process will be to determine the aircraft with the most operable life remaining before TBOs. The cost of the component, the estimated cost to replace the component, as well as the availability of the component are all factors.

6.

Attachment A & D

Does the State require any cockpit/aircraft upgrades or modifications?

No.

8.

Will following on aircraft for this effort be solicited or direct award?

The Department anticipates to process further requests though the public procurement procedure.

9.

As a small business, the short suspense for submission for this solicitation is excessively difficult for us to staff. I request a 7-day extension to properly prepare a fully compliant proposal containing all the required technical information and proposal requirements.

No extensions are intended to be made for this solicitation.
