About this file

This is a Question and Answer document for RFP 25-2632 issued by the Michigan Department of Environment, Great Lakes, and Energy (EGLE) regarding USGS monitoring well assessment and management. The project involves evaluation and potential remediation of 311 USGS wells across Michigan, consisting of 86 pre-existing verified monitoring wells and 225 inactive wells pending verification. EGLE has provided GPS coordinates for located wells and approximate coordinates for unlocated wells, with the understanding that some unlocated wells may be offset by up to a quarter mile or more. The contractor will be responsible for multiple tasks including field surveys, well development, and plugging/abandonment work, with flexibility to arrange tasks for operational efficiency as detailed in the submitted workplan.

Key technical requirements include GPS accuracy of less than 0.5 meters and elevation survey accuracy of ±0.01 feet for top of casing and ground elevation measurements. EGLE's preferred well development methods are surging, jetting, and overpumping, explicitly excluding air surge to prevent groundwater chemistry impacts. The contractor must document all observations and handle contaminated purge water through containerization and disposal rather than overland disposal. EGLE preference for Task 2 survey work includes completion by a Michigan-licensed surveyor. Historical well logs and boring logs from USGS are being coordinated by EGLE to support plugging and abandonment decisions. Well locations vary by region, with northern and upper peninsula wells predominantly in forested areas and southern lower peninsula wells in more developed settings.

Question#Bidder QuestionEGLE Response
Is there an existing database with GPS coordinates for inactive and located USGS wells?Yes, EGLE has GPS coordinates for the located USGS wells and approximate GPS coordinates for the unlocated USGS wells. Based on EGLE's experience in searching for the unlocated wells thus far, some wells may be offset by up to a 1/4 mile or more from the approximate coordinates. Please see the attached spreadsheet with coordinates.
Are there existing wells logs for the USGS wells?USGS has stated that they have historical wells logs. EGLE is coordinating with the USGS Upper Midwest Water Science Center to received copies of the logs.
Level of accuracy for top of casing elevation survey +/- 0.01ft?Yes, accuracy for the top of casing elevation and ground elevation should be +/- 0.01 ft.
Can EGLE supply keys to the existing USGS wells or will all locks be replaced? For wells where EGLE is granted access, well locks will be replaced.
Well development preferred method of development (air surge/rod pump/bailer)?EGLE's preferred methods include surging, jetting, and/or overpumping. Air surge should not be used as it may introduce air into the aquifer and affect the chemistry of the groundwater. The workplan developed by the contractor should describe the proposed well development method. Use of any chemical solutions should be discussed with EGLE to determine the correct solution.
During well development if well is visually impacted will the well be used/developed?All observations should be documented. EGLE will work with the contractor on a well-by-well basis to determine if a well should be used/developed based on the condition of the well. If contamination is observed, EGLE will refer the well to our Remediation and Redevelopment Division for further investigation.
Does EGLE require containerization and disposal of development water if well is significantly impacted?Yes, the observed presence of contamination within the well precludes overland purge water disposal.
Can EGLE owned equipment be made available for gamma logging and camera survey?EGLE-owned equipment is not available.
For wells where access is denied will EGLE assist with enforcement of temporary access for well abandonment?Yes, EGLE can assist with obtaining temporary access for well abandonment on a case-by-case basis if needed.
Could EGLE provide an Excel file with the Well ID, Lat/Long for the 86 verified USGS monitoring wells and the USGS records for the 225 inactive wells not yet verified by EGLE, and how the location was estimated? Please see the attached spreadsheet with coordinates. For located wells, the coordinates were collected by EGLE staff in the field using the ArcGIS Fields Maps app. For unlocated wells, the coordinates were pulled from historical USGS records, which may only be approximations.
Would the survey work described in Task 2 need to be completed under the direction of a Michigan-licensed surveyor?EGLE's preference is that Task 2 would be completed using a Michigan-licensed surveyor.
In Task 4, can the contractor assume that we may let the purge water go to the ground at the well location?Overland disposal is appropriate if no significant risk of contaminant exacerbation is present. The observed presence of contamination within the well precludes overland purge water disposal.
In Task 6, the options for plugging/abandonment imply knowing the well construction. Does EGLE have boring logs to review to make plugging decisions for the wells?USGS has stated that they have historical boring logs. EGLE is coordinating with the USGS Upper Midwest Water Science Center to received copies of the logs.
Of the 86 pre-existing wells, how many are bedrock wells and how many are set in drift? Please see the attached spreadsheet for the National and Local Aquifer codes.
What is required for GPS accuracy?Accuracy of less than 0.5 meters.
Can we rearrange tasks or specific items within tasks for efficiency?Yes, the tasks do not necessarily need to be completed in the order presented. The workplan developed by the contractor should describe the order in which tasks will be completed, including a schedule.
Is there a better Figure with increased resolution showing individual well locations? Please see the attached spreadsheet with well coordinates that can be used to view individual well locations.
For budgetting and grouping purposes can you provide Lat./Long. data by county for each specific well location? Please see the attached spreadsheet with well coordinates which can be used to view the wells by county.
Are most of the wells on developed property? The land use type varies depending on the well. The majority of wells in the northern lower peninsula and upper peninsula are in forested/less developed areas. Wells in the southern lower peninsula may be in more developed areas. Please see the attached spreadsheet with well coordinates to view the well locations more closely.
