About this file

This document is a set of questions and answers (Q&A) related to a solicitation for a High Pressure Liquid Chromatograph (HPLC) system issued by the state of Illinois. The HPLC system must have a binary pump capable of producing a flow range of 0.1 - 5.0mL/min, an operating pressure range of 0-600 bar, and a pH range of 1-12.5. It must be capable of pumping up to 4 solvents and include an integrated degassing unit. The data system must be compatible with Target ThermoQuest Thru-Put Software or Empower CDS. The system must include a heated reactor with a maximum temperature of 130°C, an in-line check valve to prevent reagent backflow, and a back-pressure regulator to prevent detector noise and precipitation. The key questions addressed in the Q&A relate to the pump configuration, data system requirements, and reactor temperature specifications.

The solicitation is for a state and local contract opportunity in Illinois. Bids must be submitted electronically, as per agency requirements. No additional details are provided regarding the quantities, award date, contract term, or pricing/funding information.

High Pressure Liquid Chromatograph (HPLC) with post Q & A B-26933

1.2.1.2 Binary pump capable of producing a flow range of 0.1 – 5.0mL/min. Operating pressure range of 0-600 bar. pH range of 1-12.5. Capable of pumping up to 4 solvents. Includes integrated degassing unit. Flow precision of ≤0.07%RSD. Flow accuracy ±1%. Pressure pulsation < 2% amplitude

Q: Does this need to be a binary pump? Traditionally EPA method 531 uses a quaternary pump.

A: Quaternary pump is acceptable.

1.2.1.6 Data system – automated data system to collect data capable of being processed by Target ThermoQuest Thru-Put Software, Target Revision 4.14. Data system must also be able to calibrate and process data independently.

Q: Does this need to use the Target ThermoQuest Thru-Put Software?

A: Yes, it must be for capability.

Q: Can Empower CDS be offered as an alternate?

A: Yes, if it is also capable of exporting files in a. aia or .cdf format.

1.2.3.5 System must include heated reactor for temperature from 5⁰C above ambient to 130⁰C.

Q: Will a maximum temperature of 120C be acceptable?

A: No, the maximum temperature of 130C must be achievable.

1.2.3.8 System must include an in-line check valve; Prevents reagent back flow into the column when HPLC pressure drops.

Q: Per TSS: No in-line check valve post column to prevent back flow into the column. In our system the reaction module and reagent pumps are post column, so none are needed.

A: If the reaction module and reagent pumps are post-column, vendor must demonstrate there is no possibility of reagents coming in contact with the column.

1.2.3.10 post-Column system must prevent over pressurization; A pre-calibrated relief valve opens at 35 bars (500 psi) to prevent rupture of the post-column reactor tubing in the event of down-stream blockage.

Q: Per TSS: The reagent managers both have pressure monitors that can shut down the system if excessive pressure is detected at the post column setup.

A: If a system is in place to prevent over pressurization, it would be adequate.

1.2.3.11 System must include a back-pressure regulator that Applies adequate pressure to the detector flow cell outlet (waste) to prevent detector noise and precipitation due to out-gassing or boiling.

Q: Per TSS: We don’t utilize a backpressure regulator to create pressure. In normal HPLC, the waste line is of specific size to not allow the outgassing of mobile phases to happen inside the flow cell.

A: The system must not allow outgassing or create extra baseline noise.
