Answer
1. Does the Contractor have to be MSHA certified?
No. This is not a Mine or Mining Operation. Contractor does have to have appropriate Insurance and follow all safety measures for employees.
2. How do you rank the companies?
This is a competitive bid project and will be awarded to the low bidder who fulfills all the requirements of the contract such as Tax Clearance, Applicant Violator System (AVS) clearance, acknowledges all Addenda, submits all forms.
3. Can other methods of filling the holes be done?
The methods for abating the subsidences are shown in the construction drawings which are a part of the specifications.
4. What about “Vent Pipes”?
NOTE: The Vent Pipes discussed in the pre-bid meeting dealt with vent pipes into the mine works that are being plugged and cut below the surface to seal the connection into the mine.
The Cost Sheet item for Vent Pipe is as described in the specifications on page 71 and following. It deals with vent pipes that are installed in inclined or horizontal openings. Most openings will be vertical in nature and not require vent pipes for drainage, however, should an inclined or horizontal opening need to be backfilled and drainage provided, the vent pipes described on page 71 and following will be used.
