About this file

This Q&A document relates to the New York State Office of Parks, Recreation and Historic Preservation's request for quotes on trenchless CIPP (Cured-In-Place Pipe) installation at Norrie Point in Staatsburg, Dutchess County. The project involves the installation of 25 linear feet of CIPP on a 6-inch sewer pipe, consisting of 10 feet of cast iron pipe and 15 feet of PVC pipe. Work scope includes accessing the pipe via manhole at Norrie Point Marina, cleaning and preparing the host pipe, installing adhesive if required, and installing CIPP into the existing host pipe according to SECTION 330524 TRENCHLESS STORM AND SEWER PIPE REHABILITATION specifications. Quotes are due September 21, 2026 at 3:00 PM ET, with questions due by September 11, 2026 at 3:00 PM ET. Site visits are strongly encouraged and should be scheduled with Matthew Canning at (845) 366-8828 or matthew.canning@parks.ny.gov. This is a one-time service with no specified contract term or renewal options.

Pricing must be submitted as line items with quantities and unit prices rather than lump sums, with all ancillary costs included in quoted rates. Quotes must remain valid for at least 90 days. Awards will be made to the responsive, responsible, and qualified bidder offering the lowest total cost. No minimum contract value is specified; however, quotes exceeding $15,000 require additional certifications including lobbying law compliance, non-collusive bidding, public officer's law compliance, and various workplace compliance certifications. Bidders must register with the Bureau of Public Work and Prevailing Wage Enforcement prior to bidding and provide proof of workers' compensation and disability benefits insurance, as well as commercial general liability insurance with minimum limits of $1 million per occurrence and $2 million aggregate. MWBE/SDVOB good faith efforts are requested where subcontracting availability exists. All work is subject to New York prevailing wage requirements under Article 8 of the New York Labor Law. No incumbent has been identified for this procurement.
