The solicitation covers three categories of services: design, Post Construction Award Services (PCAS) such as work supervision, and Construction Phase Support Services (CPSS), with each task order identifying the specific services required. Respondents must provide a balanced portfolio of 10 project references under SF-330 Section F that demonstrates capability across all required service types, with projects preferably featuring multiple team members working together. Additionally, five separate projects must be included under SF-330 Section H to demonstrate successful performance on similar projects, including evidence of quality, schedule adherence, cost and schedule controls, and project management techniques.

The document clarifies submission requirements and documentation standards for prospective contractors. SF-330 forms must be emailed to lopezay@state.gov, with all supporting official documents such as professional licenses, university degrees, and company legal papers requiring direct translations. The solicitation is currently classified as unclassified. All communications regarding the solicitation should be directed via email to lopezay@state.gov, and prospective contractors are instructed to refer to the Combined Synopsis/Solicitation posted on SAM.gov and the "Instructions to fill out SF330" document for additional guidance on proposal preparation.

A&E Services - IDIQ type contract

QUESTIONS AND ANSWERS

February 17, 2026

Question 1: Could you clarify the scope of services under the IDIQ

Contract? Specifically, does it include design, Post Construction

Award Services (PCAS), such as work supervision, and other

Construction Phase Support Services (CPSS), or all of these?

Answer 1: Yes, the solicitation covers design, post construction award services and construction phase support services. Each task order will identify the type of services covered by said task order.

Question 2: Regarding the 10 references required under Section F of SF-

330, should they represent all types of services? For instance, should there be five references for design experience and five for work supervision and other PCAS?

Answer 2: Provide a balanced portfolio that demonstrates all required capabilities.

Question 3: Is this project classified as Sensitive But Unclassified (SBU) or a higher classification?

Answer 3: This is a solicitation currently classified as unclassified.

Question 4: Are direct or sworn translations required for supporting official documents, such as professional licenses, university degrees, and company legal papers?

Answer 4: Direct translations are required.

Question 5: Could you please confirm the appropriate method for submission of the SF-330 (ProjNet/PIEE/email) and whether any additional documentation or instructions are available?

Answer 5: SF-330 should be e-mailed to lopezay@state.gov . Please refer to the “Description” field in the Combined

Synopsis/Solicitation posted in SAM.gov.

Question 6: Is there any additional information available for this solicitation that you could kindly share?

Answer 6: Please refer to the Combined Synopsis/Solicitation posted in

SAM.gov.

Question 7: We did not find a Bidder Inquiry Key to submit RFIs through the ProjNet platform. Could you please confirm whether there is a code available that you could provide for us?

Answer 7: Any communications regarding this solicitation should be e-mailed to lopezay@state.gov .

Question 8: In SF-330, under Section F, "EXAMPLE PROJECTS WHICH

BEST ILLUSTRATE PROPOSED TEAM'S QUALIFICATIONS

FOR THIS CONTRACT," it states: "Present as many projects as requested by the agency, or 10 projects, if not specified."

Meanwhile, under Section 4, "Performance on Similar

Projects" in the A-E+Qualifications document, you request five recent projects to demonstrate the effectiveness of internal quality assurance and cost control procedures

We understand that these refer to different sets of references:

• The first one is to illustrate our corporate and personnel technical capabilities to undertake projects similar to this contract by providing 10 references under Section F.

• The second one is to demonstrate our successful experience in quality, schedule, and cost management in similar projects by providing 5 references, for example, under Section H, "Additional Information."

Please confirm or correct our understanding.

Answer 8: In accordance with “Instructions to fill out SF330¨ document posted in SAM.gov, examples to be included in response to

Section F of the SF330 are “projects where multiple team mailto:lopezay@state.gov mailto:lopezay@state.gov members worked together, if possible, that demonstrate the team's capability to perform work similar to that required for this contract.” For additional information, please refer to the

“Instructions to fill out SF330” document.

As for the five projects to be included in response to Section 4 of the A-E Qualifications document, those projects should

“provide evidence of success on similar projects including quality of work, adherence to schedules, cost and schedule controls, and use of calculation and project management techniques”, and should be included under Section H of the

SF330. These projects can be different than those included under Section F of SF330.
