About this file
This document contains questions and responses regarding RFQ No. A241013184 issued by the California Governor's Office of Emergency Services (Cal OES) for UPS maintenance services. The RFQ requires preventative maintenance and repair services for APC and Mitsubishi UPS systems, including the replacement of 40 Data Safe 12HX330-FR batteries with CSB equivalent models. The services will be performed during normal business hours, with emergency after-hours response within 4 hours. The RFQ includes quarterly preventative maintenance (QPM), semi-annual PMs, and annual PMs over a 3-year term. Bidders are asked to provide equivalent battery options from US manufacturers like C&D and Enersys. The current incumbent service provider is Mission Critical Specialists, and the jurisdictions included are counties and cities in California's Central Valley region.
Regarding pricing, the RFQ states that the replacement batteries must be the same as the current models or a CSB equivalent. Bidders are not allowed to release the list of attendees from the mandatory walkthrough. The RFQ does not specify any set-aside requirements, funding sources, or contract amounts.

Questions & Responses
RFQ No. A241013184
Question 1: On page 7 of bid document attached, under 5. Project Tasks and Deliverables:
A. ii. Replacement of (40) Data Safe 12HX330FR with CSB equivalent
We intend to bid on this project with competitive pricing, however, our offer will be a direct replacement of existing batteries. We will replace the 40 batteries with brand new Enersys model number 12HX300FR, is this acceptable?
Response to Question 1 The replacement batteries should be the same as the current ones or “CSB equivalent”.
Question 2: Would you happen to have the part number for the fan that is needed on the unit?
Response to Question 2 The part number is not accessible, however the equipment model and number was provided in the SOW.
Question 3: The frequency quantity below isn't making sense to me. Is there a breakdown on this?
Do you require and specific response time and can PMs be done during business hours? I believe the response time was 4 hrs for emergency calls after hours and PM to be performed during normal business hours but just wish to confirm.
Response to Question 3: The frequency of the services is broken down in Exhibit A, SOW, Section 5. The services will be completed during normal working hours. The “anticipated tasks hours” are 15 hours each dedicated for emergency purposes and after hour occasions that may arise. The quantities as broken down as such:
Year 1: 1QPM, 1QPM+Semi-Annual PM, 1QPM, 1QPM+Semi-Annual PM+ Annual PM Year 2: 1QPM, 1QPM+Semi-Annual PM, 1QPM, 1QPM+Semi-Annual PM+ Annual PM Year 3: 1QPM, 1QPM+Semi-Annual PM, 1QPM, 1QPM+Semi-Annual PM+ Annual PM Totals: 12QPM, 6 Semi-Annual PM, 3 Annual PM
It was written this way to ensure QPMs were also completed during Semi-annual PM visits. Also to ensure QPMs and Semi-annual PMs tasks are complete during the annual visit.
Question 4: With regards to statement 5.A ii “Replacement of (40) Data Safe 12HX330-FR with CSB equivalent”, are we allowed to offer an alternate equivalent battery other than China Storage Batteries (CSB)? We would like to quote an equivalent from local USA battery manufacturers, whom are very competitive, with favorable lead times, such as C&D, Enersys and others.
Response to Question 4 The replacement batteries should be the same as the current ones or “CSB equivalent”.
Question 5: Is there a current (incumbent) service provider for these UPS & Battery Systems? If so, please provide name of company/service provider.
Response to Question 5 Yes, the current provider for these services is: Mission Critical Specialists
Question 6: Can you provide list of attendees and/or company names at the mandatory walk-thru?
Response to Question 6 Cal OES cannot release this information as it is part of contract documentation. Please submit PRA for these records.
