Questions and Answers – 6/1/2022

DEPARTMENT OF STATE

BUREAU OF ENERGY RESOURCES

Accelerating Women’s Empowerment in Energy

FUNDING OPPORTUNITY #: SFOP0008965

Question #1: Can you kindly confirm if the $75,000 cap per grant per local organization is meant to cover the life of the award (36 months) for each grantee, or is it the maximum amount per year that may be awarded to a local implementer?

DOS Response to Question #1: $75,000 is the cap (maximum amount of funds) per single small grant. There is no maximum amount per year, just per grant awarded. Multiple grants to the same local implementer over the lifetime of the award may per permissible on a case-by-case basis and if approved by ENR. As stated on page 10 of the NOFO, ENR approval will be required for all steps in the small grant process as well as all provisions of small grants.

Question #2: We understand that we need to include a 2-3-page gender analysis for each country we select, separate from the proposal narrative. However, in the proposal submission instructions (PSI), the gender analyses are not included in the list of required attachments, which has a maximum length of 10 pages. Please clarify if the gender analyses are meant to be included in the required attachments section, and if the number of pages for the gender analyses are in addition to the existing page maximum of that section.

DOS Response to Question #2: The gender analysis should have been included in the list of required attachments in the Proposal Submission Instructions (PSI). Thank you for bringing this to our attention. All applicants should include the gender analyses as attachment “e” when referring to the list of attachments noted on pages 2 and 3 of the PSI. Applicants should refer to Section A4 (page 8) of the NOFO and the Sample Gender Analysis Questions provided for what should be included. The Gender Analyses can be in addition to the 5-10 page range for attachments. Gender analyses should be limited to 2-3 pages per country and as described on Page 8 of the NOFO.

Question #3: The PSI does not mention where to include the risk assessment, if intended to be in addition to risks identified as part of the gender analyses. Please indicate if there is a preferred location for that and any length parameters.

DOS Response to Question #3: The risk assessment should be included in the proposal narrative.

Question #4: There are several references to students and a classroom setting in the NOFO sections on Progress Reporting (section F3) and Monitoring Site Visits (section H5). Is the expectation that the project’s activities focus on classroom-style training, or is the scope of work open to a variety of training and capacity strengthening options?

DOS Response to Question #4: The scope of work is open to a variety of training and capacity building options.
