About this file
This document contains procurement quality requirements and terms and conditions established by NASA Armstrong Flight Research Center (AFRC) for contractors and suppliers.
Section B addresses counterfeit prevention of electronic parts and establishes strict sourcing requirements. Suppliers must obtain electronic parts exclusively from the original manufacturer, authorized dealers, or suppliers obtaining parts exclusively from these sources. All electronic parts must be accompanied by full traceability documentation back to the original manufacturer or authorized distributor and an OEM or Authorized Distributor's Certificate of Conformance verifying authenticity and compliance. If required parts are unavailable from these sources, procurement is permitted only from NASA-identified suppliers or contractor-approved suppliers under specific conditions, including contractor assumption of full responsibility for authenticity, performance of inspection and testing, maintenance of traceability information, and subjection to NASA review and audit. Suppliers must notify the prime contractor immediately upon discovering or suspecting counterfeit parts, with the prime contractor required to notify NASA in writing within 30 calendar days. The counterfeit prevention requirements must flow down unaltered to all subcontractors and suppliers providing electronic parts or assemblies.
The Hazard Avoidance section prohibits four materials: mercury liquid, polyvinyl chloride, pure tin plated parts or hardware, and nylon materials. The Procurement Quality Assurance Terms and Conditions require prime suppliers to ensure competent and qualified personnel handle aircraft parts, maintain NASA AFRC quality requirements flow-down to sub-tier suppliers, and implement a quality management system such as AS9100, AS9120, ISO 9001, AS5553, or AS6081. NASA AFRC will monitor external provider performance through multiple systems and databases, and contractors must retain records in accordance with FAR subpart 4.7.
