About this file
This document contains NASA Armstrong Flight Research Center (AFRC) Procurement Quality Requirements addressing counterfeit prevention of electronic parts and procurement quality assurance terms and conditions.
Section B establishes counterfeit prevention requirements for electronic parts procurement. Suppliers must obtain electronic parts exclusively from original manufacturers, authorized dealers, or suppliers working directly with original manufacturers or authorized dealers. All electronic parts must be accompanied by full traceability documentation to the original manufacturer or authorized distributor and an OEM or Authorized Distributor's Certificate of Conformance verifying authenticity and compliance. If required parts are unavailable from these sources, procurement is permitted from NASA-identified or contractor-approved suppliers under specified conditions: the contractor assumes full responsibility for part authenticity, performs inspection and testing, maintains traceability information including date codes and serial numbers, and submits this information to the NASA contracting officer upon request. All contractor-approved suppliers are subject to NASA review and audit. The document also establishes a notification requirement whereby suppliers must immediately notify the prime contractor if they suspect any counterfeit electronic parts, with the prime contractor required to notify NASA in writing within 30 calendar days. These requirements must be flowed down unaltered to all subcontractors and external providers involved in procuring electronic parts or providing services involving electronic parts or assemblies.
The Hazard Avoidance section prohibits four items: mercury liquid (due to toxicity and joint penetration), polyvinyl chloride (due to hazardous and corrosive outgassing), pure tin plated parts or hardware, and nylon materials. The Procurement Quality Assurance Terms and Conditions require prime suppliers to ensure competent and qualified personnel handle aircraft parts, flow down NASA AFRC quality requirements to sub-tier suppliers, and maintain quality management systems such as AS9100, AS9120, ISO 9001, AS5553, or AS6081. NASA AFRC monitors supplier performance through multiple systems including the Supplier Assessment System, Government-Industry Data Exchange Program, and Procurement Quality Assurance Database. Contractors must retain records in accordance with Federal Acquisitions Regulation subpart 4.7.
