Description/Specifications/Statement of Work
PERFORMANCE WORK STATEMENT (PWS) FOR AIR POWER OVER HAMPTON
ROADS OPEN HOUSE 2025 PYROTECHNICS AT JOINT BASE LANGLEY-EUSTIS,
VIRGINIA 26-27 APRIL 2025
1. DESCRIPTION OF SERVICES: The contractor shall provide all management, tools, supplies, equipment, transportation, storage, security, setup, and labor, not stated as a Government Furnished Property or Service, necessary to provide pyrotechnic displays at Joint Base Langley- Eustis (JBLE), Hampton, VA, in support of the 2025 Air Power over Hampton Roads air show.
2. Period of Performance: 26-27 April 2025
Practice Day: 25 April
3. Specific Requirements:
Two pyrotechnics performances in support of 2025 Air Power Over Hampton Roads, one for each day between 26-27 April 2025.
Each performance will contain a minimum of the following:
• 2 cluster bombs
• 2 300ft napalm
• 1 hot strafe
• 2 double bombs
• 1 1000ft wall of fire
All explosives must be supported utilizing an above-ground launch.
3.1 The contracted vendor shall:
3.1.1 Be responsible to properly remove and dispose of all unused explosive materials including explosive and non-explosive residue generated from the contracted performance immediately following the conclusion of the Open House.
3.1.2 Be responsible for managing and destroying all misfired explosives during the contracted performance for the Open House.
3.1.3 Ensure compliance with all relevant regulations and guidelines, including the Defense Explosive Safety Regulation (DESR) 6055.09.
3.1.4 Not disrupt service to the APOHR Pyro representatives or any related activities pending resolution of any issues.
3.1.5 Obtain and maintain an acceptable Agreement surety and insurance as required.
3.1.6 Provide advance consultation and implementation of any changes needed in data systems as required by the APOHR Pyro representatives.
3.1.7 Provide the following documentation in accordance with the Defense Explosive Safety Regulation (DESR) 6055.09 not later than 45 days prior to the first day of the Air
Show:
• A current BAFT-E License.
• Current insurance.
• A listing of explosive items used, including a list of explosives.
• A current Safety Data Sheet for each explosive item.
• A copy of the International Council of Air Shows (ICAS) Pyrotechnics and Special
Effects for Air Shows guidance (IAW DESR6055.09_AFMAN91-201 para V1.E6.25.6.3 and V1.E6.25.7).
3.1.8 Exhaust all off-installation opportunities to store commercially purchased explosives intended for use in USAF sponsored (on-installation) air shows, prior to considering use of the Munitions Storage Area (MSA) or other sited on-installation facilities, in accordance with DESR6055.09_AFMAN91-201 para V1.E6.25.3.
3.1.9 Identify a suitable off-installation storage location or provide a request to store on-installation with valid justification during the contracting phase for APOHR. This information will be included in the required Installation Commander Risk Assessment.
Ensure that transport of any explosives outside of 49 CFR 178.60 approved commercial packaging is not authorized, in accordance with Department of Transportation regulations
(49 CFR 178.60).
3.1.10 Provide a clear explanation of any transport of the explosives outside of the original commercial packaging, if such action is necessary, to ensure compliance with regulations and safety standards.
3.1.11 Request assistance through the Air Boss who will coordinate with JBLE EMS for the proper response unit. If an explosive event occurs that exceeds the contractor capability you may request assistance through the Air Boss, who will coordinate with the JBLE EMS for the proper response unit.
3.1.12 All planning, setup, teardown, and debrief will be included. Must provide a familiarization for expected explosive items to Explosive Ordnance Disposal Technicians no later than 24 hours prior to operations. The two performances will be contained in a 550ft x 1250ft box centered at N37 05'02.0", W076 21'49.0" (on JBLE airfield).
3.1.13 Take precautionary measures to limit any debris. For any shrapnel or debris that is produced, the contractor shall clean up all debris. This is a mitigation effort to protect JBLE aircraft from FOD. Explosives will be elevated at least 6 inches off the ground to minimize shrapnel, unless coordinated with 1st Fighter Wing Weapons Safety.
3.1.14 Ensure that no military member or DoD civilian (on/off duty) is allowed to handle or transport the commercial explosives being used in the pyro demonstration. Volunteers (both military and civilian) are allowed to assist with some aspects of the pyro demonstration if they wish but under no circumstance are they allowed to do anything with the explosives. Additionally, volunteers will be considered non-essential personnel and will remain behind non-essential Minimum Separation Distance (MSD). This guidance is in accordance with DESR6055.09_AFMAN91-201 para V1.E6.25.4.
3.1.15 Contractor should provide the Net Explosive Weight of the individual shots and distance between shots. Weapons Safety Personnel will provide required non-essential personnel Minimum Separation Distance (MSD). Signs should be placed to prevent vehicles from entering the pyro demonstration area during the pyro demo. Contractor should hold firing until non-essential personnel have left the pyro demonstration area. Contractor must agree not to willingly violate personnel protection measures.
3.1.16 Identify contractor essential personnel and will provide the separation distance and safety criteria that they will be using. All volunteers and non-contractor personnel will remain at the non-essential MSD.
3.1.17 Strictly adhere to the set schedule (aside from extenuating circumstances) or communicate changes so any added risk can be assessed and accepted at the correct level.
Additionally, the Risk Assessment should address who is approved for on scene changes (Recommend Weapons Safety Daily Lead).
3.1.18 Special Qualifications: must be approved and licensed to work with explosives (Class 33 ATF Users License). Provision of license must be submitted with the proposal.
An ACC approved SIC (shooter-in-charge) is required for ACC demo teams and Arctic Thunder Open House.
3.1.19 See attached Weapons Safety Firework Display/Airshow Event Requirements Quick Reference for additional contractor and government requirements and expectations.
Compliance is mandatory. *NOTE* Due to the requirement to purchase explosives by the case quantity, potential extra effects must be available for the Friday Practice Day Joint Force Demonstration as able.
4 GENERAL INFORMATION:
4.1 Place of Performance: The work to be performed under this contract will be performed at Joint Base Langley-Eustis.
4.1 Security Requirements: N/A. All contractors will be escorted during planning, setup, and teardown.
4.2 Physical Security: The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured.
4.3. Special Qualifications: must be approved and licensed to work with explosives (Class 33 ATF Users License). Provision of license must be submitted with the proposal. An ACC approved SIC (shooter-in-charge) is required for ACC demo teams and Air Power Over Hampton Roads.
4.4. The contractor shall be responsible for insurance and liability of their personnel in support.

5. SERVICES SUMMARY:
Performance Objective: The contractor shall provide the items referenced in Para 3.17 of this document. "The performance must be conducted in accordance with Air Boss and Safety instructions issued by the APOHR planning team and JBLE. 100 Percent Inspection. JBLE Fire Department inspection prior to and during the event. Tear down will be monitored at the conclusion of APOHR. 100 Percent Inspection. Compliance is mandatory."
6. GOVERNMENT FURNISHED PROPERTY (GFP) AND SERVICES
6.1 General: The Government will provide access to the airfield.
6.1.1 Transportation (airfare): The Contractor will be responsible for flights to/from Norfolk International Airport. No first-class air fare authorized.
6.1.2 Transportation (rental cars): The Contractor will be responsible for leasing their own ground transportation (recommend vehicle pick up at Ted Stevens International).
6.1.3 Lodging: The Government will provide lodging on base to maximum extent. The contractor will be responsible for any sundries consumed.
6.1.4 Meals: The Government will not provide food for contracted employees.
6.1.5 Materials: The Government will provide gasoline required for explosive devices. The Contractor will provide the amount of gasoline required NLT 60 days prior to the Open House to aid in budget planning.
