2.1.5: Hydrostatic Testing: Contractor shall compile a record of the current hydrostatic test (HST) dates, frequency of required HST and date of next HST test due for each component of each system requiring such test and a written copy will be issued to the owner for record purposes, IAW CDRL 004.
2.1.6: Additional Machines: IMPORTANT: Any additional machines that are installed during the course of the contract needing inspections due to the Watervliet Arsenal’s current modernization efforts will be reviewed annually, quotations will be provided by the contractor and incorporated via modification at time of exercise of option, if acceptable to the requiring activity.
2.2: Specific Systems to be Inspected:
2.2.1: Building Areas: Areas equipped with fire suppression systems: The contractor shall inspect and test the CO2 SYSTEMS in the following buildings per the applicable NFPA requirements:
‐ 35 Heat Treat Area ‐ 35 Minor Plating Area ‐ 135 Rotary Forge
- 110 Paint/Chemical Storage Area
2.2.2: Machine Tools: The CO2 /Dry Chemical Fire Suppression systems on the following 8 machine tools shall also be inspected and tested per the applicable NFPA requirements:
Building 25: WV12818, WV12819, WV12858 (Star Lathes) Building 25-2: WV12920, WV12941, WV12779 (Tool and Cutter Grinders) Building 35: WV12810 (Ekin Broach Grinder), WV12951 (Corvus Broach Grinder).
2.2.3: Inspection Schedule: IAW CDRL 009, the contractor shall provide a schedule of the bi-annual inspections for each system within fifteen (15) days after the contract has been awarded for the first year, and each option year thereafter as applicable to the requiring activity representative.
2.3: Additional required repairs:
2.3.1: Building 35, Heat Treat Area Quench Tank-Replace defective discharge pressure switch 2.3.2: Building 135, Rotary Forge-Replace Broken CO2 discharge nozzles, add in NFPA 12 required signage for CO2 for activation stations/Carbon Dioxide.
2.3.3: Building 25, WV12779 (Holroyd Broach Grinder)-Perform a full replacement and conversion from current European designed 230 Volts AC Kidde® system to an NFPA compliant 120 Volts AC CO2 system. WVA representative will provide drawings/schematics of machine as required.
a. Replace Argonite tank/hoses with equivalent DOT compliant tank(s)
b. Replace control panel as required in order to make system testable,
c. Assist SimplexGrinnell to tie in IM module to main Firehouse Panel
d. Current configuration is:.1-89.6 kg Argonite tank, 230 volts, with protection volume inside machine of approximately 500-700 cubic feet.
e. Documentation of system test instructions, and applicable procedures shall be provided by the contractor IAW CDRL 005 to the requiring activity representative for electronic storage.
f. The contractor shall provide an Operation and Maintenance Manual for the new fire suppression system to the requiring activity representative IAW CDRL 006.
2.3.4: Building 35-1, WV12810, Ekin Broach Grinder- This machine tool has a CO2 Fire Suppression system which is currently functional. However, it lacks a written procedure to perform functional tests of the system which is written in the English language. This system utilizes Ultraviolet Infrared Flame Detector(s), has 2-10 kg CO2 tanks, and has a protection volume of approximately 500-700 cubic feet.
The contractor shall provide, in their solicitation, a line item for one of the following two alternatives as a solution to facilitate NFPA compliant testing, and connection to the Arsenal’s fire suppression network for this machine tool.
a. Develop and document, in the English language, a written test procedure for the current Kraft and Bauer System which will provide written instructions/procedures which will enable any qualified NYS Fire Protection Inspector to inspect the system bi-annually according to NFPA 12 requirements. If this alternative is selected, the vendor shall provide an electronic copy of the written test procedure to the requiring activity representative IAW CDRL 007. This alternative is preferred over replacing the system as the system has been specifically designed by the Original Equipment Manufacturer and would avoid the need to reverse-engineer the currently installed system on the machine tool which utilizes Ultraviolet Infrared sensors for flame detection. Contractor would be required to contact OEM (Kraft and Bauer) for specific information regarding instructions for testing the system. If the contractor determines option (a) is the more feasible alternative for technical and safety reasons, the contractor shall install a discharge pressure switch on the current system and adjust quote accordingly.
b. In the event that the system cannot be tested, perform a full replacement of the CO2 system with a compatible domestic system which is readily testable by any qualified NYS Fire Protection Inspector. The replacement system’s control panel shall provide means for connection to the Arsenal’s fire suppression system via an addressable IM module to be installed by SimplexGrinnell. Documentation for testing this system shall be provided to the requiring activity representative IAW CDRL 005. Manufacturer’s operation and maintenance manual shall be provided to the requiring activity representative IAW CDRL 006.
2.3.5: For any newly installed systems, the contractor shall provide, upon completion of the installation, an initial certification and test report stating that the system functions in compliance with the manufacturer’s specifications and test parameters, IAW CDRL 008.
2.3.6: Install discharge pressure switches to facilitate interface with SimplexGrinnell Fire Suppression System network via addressable modules (modules to be installed by Simplex Grinnell at a later date).
Assist SimplexGrinnell to tie in the following machine tools to main firehouse panel at the point of connection to the addressable modules. SimplexGrinnell will install addressable IM modules at a later date once all machines have the required discharge pressure switches installed:
a. WV12818, Building 25-1, Star Lathe-Install Discharge Pressure Switch required on Firetrace system, tie in IM module with SimplexGrinnell.
b. WV12819, Building 25-1, Star Lathe-Install Discharge Pressure Switch required on Firetrace system, tie in IM module with SimplexGrinnell.
c. WV12858, Building 25-1, Star Lathe-Install Discharge Pressure Switch required on Firetrace system, tie in IM module with SimplexGrinnell.
