About this file

This is a Technical Specifications document for a federal contract (W912EF27QA002, Amendment 0001) for the Dworshak Skeleton Bay Draft Tube Bulkhead Rehabilitation project administered by the U.S. Army Corps of Engineers.

The contractor is required to transport, inspect, and rehabilitate twelve (12) draft tube bulkheads and associated seal keeper bars. Each top bulkhead weighs approximately 29,000 pounds (valued at $850,000) with dimensions of 9 ft 7 in tall x 27 ft 7 in wide x 3 ft thick; each bottom bulkhead weighs approximately 26,500 pounds (also valued at $850,000) with dimensions of 9 ft 6 in tall x 27 ft 7 in wide x 3 ft thick. The rehabilitation work includes existing coating removal via dry-blasting to white metal per SSPC SP 5/NACE No. 1 with angular profile of 1.5-2.5 mils, 100% weld inspection using Visual Testing (VT) and Magnetic Particle Testing (MT) methods per AWS D1.1, weld repairs not to exceed 40 linear feet using 70KSI electrode, and new coating application using USACE coating system 5-E-Z (vinyl-type zinc-rich primer plus vinyl topcoats) to a minimum 7.0 mils dry film thickness. The contractor must provide a certified SSPC QP 3 painting contractor or AISC Complex Coatings endorsed personnel, qualified welders and inspectors per AWS standards, and a third-party certified coatings inspector (SSPC-PCI Level 2 or NACE CIP Level 2). Bulkheads are retrieved in three phases with return deadlines of January 21, 2027 (Phase 1), April 19, 2027 (Phase 2), and July 1, 2027 (Phase 3); retrievals and deliveries are Monday-Thursday, 7:30 a.m.–2:30 p.m., requiring 15 calendar days advance coordination. The contractor must provide a one-year warranty against coating failure (rusting, blistering, flaking, cracking) and supply specific paint kits including Formula VZ-108D (5 gallons), Formula V-766E gray (5 gallons), and Formula V-766E white (5 gallons), each with minimum 75% shelf life remaining. Pre-award submittals include SSPC QP 3 certification, paint product datasheets, manufacturer's warranty, and welder qualifications; post-award submittals include transportation and bulkhead handling plans, weld repair procedures, paint specifications, and coating thickness gauge calibration reports.
