Performance Work Statement (PWS)
Laundry Services for
Trident Refit Facility Bangor Silverdale, WA
1.0 General Information
The Contractor will provide all labor, supervision, equipment, materials/supplies (except as specified as
Government furnished); travel to perform leasing and laundry services in accordance with contract requirements for Trident Refit Facility Bangor (TRFB), a tenant command of Naval Base Kitsap (NBK).
1.1 Trident Refit Facility Bangor’s mission is to maintain, modernize and retire the Navy Fleet with a vision of on-time maintains, modernizes and retires the Navy fleet. TRFB provides our Navy with high quality, on-time maintenance, modernization, recycling and support that helps assure
America’s dominance at sea. Trident Refit Facility Bangor is a command at Naval Base Kitsap, Bangor, near Silverdale, Washington. Work in this performance work statement will be performed at
NBK Bangor which is located two miles northwest of Silverdale, WA, on the Hood Canal, which opens to Puget Sound and then the Pacific Ocean. It is comprised of 7,200 mostly forested acres.

2.0 Scope
Laundry and lease pickup and delivery must be performed during normal working hours.
2.1 Paint and Sandblaster Protective Clothing Laundry Services
TRFB requires Paint and Sandblaster protective clothing laundry services. The protective clothing
(canvas/cotton coveralls) includes paint and blast hoods, shoe covers, drop cloths, foul weather jackets and liners, floatation coats, gloves, general use coveralls.
Clothing must be stores and transported in an impermeable sealed bag, or other closed container that is impermeable, and labeled as a health warning. HEALTH WARNING: “Danger, clothing and equipment contaminated with lead, arsenic, chromium (VI), cadmium and beryllium.” DO not removed dust by blowing or shaking; causing damage to lungs and kidneys, avoid creating dust. Clothing should be laundered or cleaned in a manner that minimize skin or eye contact. Skin contact with beryllium can cause sensitization. Exposure to arsenic, chromium (VI), cadmium or beryllium may cause cancer. Lead exposure may damage fertility or the unborn child, cases damage to the central nervous system. Do not eat, drink or smoke when handling. Dispose of contaminated wash waster in accordance with applicable local, state or federal regulations.
Provide laundry services once a week pickup and deliver on Tuesday of each week to TRFB, Building
. Notify the Government Point of Contact, at least 30 minutes prior to pick up or deliver. The driver may encounter security/escort delays up to 20 minutes per visit.
The average number of items available and cleanings per week are in the following table.

2.2 Tool Shop Laundry
Tool shop laundry services include coveralls. Provide laundry services by bagging dirty coveralls and dropping off laundered and folded coveralls every Tuesday to Building 7000, The Government Point Of Contact to coordinate pickups and deliver is

2.3 Arch Flash Protective Clothing Lease and Laundry Services
Approved and rated ARC Flash protective clothing is required for electrical work per National Fire
Protection Association 70E, NSTM Chapter 300 Electrical Plant General Technical Manual, TRFB OSH
Volume II, Chapter 10. The Contractor will provide the lease, maintenance, laundering and replacement of ARC Flash Rated and Certified Coverall Clothing and ARC Flash Rated and Certified Balaclava
Hoods.
The Contractor will:
• Provide ARC Flash Rated and Certified Clothing, 30 T05 88/12 FR (12.4 ATPV Rating) or
30FR05 Armorex Indura Ultra Soft Coverall (12.4 Rating) or equivalent.
• Provide ARC Flash Rated and Certified ATPV 12.2 cal/cm2 Balaclava Hoods or equivalent.
• Maintain the coveralls and hoods laundering as requested, making repairs to coveralls and hoods damaged due to normal wear and tear and replacing unserviceable/unusable coveralls and hoods with similar type and size at no additional cost.
• Allow changed to the sizes and type of coveralls during this lease at no addition cost to the
Government;
• Allow changes to the quantity of ARC Flash Clothing leased at no additional cost to the
Government;
• Ensure that the ARC Flash Coveralls and Hoods meet current regulatory and technical requirements. Coveralls and hoods failing to meet regulatory and technical requirements will be replaces with new coveralls and hoods meeting the new regulatory and technical requirements at no additional cost to the Government;
• Replace the ARC Flash Rated Coveralls and Balaclava hoods when the manufacturers recommended maximum washing/laundering limit is reached.
• Provide laundry bag/sack for collection of dirty and soiled coveralls and hoods as well as coveralls and hoods needing repair.

3.0 Management and Administration
It is the Government’s intent to allow the Contractor maximum management control to develop and implement a program, which is innovative, resourceful and customer oriented. The guidelines and conditions identified below represent the Government’s minimum requirements and do not relieve the
Contractor of the responsibility of complying with all federal, state and local laws pertaining to the performance and accomplishment of services identified throughout this contract. Any reference to a federal, state or local law or regulation within this contract is for emphasis only and does not relieve the Contractor of the obligation to be aware of and comply with all applicable federal, state and county laws and regulations.
3.1 Definitions
3.1.1 Contracting Officer: The warranted individual(s) designated by TRFB will administer the contract. Throughout this contract, the term Administrative Contracting Officer (ACO) will be used to refer to the individual designated to administer the contract or his/her designated representative, if this individual is not the Procuring Contracting Officer (PCO).
3.1.2 Contract Discrepancy Reports (CDRs) is a report sent by the Government to the Contractor, which the contract is required to complete when performance is unsatisfactory. The CDR requires the Contractor to explain to the Contracting Officer, in writing within 10 calendar days, why performance is unsatisfactory, how performance will be returned to satisfactory levels, and how recurrence of the problem will be prevented in the future.
3.1.3 Contracting Officer Representative: The Contacting Officer delegates a Contracting Officer
Representative (COR). The COR is the Contractor’s point of contract for technical contractual matters and is responsible for day-to-day performance functions. The COR’s function is to ensure contract compliance. It should be noted that these individuals are not authorized to change the terms of the contract or commit the Government with respect to project scope, time or money.
Only a warranted Contracting Officer has that authority.
3.1.4 Normal Working Hours: For purposes of this solicitation core hours are 7:00 am to 3:00 pm, Monday through Friday, excluding holidays.
3.1.5 Corrective Action Plan: The Contractor’s proposed corrective actions for identified Contract deficiencies.
3.1.6 Dangerous Waste: Any waste defined as dangerous waste under WAC-173-303. This includes but is not limited to hazardous waste, extremely hazardous waste and state-only dangerous waste, (definitions may be found in WAC-173-303).
3.1.7 Deficiency/Defect: One or more documented poor performances or nonperformance.
3.1.8 Hazardous Material: Any material/property that is ignitable, corrosive, reactive, or toxic because of its quantity, concentration or physical, chemical or infectious characteristics. The property can be in a solid, liquid, semi-liquid or contained gas form and may cause or significantly contribute to an increase in mortality or serious illness, or pose a substantial present or potential hazard to human health or the environment when improperly treated, stored, transported, disposed of, or otherwise managed.
3.1.9 Hazardous Substance: Any material (e.g. hazardous material, dangerous waste, polychlorinated biphenyl (PCB), sanitary sewage, etc.) which, because of its quantity, physical, concentration, or chemical characteristics, may pose a substantial threat to human health, property, or the environment, when released.
3.1.10 Quality Control: A program used by the contract to control the quality of goods and services provided.
3.2 General Information
3.2.1 Government Working Hours: the regular working hours are typically from 7:00 am to 3:00 pm, five days per week, Monday through Friday, except observed Federal holidays. The performance of other work requirements will be accomplished within the Government’s regular working hours unless the specific work requirement specified herein necessitates otherwise. Any other work outside
Government regular working hours requires prior Contracting Officer approval.
3.2.2 Observed Federal Holidays: The Government observes the following holidays: New Year’s
Day, Martin Luther King Jr. Birthday, President’s Day, Memorial Day, Juneteenth, Independence
Day, Labor Day, Columbus Day, Veterans’ Day, Thanksgiving Day and Christmas Day.
In addition to the above listed holidays, Puget Sound Naval Shipyard is normally closed for all except necessary services during the week between Christmas and New Year’s Day. Necessary services/frequencies for various facilities are noted on the detailed sheets and work contracted for will be performed during this period unless otherwise directed by the Contracting Officer. Exact number of closure days may vary from year to year. Actual requirements will be determined in advance of the closure. On site work performed by the Contractor for the Contractor’s convenience during this time must also be specifically requested by the Contractor in writing and approved by the
Contracting Officer in advance.
3.2.3 Wage Determinations: the applicable wage determination is attached.
3.3 General and Administrative
3.3.1 Permits and License: The Contractor will obtain required permits, licenses, and authorization to perform work under this contract and comply with all applicable federal, state and local laws and regulations. Provide evidence of such permits and licenses to the Contracting Officer before work commences and at other times as requested by the KO.
3.3.3 Protection of Government Property: During execution of the work, the Contractor will protect
Government property. The Contractor will retune area damaged to its original state as a result of negligence under this contract to their original condition at no cost to the Government. Refer to FAR
52.237-2.
3.3.4 Access to Work Areas: Where necessary, the Contractor will make all arrangements through the appropriate office necessary to obtain access to work areas and when necessary, arrange for them to be opened and closed to the controlling authority. The Contractor will use due diligence and be responsible for compromising security systems to include replacement costs that result from action or inaction.
3.3.5 Directives, Instructions and References: The Contractor is to comply with applicable
Department of Defense (DoD), Secretary of the Navy (SECNAV), Chief Of Naval Operations
(OPNAV), and other directives, instructions and TRFB commands have issued and enforced directives and instructions which are intended to establish policies and guidelines applicable to its commands, organizations and persons on board or utilizing activity facilities/services, regardless or the employment status of the individuals. All Contractor personnel will comply with the more stringent of the directives or instructions.
3.4 Management
The Contractor will manage the total work effort associated with the services required herein to meet the performance objectives and standards. Such management included but is not limited to planning, scheduling, cost accounting, report preparation, establishing and maintaining records, and quality control. The Contractor will provide staff with the necessary management expertise to assure performance objectives and standards is met.
3.4.1 Work Schedule: The Contractor will plan the work schedule to ensure that labor, equipment, and material are available to complete work requirements within the specified time limits and in conformity with the quality standards established herein. Verbal scheduling and status reports will be provided when requested by the Contracting Officer. The Contractor will arrange work to prevent interference with the normal occurrence of Government business, in those cases where some inference is unavoidable, the Contactor will make every effort to minimize the impact of the interference and its effects.
NOTE: The average number of days in the contract period is 365 days. The Contractor will base the proposal on the supposition that the Government holidays specified will result in 10 four-day work weeks for the Government Employees.
3.5 Personnel Requirements
3.5.1 Employee Appearance: The Contractor will ensure that all employees present a professional appearance that is appropriate for their position. The KO reserves the right to determine the acceptability of any clothing worn. All Contractor/subcontractor employees working under this contract will be identified by a distinctive nameplate, emblem, or patch attached in a prominent place on an outer garment. Employee identification will be substituted for station required passes or badges.
3.5.2 Removal of Employees: The Contractor will remove from the site any individual whose continued employment is deemed by the Contracting Officer to be contrary to the public interest or inconsistent with the best interest of National Security.
3.5.3 Proof of Citizenship: No employee or representative of the Contractor will be admitted to the site of work unless satisfactory proof of U.S. citizenship is furnished.
3.6 Security Requirements
The Contractor will comply with all federal, state, and installation security regulations and requirements. The Contractor will become acquainted with and comply with all Government regulations as posted, or as requested by the KO when required to enter a Government site. The
Contractor will ensure that all security/entrance clearances are obtained.
3.6.1 Contractor personnel will comply with all current badging and security procedure requirements for gaining access to Department of Defense (DoD) Installations/Government Sites.
Access to Navy Installations or Sites may only be gained by obtaining a badge (either permanent or temporary) from the Naval Base Kitsap Bangor Pass & ID office located in Building 1035. It is the
Contractor’s responsibility to check for, and obtain changes and updated information from the Pass
& ID Office on a continual basis. The Contractor will check with the Pass & ID Office the current requirements for proof of citizenship prior to obtaining a badge. The Pass & ID Office telephone number is .
The Government will issues badges without charge. Each employee will wear the Government issues badge over the front of the outer clothing. When and employee leaves the Contractor’s service, the employee’s pass and badge will be immediately returned to the Government.
Pass and badges issued to the Contractor’s employees will not negate the requirement for employee identification required in the “Identification of Contractor Employees” paragraph.
Security in the event of a security alert, which will not permit the Contractor access to Naval
Installations, the contact will not be adjusted for the closure.
Contractor employees are required to have an individual badge as well as one of the four credentials listed below in their possession to gain access to the job sites:
• Defense Biometric Identification System (DBIDS) Program: The Navy has established the
Defense Biometric Identification System (DBIDS) for access to Installations. DBIDS is an enterprise identity management and perimeter installation access control solution in which
Contractor personnel will enroll, and are approved, are subsequently granted access to the installation for a period of up to three years, or the length of the contract, whichever is less, and are not required to obtain a new pass from the Base Pass and Identification Office for each visit. There are no fees associated with obtaining a DBIDS credential.
o The Government performs background screening and credentialing. Through the year the Contractor employee must continue the meet background screening standards. Periodic background screenings are conducted to verify continued DBIDS participation and installation access privileges. DBIDS access privileges will be immediately suspended or revoked if at any time a Contractor employee becomes ineligible.
o Access o Installation. All Contractor personnel will obtain access to the installation though enrollment and registration into the Defense Biometric Identification System
(DBIDS). The Contractor will provide the Contracting Officer with the name of their designated Service Contractor Administrator (SCA) for enrollment in DBIDS.
Contact the Contracting Officer’s Representative (COR) or Contracting Officer’s
Security Officer for assistance as needed. Once enrolled, the Contractor must provide DBIDS Register with an approved employee list and then direct their employees to register into DBIDS.
o DBIDS Credentials. Contractor employees will furnish a completed copy of the
SECNAV 5512/1 form to obtain the required background check and visit the local
Navy Installation Visitor Control Center to obtain a DBIDS credential once approved. The SECNAV 5512/1 form and additional information about DBIDS can be found at https://www.cnic.navy.mil/om/dbids.html.
o The Contractor may initiate the adjudication process when a background screen failure results in a disqualification from participation in DBIDS and the Contractor employees do not agree with the reason for disqualification. The Contractor may also apply for a waiver when a background screening failure results in a disqualification from participation in DBIDS. The Commanding Officer will be the final waiver determination authority.
o The Contractor will immediately collect employees DBIDS credential and notify the Contracting Officer in writing when an employee has departed the company without having properly returned or surrender their DBIDS credentials or id there is a reasonable basis to conclude that an employee, or former employee, might pose a risk, compromise, or threat to the safety or security of the installation or anyone therein.
o DBIDS Paper Passes. In the event that a visitor, vendor or Contractor employee elects not to participate in DBIDS, the individual will be issued DBIDS paper pass from the Base Pass and Identification Office in order to access the installation. The time standard for the validity of a pass to access an installation will not be more than thirty (30) days and may be further restricted based on local policy or by Federal.
DoD, Navy, and CNIC guidance. The Government will not be responsible for any cost of lost time associated with obtaining paper passes or added vetting or inspections incurred by non-participants in the DBIDS credential process.
• Single Day Passes: Visiting vendors/contractors requiring infrequent access may obtain daily passes directly from the individual Navy Installation by submitting identification credentials for verification and undergoing a criminal screening/background check. A new pass is required to gain access each day. Passes are issued by Naval Base Kitsap.
• Transportation Workers Identification Credential (TWIC): Trucking and Longshoremen industry, to include Military Sealift Command (MSC) personnel are authorized to use this credential for unescorted access so long as the holder also has in his/her possession an original Bill OF Lading indicating that the delivery of goods is within the perimeter of the host installation, or in the case of MSC personnel, the holder has in his/her possession, a current Merchant Mariner Identification card.
It will be the Contractor’s responsibility to provide employees who comply with these requirements, the regulation in force on the Station, or those which may be promulgated at a later date. All employees of the
Contractor will keep within the limits of the work and avenues of ingress and egress and will not enter any other restricted areas without prior approval of the Security division. The Contractor’s equipment will be conspicuously marked for identification. Sentry, guard and police personnel challenges must be answered and all orders obeyed.
TRFB CIA “Green” badges will not provide access to the NBK Bangor Operational Area (OA). TRFB
CIA higher level badges (i.e. Red Badges) will provide access to the OA, but will not provide access to the Bangor Waterfront Restricted Areas.
The Contractor will prepare and submit a Visit Request via the Badge Authorization and visit Request
(BAVR) at https://bavr.cnic.navy.mil for each contractor employee. A Command Access Card (CAC) is required to access the BAVR website. If you are not eligible for, or have not yet been issues a CAC, your command/government sponsor can fill out the request for you (with the pertinent personal information available), or you can contact the VCC for guidance and assistance. The Visit Request application must be received a minimum of five full working days prior to the job start date (8-10 calendar days prior is recommended). Ensure that you completed all sections including TRFB sponsor (Contracting Officer’s
Security Officer) and contact number into BAVR.
The Contractor will prepare and submit a visit Request Form for each contractor employee to Commander, Navy Region Northwest (CNRNW) Pass & ID Office Bangor to receive a CNRNW badge.
For vehicle access, contractors will provide a valid, current Driver’s License, vehicle registration, and proof of insurance to the Pass & ID Office of the Naval Installation.
Cellphones are PROHIBITED in the Waterfront Restricted Areas
3.6.2 Employee Listing: The Contractor will maintain and provide upon request a current listing of employees. The list will include the employee’s name, social security number and level of security clearance.
3.6.3 Vehicles: The company name will be displayed on each of the Contractor’s vehicles in a manner and size that is clearly visible. All vehicles will display a valid state license plate. Vehicles will meet all other requirements of the State Vehicle Code, such as safety standards, and will carry proof of insurance and state registration, as applicable.
3.6.4 Passes and Badging Requirements: Contractor employees will obtain the required employee and vehicle passes. The Government will issue badges without charge. Each employee will wear the
Government issues badge over the front outer clothing. When an employee leaves the Contractor’s service, the employees pass and badges will be returned within 10 calendar days.
3.6.4.1 Lost or misplaced badges will be reported immediately to the Contracting Officer’s Security
Officer and Contracting Officer Representative. If after hours report lost or misplaced badges immediately to the Navy Emergency Services Command (NESCOM) a .
3.6.4.2 Immediately notify the Contracting Officer’s Security Officer and the Contracting
Officer Representative of any access problems or security concerns.
3.6.5. Access Arrangements: The Contractor will make all arrangements necessary to obtain access to buildings, as described in Section 2, Scope.
3.6.6 Disclosures: All contractor/subcontractor personnel will observe the following security cautions.
A. Neither the Contractor nor any of its employees will disclose or cause to be disseminated any information concerning the operations of the activity which could result in or increase the possibility of a breach of the activity’s security or interrupt the continuity of its operations.
B. Disclosure of information to any person not entitled to received it, or failure to safeguard any classified information that may come to the Contractor or any person under his/her control in connection with work under this contract, may subject the Contractor his/her agents or employees, to criminal liability under 18 U.S.C Sections 793 and 798.
C. All inquiries, comments, or complaints arising from any matter observed, experience or learned as a result of or in connection with the performance of this contract, the resolution of which may require the dissemination of official information, will be directed to the activity of the
Commanding Officer.
D. Deviations from or violations of any of the provisions of this paragraph will, in addition to all other criminal and civil remedies provided by law, subject the Contractor to immediate termination for default and/or the individuals involved to a withdrawal of the Government’s acceptance and approval of employment.
E. Whenever facility security is breached by any work performed under this contract, the
Contractor will be responsible for providing temporary measures in order to ensure security maintained.
F. The Contractor will removed from the site any individual whose continued employment is deemed by the Contracting Officer to be contrary to the public interest or inconsistent with the best interest of National Security.
G. Contractor employees will keep within the limits of the worksite and avenues of ingress and egress and will not enter any restricted areas unless required to do so and cleared for such entry.
3.7 Accident Reporting: The Contractor will report all accidents, mishaps and near misses to the KO in a timely manner, as described below:
• An initial report will be developed by the Contractor and provided to the Contracting
Officer immediately after an accident, or near miss, has occurred, The Contractor may not have all the facts and information regarding the actual incident or near miss at the time of the initial report, however, it is the Government’s desire to received notification of all mishap situations as early as possible.
• The Contractor will develop a follow-on report and will provide a copy to the
Contracting Officer within 24 hours of the accident. follow-on reports will be required as necessary until the contractor can send a final conclusive report of the nature, cause and outcome of the accident.
• The Contractor will provide a final report of the accident to the Contracting Officer within 24 hours after completing the investigation of the accident.
3.7.1 Damage Reporting: The Contractor will submit to the Contracting Officer a full report of damage to the Government property and/or equipment by contractor employees. All damage reports will be submitted to the Contracting Officer within 24 hours of the occurrence.
3.8 Environmental Protection
The Contractor will comply with all applicable federal, state and local laws. In the event that a regulatory agency assesses a monetary fine against the Government for violations caused by the Contractor’s negligence, the Contractor will reimburse the Government for the amount of that fine and other costs. The
Contractor will comply with the instructions of the cognizant Navy Medical Department with respect to avoidance of conditions which create a nuisance, or which may be hazardous to the Health of military or civilian personnel.
3.9 Documentation
The Contractor will maintain all associated documentation resulting from services performed under the terms and conditions of this contract. The Contractor will maintain all records and documentations necessary to substantiate ta all services are accomplished as specified.
Whenever possible, all reports, correspondence and submittals will be sent electronically. All logs, records, files, etc. resulting from performance of the services specified in this contract will be maintained throughout the life of the contract, will be provided for review by the Contracting Officer, or his designated representative and upon termination of the contract, will be turned over to the Government.
All records will be orderly and will contain sufficient supporting documentation to provide a complete audit trail.
3.10 Incorporation of Proposal in Contract by Reference
The Contractor warrants that’s its proposal incorporated herein by reference, including, but not limited to, proposed approaches, staffing, methodology, or work plans, will meet the performance objectives set forth in this contract during the execution thereof. The Contractor is not excused from meeting such performance objectives in the event such proposal proves inadequate as conceived or executed to meet such performance objectives. The Contractor understands that it bears all of the cost and performance risk associated with adopting acceptable additional (and/or alternative) means or methods of meeting the performance objectives.
3.11 Enterprise-wide Contract Manpower Reporting
The Contractor will be required to input its manpower requirements into the Enterprise-wide Contractor Manpower Reporting Application (ECMRA) in accordance with 10 USC 235 and 2330a.
The Contractor will report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for via a secure data collection site. The Contractor is required to completely fill in all required data fields using the following web address https://donmra.nmci.navy.mil
Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY) which runs October 1st though September 30th. While inputs may be reported any time during the fiscal year, all data will be reported no later than October 31st of each calendar year, beginning with 2013.
