For
Type C A-E Services
1.0 GENERAL
1.1 Scope: The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary to provide Designer of Record Support and Post Construction Award Services (Type C Services) for the Military Construction (MILCON) project WAAR209001 Install Basewide Microgrid, as defined in this PWS.
1.1.1 Objectives:
1.1.1.1 The objective is to provide Type C A-E services in accordance with ANGETL 24- 02, Air National Guard Design Objectives and Procedures, for project WAAR209001 Install Base Microgrid. The tasks required in Type C services include, but are not limited to:
• Provide responses to Pre-Proposal Inquiries, Pre-Bid Inquiries, and Requests for Information from the construction contractor.
• Address change orders by providing updated proposed change sheets, cost estimates, drawings, and specifications.
• Provide record drawings and commissioning report(s) upon completion of construction.
• Perform construction inspections as required to effectively provide services.
Background: The scope of the project is to install a 1,000-kilowatt (kW) / minimum 1,000-kilowatt-hour (kWh)battery energy storage system (BESS), two 500 kW natural gas generators, and a 599-kW photovoltaic (PV) system. This installation will provide resilient power for essential mission functions, ensuring energy resilience to 24/7 MQ-9 Reaper operations and intelligence missions (including geospatial intelligence, space ground infrastructure analysis, electronic intelligence, and foreign material exploitation) in the event of commercial grid power loss.
When connected to the grid, the PV array will provide electrical power and energy to the base, lowering electrical purchase requirements and thereby saving the base money. The natural gas generators and BESS will have the capability to provide base-wide peak power to ensure the substation operates at safe levels. The design allows the installation to island/disconnect from the utility for a minimum of 1 hour on the battery alone, but when combined with the natural gas generators and solar array, standby power could continue for weeks depending on the weather.
1.2 Period of Performance: The Period of Performance shall be 15 months.
1.3 General Information:
1.3.1 Quality Assurance (QA): The Government will evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government will do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and acceptable quality level(s) or defect rate(s).
1.3.2 Data Rights: The Government has unlimited rights to all data deliverables under this contract.
1.3.3 Location and Facility Information: The design work is for the 178th Civil Engineer Squadron, Springfield-Beckley ANG Base, Springfield, OH. The hours of operations for the primary entry control facility (Main Gate) is 24 hours/day, 7 days/week. Most sections of the base operate Monday – Friday 0700-1630, but some areas on base operate 24 hours/day, 7 days/week.
