1.0 DESCRIPTION OF INSTALLATION:
1.1 Contractor will be required to provide installation, comprehensive documentation of the installation, configuration, testing, and commissioning processes of the proposed solution. They will take advantage of all asset capabilities of the current Motorola APX 6000 ELMR, Motorola Consolettes, and other associated RF equipment. Contractor shall provide a warranty for the installed equipment. Equipment must provide seamless integration of associated software and programming of ELMR equipment, RF trunking infrastructure, and ELMR equipment. In totality the desired outcome of the proposed solution shall provide seamless operation between end item equipment listed herein. Upon completion of installation the contractor shall provide testing and commissioning to ensure system is fully functional. The contractor shall complete delivery and installation with 150 days from the date of award. The place of performance for the installation will be located at 4850 Leigh Ave, Fort Smith, AR 72903 Building 444.
2.0 BACKGROUND:
2.1 188th Communication Flight requires the installation and programming of a Trunked Repeater System to accommodate the influx of radio communication to support FMS mission sets. The current Radio Frequency (RF) infrastructure system is a Very High Frequency (VHF) conventional repeater system comprises of three Generalized Trunking Radio (GTR) 8000 Repeaters, duplexers, and antennas located at Building 444. The current infrastructure does not meet required capabilities to handle the influx of communication traffic required by the future pilot training center at Ebbing ANGB. A proposed solution will need to have capabilities including increased Radio Frequency (RF) traffic management, Over-the-Air-Rekeying (OTAR), and operate in dual dynamic mode providing both Time Division Multiple Access (TDMA) and Frequency Division Multiple Access (FDMA) capabilities to allow the use of Ebbing’s current FDMA radio equipment and providing interoperability with recent acquisition of Motorola Electronic Land Mobile Radio (ELMR) equipment operating in TDMA. TDMA will allow modernization, standardization, and provide Spectrum efficiency leading into the future meeting DoD requirements. This installation shall include the following equipment:
2.1.1 (6) VHF GTR 800 Trunking Channels
2.1.2 (2) DSC 8000 Site Controllers
2.1.3 (1) SRX 345 Site Gateway, RF Mixing (Tx/Rx Combiner)
2.1.4 (1) Tx Antenna and Transmission Lines
2.1.5 (1) Rx Antenna and Transmission Lines
2.1.6 (1) Tower Uninterruptible Power Supply (UPS)
2.1.7 (1) SRX 345 Site Gateway
2.1.8 (1) EX4100 Site Switch
2.1.9 (1) Z2 G9 Workstation(1) 22” Monitor
3.0 REQUIREMENTS
3.1 Software Integration:
3.1.1 Install the necessary software to enable P25 Phase II Time Division Multiple Access (TDMA) on the 10-Channel RF Site Configuration: Configure the system to support both P25 Frequency Division Multiple Access (FDMA) and P25 TDMA to provide efficiency and interoperability to accommodate a diverse fleet of user and mobile radios.
3.2 Pre-Installation and Planning
3.2.1 Conduct kickoff meeting prior to installation.
3.2.2 Perform site evaluation, conduct design review, and planning of project.
3.2.3 Revise design based on any agreements made post-design review to accommodate specific site conditions or constraints.
3.3 Integration
3.3.1 Integrate the trunking system with existing communication infrastructure.
3.3.2 Perform system compatibility testing to ensure interoperability with current equipment, such as Land Mobile Radio (LMR) equipment.
3.4 Testing and Commissioning
3.4.1 Conduct pre-and post-installation testing to ensure the system meets the operation and performance standards
3.4.2 Provide detailed test reports and address any deficiencies.
3.5 Training & Documentation
3.5.1 Conduct user and administrator training sessions.
3.5.2 Provide comprehensive system documentation, including operating manuals, configuration guides, and maintenance schedules.
