DRAFT
Program Objective
The objective of this service contract is for the Contractor to provide technical services including, but not limited to inspections, assessments, repairs, testing, reports, training for facilities, and operations-related projects. Target services include:
· Inspecting, updating, testing and repairing electrical LIFE / HEALTH / SAFETY (LHS) hazards and on-going electrical distribution issues for low voltage electrical power systems within the CENTCOM AOR and Combined/Joint Operations Area (CJOA). Low Voltage refers to the definition of “Low Voltage System” in UFC 3-520-01 appendix D-2: Definition of Terms and generally means any electrically system less than 1000 VAC RMS.
· Provide logistical storage, inventory, management, distribution and accountability of Government Property / Contractor Acquired Property (GP/CAP), for all TF Safe equipment and materials throughout the CENTCOM AOR.
· Provide the necessary management, supervision, labor, tools, equipment and administrative materials for all services provided, to include safety equipment.
The CENTCOM AOR includes, but is not limited to, Bahrain, Egypt, Iran, Iraq, Jordan, Kazakhstan, Kuwait, Kyrgyzstan, Lebanon, Oman, Pakistan, Qatar, Saudi Arabia, Syria, Tajikistan, Turkey, Turkmenistan, United Arab Emirates (UAE), Uzbekistan, and Yemen and specifically excludes Afghanistan. All services will be performed at existing and future US Military and/or coalition occupied facilities within the CENTCOM AOR. Given that fact, only bids from US based companies will be considered. If services are required in a country within the CENTCOM AOR subject to additional uplifts, those uplifts will be accounted for under Task 4A. Minimum uplift is 10% in AOR, this will be built into proposal.
The Contractor’s performance on all Tasks and Sub Tasks within the PWS will be rated using the Contractor Performance Assessment Reporting System (CPARS). For electrical services the Government will measure the Contractor’s performance by the adherence to the staffing level requirement, the numbers of a) facilities inspected, b) LHS items identified, c) repairs completed, and by the reports submitted. For logistical and property services the Government will measure the Contractor’s performance of inventory accomplishment, documentation maintained, management of property and timely distribution of materials.
For the purpose of evaluating Contractor performance, staffing will be divided into two groups of personnel: Management, and Electrical Teams. The Contractor is required to maintain a 90% staffing level for the duration of the contract for the Management group. The Contractor is required to maintain a 100% staffing level for the duration of the contract for the Electrical Teams. Management will consist of all personnel collectively comprising the Key Personnel Package each is further defined within this PWS. The specific definitions of Electrical Teams are also defined further within this PWS. The Contractor will maintain sufficient personnel to ensure no impact to operations or staffing shortage due to Rest and Recuperation (R&R) Leave, Emergency Leave and Attrition. For the avoidance of doubt, this means that the Contractor may need to retain additional employees in excess of the minimum amounts required herein in order to meet the staffing level requirement at all times during the Period of Performance.
Performance metrics are listed in the PWS and in the Quality Assurance Surveillance Plan (QASP).
