1.0 General Information.
1.1 Overview. The Contractor shall perform maintenance and repair of surfaced areas, including asphalt and cement concrete pavements, gravel and earth surfaced areas, gravel and non-gravel road shoulders, gravel and dirt roads, gravel pads, and associated structures. Maintenance of un-surfaced areas on ranges and within test areas is not included in this PWS. The Contractor shall inspect, repair, and maintain the utility systems and components associated with facilities listed in real property records. Work shall be performed by qualified personnel in accordance with (IAW) applicable laws, regulations.
1.2 Components.
1.2.1 Surfaced Areas. Surfaced areas covered under this contract include, but are not limited to, the following:
a. Paved and unpaved roadways, trails, and shoulders
b. Paved and unpaved parking areas
c. Sidewalks
d. Curbs
e. Vehicle storage and staging yards
f. Maintenance yards
g. Supply yards
h. Bridges
1.2.2 Utility Systems. N/A
1.2.3 Utility Outage. N/A
1.2.3.1 Coordination. N/A
1.3 Work Management and Control.
1.3.1 Reporting Requirements. The Contractor shall prepare, submit, and maintain all maintenance records, files, and reports in General Fund Enterprise Business System (GFEBS).
1.3.2 Publications and Forms. Specific publications and forms required for the accomplishment of work described in this CLS service are listed in the Overarching Performance Work Statement (PWS).
1.3.3 Maintenance performed under this PWS shall be categorized as either Demand Maintenance Orders (DMO), Project Work Orders (PWO), or Preventative Maintenance Orders (PMO). The Contractor shall perform all three categories of maintenance on surfaced and un-surface areas and railroads. Maintenance under this PWS includes maintenance and installation of traffic control devices such as pavement marking, striping, reflectors, and any other traffic control device associated with pavement.
1.3.3.1 Demand Maintenance Orders are temporary maintenance work that is required immediately to ensure roadways and other surfaced and un-surfaced areas are kept passable. Temporary maintenance measures are not considered permanent and thus may not address the root cause of the identified distress. Temporary maintenance includes filling potholes, filling ruts, and leveling the road shoulder.
1.3.4 Project Work Orders are corrective maintenance work which is preformed after a failure is detected or to permanently repair temporary maintenance work such as a pot hole. It is maintenance focused on repairing the root cause of the failure and restoring an asset back to a condition in which it can perform its intended function. This includes spot repairs on both concrete and asphalt, spot mill and asphalt overlay, and spot pavement base repair. The Contractor shall maintain a corrective maintenance item log. This log shall be used to schedule corrective maintenance activities and resources. The Contractor shall ensure that the corrective maintenance log is kept up to date and available for inspection by the Government at any time. All Corrective Maintenance performed by the Contractor shall be performed IAW UFC 3-270-01, UFC 3-270-04, and TM 5-624.
1.3.5 Preventative Maintenance Orders are preventative maintenance work aimed at keeping assets currently in service, in satisfactory operating condition. Preventative maintenance is a managed and systematic effort that includes inspection, detection, and correction of incipient failures either before they occur or before corrective maintenance becomes necessary. This includes crack sealing and the application of surface treatments including asphalt rejuvenator.
2.0 Description of Services.
2.1 Surfaced Areas. The Contractor shall perform corrective paving actions as needed to surfaced areas, including but not limited to: adding dirt and gravel to roadways and parking areas, repairing asphalt, regrading, repainting, repairing potholes, clearing drainage areas, and repairing guardrails. The Contractor shall maintain and repair all paved surfaces, including flexible and rigid pavements, paved roads, paved parking areas, sidewalks, recreational areas, road shoulders, drainage systems, ramps, bridge surfaces, curbs, gutters, airfield surfaces, bike paths, PT routes and erosion control areas.
2.1.1 Pothole Repair. Potholes shall be repaired IAW established approved plans, technical manuals, Unified Facilities Criteria (UFC), and Army Regulations. The Contractor shall perform repairs using the same material as the adjacent areas and shall obtain approval from the KO.
2.1.2 Road Pavement Marking. Performance of road surface and airfield striping and painting is conducted on a seasonal basis:
a. Airfield striping and marking is conducted every two (2) years.
b. Road surface striping is conducted annually including road fog lines, traffic divider lines, and no-passing lines. Pedestrian cross walks, vehicle stop lines, vehicle parking space lines, and other similar pavement marking tasks are performed on a yearly schedule starting the base year of this contract. Items needing this service shall be identified on the paved surface serviceability inspection.
2.1.2.1 School Crosswalk Painting. The Contractor shall paint school crosswalks and maintain crosswalks and school signs.
2.1.3 Range Road/Unpaved Surfaces Maintenance. The Contractor shall perform seasonal monthly maintenance between April – September. This includes grading and compacting all unpaved surfaces. Reestablishing all shoulder materials and slope. Clean ditch lines of soil build up and vegetation over growth. Reestablishing drainage grade and direction. Unpaved surfaces are identified in TE 59. Replacement gravel shall match the existing surface, unless otherwise directed by the KO.
a. Roadways, parking lots and PT running routes to be maintained are found in the Road Inventory listing associated with this task. Tasks are performed in developed and semi developed terrain with steep grades and turns as well as on flat and gently rolling terrain. Specific locations are located in paragraph, TE 59 for reference. The Contractor shall perform a seasonal serviceability inspection of all unpaved surfaces by May 1st of each contract year and provide the report to the COR. The COR will provide, within 1 week of receipt of Contractors inspection report, a list of areas prioritized based upon extent of damage and location.
b. Fugitive Dust Control: Alaska Administrative Code Clean Air regulation require that unpaved roads and parking areas be monitored for excessive airborne dust concentrations as defined in 18 AAC 75.730.45.
2.1.4 Tank Trails. N/A
2.1.5 Bridge Maintenance. The Contractor shall perform annual maintenance and repairs, identified by the Engineering Research Development Center (ERDC) report, for all bridges listed in TE 11. The maintenance, repair, schedule, and methods shall be approved by the KO.
2.1.6 Dam and Retention Pond Maintenance. N/A
2.1.7 Army Airfield Pavement Maintenance. The Contractor shall perform annual maintenance and repairs, identified by the ERDC report, for all Army airfield pavements listed in TE 54. The maintenance, repair, schedule, and methods shall be approved by the KO.
2.1.8 Maintenance of Existing Railroad Tracks. N/A

2.2 Utility Systems. N/A
2.2.1 Electric Distribution System. N/A
2.2.1.1 Uninterruptible Power Supply (UPS) Systems. There are 12 UPS systems; these systems are listed with the electrical distribution systems in TE 38. Quarterly preventative maintenance which includes check system and monitor system parameters, ensure all status indicator lamps are operational, check air filters, replace as needed, inspect and clean battery terminals as needed, monitor system capacity, replace batteries as needed, perform repairs on equipment for the minor defects discovered during inspection, complete preventative maintenance documentation.
2.2.1.2 Area Lighting. PM and repair of area lighting that is pole mounted and fed directly by the exterior electric distribution system, e.g., street and parking lot lights. Contractor shall PM only area lighting that is powered from within the building. Doyon Utilities is the private utility provider who maintains area lighting systems that are powered from the transformers. The Government/Doyon owned lighting light fixture locations are presented in TE 42. The Contractor shall contact the DPW for coordination with the utility provider.
2.2.1.3 Traffic Controls. The Contractor shall semi-annually perform PM on traffic light controller devices listed in TE 37 IAW the PM Checklist for Traffic Controller Devices listed in TE 54. The PM tasks consist of: perform operational check, check connections and tighten as needed, remove dirt and debris from controller, perform repairs on equipment for the minor defects discovered during inspection, perform operation check after repairs have been made, and complete preventative maintenance documentation. Traffic lighting includes school crossings, cross walks and traffic single lights.
2.2.2 Natural Gas Distribution System. N/A
2.2.3 Water Distribution Systems. Contractor shall be responsible for water distribution systems inside the facility from the first valve. The Contractor shall inventory, test, inspect, install, maintain, modify, and repair the water distribution systems. The systems include, but are not limited to: water mains, water storage tanks, associated pumps, backflow preventers, shut-off valves, pressure-reducing valves, and all other equipment to the buildings to which plumbing and piping are attached IAW UFC 3-230-02, O&M: Water Supply Systems.
2.2.4 Wastewater Collection System. The Contractor shall ensure the Wastewater Collection System is uninterrupted, reliable, continuous, and cost effective in the delivery of all generated wastewater leading from and throughout all buildings and structures, to the final outlet. The Contractor shall perform services that includes maintenance of all Wastewater Collection System components.
2.2.4.1 Mains and Service Lines. N/A
2.2.4.1.1 Replacing Pipe. The Contractor shall repair or replace damaged, broken, collapsed, or clogged drainage pipes by reopening pipe trench and repairing or replacing damaged or worn pipes. The Contractor shall excavate pavement to gain access to storm sewers or drainage facilities where required. The backfill to the excavation shall be compacted and the surfaced area returned to its original condition.
2.2.4.2 Sewage Lift Station. The Contractor shall perform maintenance on sewage lift stations, listed in TE 36, IAW the PM checklist in TE 54.
2.2.4.3 Manholes. N/A
2.2.4.4 Sanitary System Maintenance. N/A

2.2.4.5.1 The Contractor shall perform the work IAW the following:

2.2.5 Storm Water Collection System. The storm water collection system collects and discharges storm sewer runoff to storm sewer outfalls and drainage. The Contractor shall maintain, inspect, and repair the storm water collection system that includes, but is not limited to: culverts, grates, manholes, outlets, swales, gutters, channels, terraces, underground pipe and conduits, inlets, junction structures, drop structures, chutes, and storm sewers.
On a semi-annual basis, starting in April and ending on September of each year, the Contractor shall inspect storm drains and gutters along all roads in Fort Wainwright one time per month and unclog as necessary to prevent flooding on those roads. The Contractor is to pump trash and sediment as needed from the storm drain systems. Storm collection is detailed on the basic information maps.
2.2.5.1 Storm Water Collection Main Repair. The Contractor shall repair, install, modify, or replace all storm water collection mains to preserve the integrity of the storm water collection system. The Contractor shall be responsible for locating storm water collection main leaks, pipe repairs, and returning storm water lines to serviceable condition. The Contractor shall check the storm water collection system during excessive rainfall to identify problem areas. Historical data provided by the DPW is included in TE 56. Repairs must be approved by the garrison DPW.
2.2.5.2 Preventive Maintenance. The Contractor shall provide PM of all pipes, culverts, conduits, headwalls, drop boxes, grates, and open concrete lined channels, ditches, manholes, curb inlets, and all storm water collection systems. Doyon Utilities is the private utility provider, and the storm water collection system line locations are presented in TE 09. The Contractor shall contact the DPW for coordination with the utility provider.
2.2.5.2.1 The Contractor shall maintain the storm water collection to ensure continuous, normal operation. All ditches and culverts shall be free flowing and free of obstruction. Ponding shall not occur in culverts and drainage ditches. The Contractor shall employ erosion control measures on slopes that have been cleared of vegetation.
2.2.5.2.2 The Contractor shall schedule and inspect all systems and components for the Storm Water Collection System. The Contractor shall operate, monitor, maintain, and repair the storm water collection system and components IAW TM 58204, Drainage for Areas Other Than Airfields; TM 58142, Sanitary and Industrial Wastewater Collection; Pumping Stations and Force Mains; AR 2001, Environmental Protection and Enhancement; and AR 4201, Army Facilities Management. The Contractor shall submit to the KO for approval, within (30) days of award, a plan for accomplishing the Storm Water Collection System maintenance work described in this PWS.
2.2.5.3 Storm Sewers. The Contractor shall remove, install, and replace storm sewers, grates, drop inlets, and covers as necessary.
2.2.5.4 Notice of Storm Drainage Service Disruption. The Contractor shall provide notice of services disruption. The contractor shall provide notice to COR within 30 minutes.
2.2.5.5 Compliance. While performing any work on utility systems, the Contractor shall comply with all applicable Federal, State, and local laws, Army regulations, standard industry codes, and manufacturer’s recommendations.
The Contractor shall perform the work IAW the following:
a. National Plumbing Code
b. American National Standards Institute
c. Uniform Plumbing Code
d. Clean Water Act (CWA)

2.2.5.6 Reporting Requirements.
2.2.5.6.1 The Contractor shall use the installation’s most current Storm Water Management Plan at the time of contract performance. As the plan is For Official Use Only (FOUO), contact the COR/ACOR to obtain a copy of the plan as required by current Operations Security (OPSEC) procedures.
2.2.5.6.2 Installation Storm Water Management Plan (SWMP). The Contractor shall provide input to the annual SWMP review and update process. The annual SWMP review will be led by the DPW Staff. The Contractor shall comply with the installation SWMP and associated appendices. SWMP is located at https://home.army.mil/alaska/index.php/fort-wainwright/storm-water.
2.2.5.6.2.1 The Contractor shall develop a Storm Water Management System Maintenance Plan (SWMSMP) using standard best management practices and consulting State references or guidebooks. Submit the plan to the COR/ACOR IAW Deliverable 27 within 60 days of contact award.
2.2.5.6.3 The Contractor shall develop a Storm Water Management System Maintenance Inspection Form to be included in the required SWMSMP.
2.2.5.6.4 Integrated Contingency Plan (ICP) for Spill Control and Response. The ICP shall be submitted to the COR/ACOR IAW Deliverable 28.
2.2.5.6.5 The Contractor shall submit a plan for approval to the KO, within (30) days of contract award, that is implemented to safeguard the wastewater and storm water systems. The Contractor shall identify tasks that are performed to prevent storm water discharges and the personnel assigned to perform those tasks. The Contractor shall ensure assigned personnel receive the required training as contained in the plan. A training certificate for each qualified employee shall be kept with Contractor records and made available upon request.
2.2.5.6.6 N/A
2.2.5.6.7 N/A
2.2.5.7 Training. Contractor personnel performing stormwater management shall receive the initial storm water pollution prevention and illicit discharge detection and elimination training from the DPW Environmental and Natural Resources Division (ENRD) within sixty (60) days of contract award. Subsequent annual training shall be required. All new employees with positions potentially impacting storm water shall receive stormwater training within sixty (60) days of starting work. Training will be provided to the Contractor at the Contractor facility during normal work hours. The Contractor shall contact the COR/ACOR to schedule training. Contractor personnel, trained in proper application and management of storm water management techniques, shall accompany other Contractor personnel that have not yet received this training.
2.2.5.8 Certification. N/A
2.2.6 Other Utility Systems.
2.2.6.1 Fuel Storage and Distribution Systems. The Contractor shall perform PM and repair of the fuel distribution system that includes, but is not limited to, fuel distribution lines, and above ground fuel storage tanks. The Contractor shall contact the DPW for coordination with the utility provider.
2.2.6.2 Fuel-Powered Pump Maintenance. The Contractor shall inspect and maintain the fuel-powered pumps, listed in TE 35, twice a month.
2.2.6.3 Emergency/Backup Generators (not attached to building). The Contractor shall maintain the generators listed in TE 34. The Contractor shall run the generators once a month for a minimum of one (1) hour loaded, and once a month for a minimum of one (1) hour unloaded. The Contractor shall inspect the associated equipment and components that are necessary for the proper operation of the generator (e.g., batteries, switchgear, belts, and coolant).
2.2.6.4 Other Water Distribution Systems. N/A
2.2.6.5 Other Sanitary Wastewater Collection Systems. N/A
2.2.6.6 Fire Hydrants. N/A
2.2.6.6.1 Flow Testing. N/A

2.2.6.7 Backflow Preventers. The Contractor shall submit for approval to the KO, a program to annually inspect, certify, repair, and perform PM on all backflow prevention devices. The Contractor shall inspect, test, and certify all backflow prevention devices operate IAW the American Water Works Association (AWWA), Environmental Protection Agency (EPA), State, and local compliance codes. The Contractor shall report any backflow prevention devices that are absent, inoperable, or non-certifiable, to the COR/ACOR within 24 hours of identifying the defect. The Contractor shall meet all Safe Drinking Water Act (SDWA) regulations. See TE 33 for a list of backflow preventers.
