About this file
This is a draft Performance Work Statement (PWS) for Sports Official Services at Little Rock Air Force Base, Arkansas, effective April 1, 2026.
The contractor shall provide certified sports officiating and scorekeeping services for intramural and varsity competitions in four sports: softball, flag football, basketball, and volleyball (varsity volleyball co-ed). Services cover regular season, playoff, and varsity competitions on a per-contest basis as scheduled by the 19th Force Support Squadron (FSS) Sports Director. The estimated annual volume is approximately 1,200 contest assignments, comprised of 1,100 intramural events and 100 varsity events. Specific staffing requirements vary by sport and competition phase, ranging from one to three officials per game and one scorekeeper per game across all contests. This represents an expansion of the expiring Contract FA446022P0003, which included only officiating services; the recompete adds scorekeeping services for all sports and varsity-level competition programs.
All officials must be current members of the National Association of Sports Officials (NASO) or a state-registered sports officials association, with current certification documentation provided to the Sports Director one week prior to their first assignment. Officials must demonstrate competent knowledge of applicable sport rules, maintain professional conduct, and possess physical capability for sustained movement, visual acuity, and audible commands. The contractor is responsible for assignment scheduling, supervision, and quality control of all personnel. The contract period runs from October 1, 2026 through September 30, 2027 (base year), with four option years extending through September 30, 2031. Payment is made per contest completed, submitted monthly, with no payment due for cancelled contests. The contractor furnishes all personnel, equipment, uniforms, and transportation, while the Government provides facilities, fields, courts, and equipment. Contractor personnel must comply with Little Rock AFB access requirements, including valid photo identification and base access requests submitted five business days before each season. The requiring activity point of contact is Shango A. Sheffield, Fitness Director, 19th FSS/FSVS, phone (501) 987-5831.
