The contractor must submit a Mission-Essential Contractor Services Plan describing procedures for continuing operations during crises for up to 30 calendar days. Personnel require base access passes obtained through Installation Security Forces, with all personnel required to be U.S. citizens with valid REAL ID or passports; non-U.S. citizens require approval that may take 30 days or longer. Payment requests and receipt/acceptance documents must be submitted through the Wide Area Workflow (WAWF) system. The contract does not require a Quality Control Plan/Quality Management System or security clearances for contractor personnel.

Performance Work Statement (PWS) for
SNOW/ICE REMOVAL SERVICES

1.0 Description of Services
1.1 Objective: This Performance Work Statement (PWS) describes the services required to provide base wide emergency snow removal services. With these services, the contractor shall provide all qualified personnel, transportation, fuel, tools, equipment, materials and services required to remove snow and ice in selected areas on Little Rock AFB, AR 72099. The services shall be available on a 12-hour, 7-day-a-week basis to ensure the safe and continuous operation of the base during winter weather conditions. The primary objective is to maintain safe access to all critical areas. The contractor shall accomplish all services below to meet the requirements of this Performance Work Statement (PWS). Work shall be in compliance with all Federal, State and local regulations, codes and license requirements.
1.2 Benefit to United States Air Force (USAF): This acquisition will benefit the United States Air Force (USAF) by ensuring areas selected are cleared for personnel to get into facilities in a safe manner to conduct the Little Rock Air Force Base mission.
1.3 Background: Little Rock Air Force Base is home of the C-130. It provides numerous aircraft for training and mission-related deliveries across the globe. The mission continues during inclement weather year-around.
1.4 Non-Personal Statement: The Government will neither supervise contractor employees nor control the method by which the contractor performs the required tasks. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services or give the perception of personal services. If the contractor feels that any actions constitute, or are perceived to constitute personal services, it shall be the contractor’s responsibility to notify the Contracting Officer (CO) immediately. These services shall not be used to perform work of a policy/decision making or management nature, (e.g., inherently governmental functions). All decisions relative to programs supported by the contractor shall be the sole responsibility of the Government.

3.0 Government Property
3.1 Contractor Responsibility: The Contractor shall be responsible for Government property in accordance with the Federal Acquisition Regulation (FAR) and as specified in the contract/order.
3.2 Government Property to be Provided: Government property to be provided includes equipment storage area (Contractor Hill) to allow the contractor to temporarily park and store their equipment and material during this operation.
3.3 Return or Retention of Government Property: All property provided by the Government remains the property of the Government and shall be returned to the Government as directed, but no later than completion of the contract/order, unless the Procuring Contracting Officer (PCO) directs the Contractor to retain the property for continued use under a successor contract. All Government property shall be returned to the Government in the condition provided unless approved in advance by the PCO. All material generated under the contract/order becomes the property of the Government and shall be returned to the Government as directed, but no later than completion of the contract/order, unless the PCO directs the Contractor to retain the material for continued use under a successor contract.
4.0 Technical Requirements
4.1 Snow Removal: The contractor shall clear snow and ice from all paved surfaces, including but not limited to roadways, parking areas, and walkways as designated by the government representative in priority order. Snow shall be plowed into designated storage areas set by the government representative and shall not obstruct access to fire hydrants, buildings, or other critical infrastructure. The contractor should be careful not to damage any signs, signposts, speed bumps, parking blocks or vehicles around the work area. Once a designated area is cleared the contractor shall report it to the government representative for surveillance and to have the government put down deicing material as necessary.
4.1.1 Equipment: The contractor shall provide and maintain a fleet of vehicles and equipment sufficient to meet the requirements of this PWS. All vehicles shall be clearly marked with the contractor's company name.
4.1.2. Response time: Contractor has eight (8) hours to respond to a snow/ice removal request by the government representative once the snow/ice has stopped falling.
4.2 Period and Place of Performance
4.2.1 Contract/Order Period of Performance: The period of performance for the contract/order will extend from 30 January 2026 to 1 May 2026.
4.2.2 Place of Performance: These services will be performed at Little Rock Air Force Base excluding airfield (north of Chief Williams Drive)

4.3 Holidays and Facility Closings: Contractor/subcontractor personnel may be required to perform during holidays and facility closings as authorized for government personnel.
Contractor/subcontractor personnel shall only be permitted access to Government facilities when Government personnel are present.
5.0 General Information
5.1 Continuation of Mission-Essential Services During a Snow/Ice Event
5.1.1 Designation of Services as Mission-Essential: The Functional Commander/Director has determined certain services under this contract/order are mission-essential and will continue in the event of a snow/ice event where their services are required to be performed. The designation of services as mission-essential will apply to an entire contract specifically identified as mission-essential by the government. The mission-essential services under this contract/order include the entire contract but only during a snow/ice event where the contractor is called to provide service.
5.1.2 Mission-Essential Contractor Services Plan
5.1.2.1 The Contractor shall submit a plan describing procedures for continuing performance of mission-essential services during a crisis. The Contractor shall identify provisions for ensuring required personnel and resources are available to support continuity of operations for up to 30 calendar days or until normal operations can be resumed. The Contractor shall submit any revision to the plan for approval prior to implementation. The Contractor shall activate the plan only if authorized by the PCO acting under the direction of the Commander/Director
5.1.2.2 If the Contractor anticipates not being able to perform the mission-essential services, they shall notify the PCO as soon as possible and fully cooperate with the Government’s efforts to maintain continuity of operations.
5.2 Security Requirements
5.2.1 Security Regulations: The Contractor shall ensure personnel, information, system, property, facility and, if applicable, international security requirements are met. The Contractor shall ensure contractor/subcontractor personnel who perform work on a Government facility comply with the security requirements of the facility.
5.2.2 Operations Security (OPSEC): The purpose of OPSEC is to reduce the vulnerability of USAF missions to adversary collection and exploitation of critical information. DoDD 5205.02E and DoD Manual 5205.02-M require contractors supporting DoD activities use OPSEC to protect critical information for specified contracts, sub contracts, and information used in the performance of duties in support of Air Force requirements/missions. The Contractor shall ensure Contractor personnel who perform work on (or in) a Government facility comply with the OPSEC procedures and training requirements of the facility as specified in AFI 10-701.

5.2.3 Security Clearance: It is not expected contractor/subcontractor personnel will require security clearances for proper accomplishment of contract/order requirements.
Contractor/subcontractor personnel shall not be authorized access to classified information and/or Controlled Unclassified Information (CUI) and classified items or be permitted to work on classified projects and/or programs without an appropriate security clearance and a need-to-know.
5.2.4 Security Incident or Violation: The Contractor shall immediately notify the Government Security Office of any potential or actual security incident or violation.
5.2.5 Access to Government System(s): Access to Government system(s) will not be required to perform tasks under the contract/order.
5.2.6 Access to Government Facility or Military Installation: The Contractor shall ensure contractor/subcontractor personnel who require access to a Government facility or military installation comply with the security requirements of the facility or installation.
5.2.7 Identification (ID) Card/Badge
5.2.7.1 Contractor personnel and vehicles must possess appropriate passes. These shall be obtained from Installation Security Forces Pass and ID at the Vehicle Inspection Center. All personnel entering Little Rock AFB must be a United States Citizen and have a REAL ID (Driver’s License or ID) issued from their home state or a current United States passport.
All non-US citizens must fill out paperwork for entrance to the base. Approval may take up to 30 days or longer depending on the country from which they are from. The contractor shall request the paperwork from the CO or Government Representative and return it to them once it is filled out for submittal.
5.2.7.2 The Contractor shall submit a letter to the PCO immediately if contractor/subcontractor personnel no longer require access, upon transfer/termination of contractor/subcontractor personnel or upon completion/termination of the contract/order. The letter shall identify the name(s) and social security number(s) of the contractor/subcontractor personnel. The Contractor shall return the ID card(s) to the issuing/registration office upon expiration, upon transfer/termination of contractor/subcontractor personnel, or once contractor/subcontractor personnel no longer require access to the facility. The Contractor shall return any and all ID cards to the issuing/registration office upon completion/termination of the contract.
5.3 Environmental Management System (EMS): Contractor/subcontractor personnel who perform work on any Government facility shall comply with the EMS requirements established by the facility. Contractor/subcontractor personnel may be required to complete EMS training prior to beginning work.
5.4 Agency Affirmative Procurement Programs: In accordance with FAR 23.107, Agency Affirmative Procurement Programs, 100% of purchases of Environmental Protection Agency

(EPA)-designated products included in the Comprehensive Procurement Guidelines (CPG) list (https://www.epa.gov/smm/comprehensive-procurement-guideline-cpg-program#products) and/or United States Department of Agriculture (USDA)-designated products included in the bio-based product listings [http://www.biopreferred.gov] shall, at a minimum, meet the EPA or USDA standards for recovered materials or bio-based content, respectively, unless an item cannot be acquired competitively within a realistic timeframe, meet appropriate performance standards, and/or be acquired at a reasonable price.
5.6 Inspection of Services: In accordance with the Inspection of Supply/Services clause(s) identified in the contract/order, the Government reserves the right to inspect Contractor performance.
5.7 Service Contract Reporting (SCR): The contract does not meet the DoD Contract Reporting criteria or reporting dollar threshold; therefore, SCR does not apply.
5.8 Invoicing/Payment and Receipt/Acceptance: The Contractor shall submit/process payment requests and receipt/acceptance documents via WAWF.
5.9 Quality Control Plan/Quality Management System (QMS): Not Required
5.10 Trafficking in Persons: The Contractor shall comply in accordance with the FAR and applicable supplements and shall be in compliance with all applicable guidance and clauses listed in the contract as it relates to Trafficking in Persons.
