PERFORMANCE WORK STATEMENT (PWS)
BLUE GRASS ARMY DEPOT
VEHICLE AND EQUIPMENT MAINTENANCE AND REPAIR
Revision Date: 22 FEB 2024
C. GENERAL INFORMATION
C.1 GENERAL INTENTION. The intention of this procurement is to obtain maintenance and repair services (including preventive maintenance, battery maintenance and exchange; load test and inspection, repair and overhaul, modifications, spot painting, welding, glass, and upholstery service), for vehicles and equipment located at the Blue Grass Army Depot, Richmond, KY.
C.1.1 SCOPE OF WORK. The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to perform vehicle and equipment preventative maintenance and repair as defined in this performance work statement (PWS), except as specified in Section C-3 as government-furnished property and services, at Blue Grass Army Depot, Richmond, KY.
C.1.2 CONTRACTOR PERSONNEL.
C.1.2.1. Contractor Manager. The contractor shall provide a manager who shall be responsible for the performance of the work. The name of this person and an alternate or alternates, who shall act for the contractor when the manager is absent, shall be designated in writing to the contracting officer after award, but before the period of performance begins. The Contractor Manager shall allow for sufficient staffing to ensure all requirements, both administrative and technical, are performed IAW the requirements of the PWS.
C.1.2.2. The contractor manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract.
C.1.2.3. The contractor manager and alternate or alternates must be able to read, write, speak, and understand the English language.
C.1.2.4. Contractor Employees. The contractor shall not employ persons for work on this contract if such employee is identified to the contractor by the contracting officer as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population. Where reading, understanding, and discussing safety and environmental warnings are an integral part of a contract employee’s duties, that employee will be able to understand, read, write, and speak English. (The speaking skill is not required where a contractor employee is hearing impaired.)
C.1.2.4.1 Contractor personnel shall present a neat appearance and be easily recognized as contractor employees.
C.1.2.4.2. The contractor shall make sure employees have current and valid professional certifications, licenses, and documented training to accomplish the services of the PWS before the time given in the Technical Exhibit #11 and are in compliance with all federal, state, and local environmental requirements or laws. Copies of all licenses and certifications shall be provided to the Contracting Officer throughout the performance of the contract. Subsequent submittals are required within one week for any newly hired employee or updated certification and training received for current employees. See Technical Exhibit #11 for specific required certifications.
C.1.2.4.3. Personnel operating motor vehicles must possess a valid state driver’s license.
All employees who operate Class A vehicles must possess a Kentucky Class A Commercial Driver’s License (CDL). Copies of all licenses must be provided to the KO upon award, new issue and as updated or renewed.
C.1.2.4.4 The contractor shall submit to the KO and COR a complete listing of employees after award, but before the period of performance begins. This roster shall be updated as employee changes occur and revisions submitted within 1 week of the addition or loss of an employee.
C.1.2.4.5 The contractor shall provide the KO and COR with the contractor manager’s telephone and cellular or pager number for after-hours maintenance support and emergency situations. The contractor shall also designate an alternate contact that shall be able to act for the contractor manager in the event of his or her absence, as well as their contact number(s).
C.1.2.5. The contractor shall not employ any person who is an employee of the United States Government if employing that person would create a conflict of interest or the appearance of a conflict of interest. Additionally, the contractor shall not employ any person who is an employee of the Department of the Army, either military or civilian, unless such person seeks and receives approval according to DoD-R 5500.7, Joint Ethics Regulations (JER).
C.1.2.6. Security Requirements. Security requirements at Blue Grass Army Depot include issuance of badges for identification purposes to all personnel entering the Depot and other controlled areas. All contractor employees must be able to access restricted areas. This access will require a National Agency Check and a state NCIC background check. Further, the contractor must initiate the background checks of all personnel to be utilized during the contract, to include any subcontractors. The forms to be filled out shall be obtained in Building 49.
C.1.2.6.1. The Contractor shall limit the number of employees working in controlled areas to the minimum necessary. Requirements for escorts will be provided by the Contractor using cleared Contractor personnel at no charge to the Government.
C.1.2.6.2. All vehicles utilized for contract work must be identified as a company vehicle.
Magnetic signs affixed to the front door(s) of vehicles will meet this requirement.
C.1.2.6.3. Contractor and all contract employees are bound by all Depot regulations.
C.1.2.6.4. The contractor shall ensure each employee obtains the pass and identification items as applicable for contractor personnel and non-government owned vehicles. These forms are issued by the Badge Office in the Visitor Control Center.
C.1.2.6.5. The contractor shall maintain a current listing of employees. The list will include employee names, social security numbers, and security access levels. This list shall be validated by the contractor’s security manager and provided to the contracting officer and Directorate of Emergency Services after award, but before the period of performance begins. An updated listing shall be provided upon change of employees.
C.1.2.7. Employee Training: The contractor and his employees shall be well trained, experienced, and thoroughly familiar with current equipment or vehicular maintenance practices and techniques. Contractor personnel performing lifting device, periodic or load testing or inspections shall have proper training and qualifications.
C.1.2.7.1. The contractor shall ensure employees are properly trained and qualified to safely operate all repair tools and equipment before assigning employees to tasks that require use of the tools or equipment. The contractor shall maintain records of each individual’s training and certifications.
C.1.2.7.2. The contractor shall provide environmental, health, and safety training to ensure compliance with all federal, state, and local laws or regulations. The contractor’s performance shall support the Voluntary Protection Program (VPP) in coordination with Blue Grass Army Depot’s effort to attain and maintain VPP certification from OSHA.
C.1.3 Left blank.

C.1.5 PHYSICAL SECURITY. The contractor shall safeguard all Government and contractor owned equipment and property. At the close of each work period, vehicles, facilities, support equipment, and materials shall be secured.
C.1.5.1 Key Control. The contractor shall establish and implement methods of making sure all keys issued by the government to the contractor for contractor employee use are not lost or misplaced and are not used by unauthorized persons.
C.1.5.1.1. The contractor shall immediately report to the COR or contracting officer any occurrences of loss, unauthorized use, or unauthorized duplication of keys.
C.1.5.1.2. In the event keys, other than master keys, are lost or duplicated, the contractor may be required, upon written direction of the contracting officer, to re-key or replace the affected lock or locks without cost to the government. The government may, however, at its option, replace the affected lock(s) or perform re-keying and deduct the cost of such from the monthly payment due the contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the contractor and the total cost deducted from the monthly payment due the contractor.
C.1.6 HOURS OF OPERATION:
C.1.6.1. Hours of Operation. Normal Depot duty hours are Monday through Thursday, 6:30 a.m.
to 5:00 p.m., except for Federal holidays, although some areas do routinely work on Fridays.
Contractor is required to provide maintenance services Monday through Friday from 6:30 a.m. to 5:00 p.m. There may be mission situations that require the contractor to work additional hours on weekends and/or holidays. Examples of these situations are mission workload, military exercises, contingency operations, or weather emergencies. When the contractor’s access to a work area conflicts with a mission requirement, the contractor shall schedule the work to minimize the disruption, which may require after duty hour performance.
C.1.6.1.1. Contractor shall take COR duty hours into account when requesting inspections.
C.1.6.1.2. Federal Holidays. The following is a list of Federal Holidays observed by this installation, which contractor is not required to provide services during:

C.1.6.2. Emergency or Special Event Services:
C.1.6.2.1. Emergency Services. The contractor shall upon notification of an emergency via the Emergency Notification Network notify appropriate personnel of the emergency and initiate proper actions.
C.1.6.2.2. Special Events. The contractor may be expected to support special events during and outside of normal duty hours. The COR will notify the Contractor when a special event is scheduled which may require support.
C.1.7 ENVIRONMENTAL CONTROLS:
C.1.7.1. Compliance with Laws and Regulations. The contractor shall be knowledgeable of and shall comply with all applicable federal, state, and local laws, permits, DOD, Army, and BGAD environmental requirements and instructions. This includes awareness and compliance with ISO 14001 under BGAD’s Environmental Management System (see Technical Exhibit #10). The contractor shall ensure policies and procedures are established that protect the health and safety of employees and the community to minimize or eliminate the risk of environmental pollution.
C.1.7.1.1 Notification of Environmental Spills. If the contractor spills or releases any substance listed in 40 CFR 302 into the environment, the contractor shall immediately report the incident to the BGAD Fire Department (779-6911) and the Environmental Spill Reporting Line (779-6182) IAW the Blue Grass Army Depot Spill Response Guide. They shall also notify the COR. The contractor shall be liable for containment and environmental clean-up of the spill or release of such substance. After the spill event is over, the contractor shall submit a written report summarizing events using format shown in Technical Exhibit #7.
C.1.7.1.2 The contractor is responsible for advising his employees of all Environmental and
Hazardous Materials Handling and is also required to have and maintain Safety Data Sheets (SDS) for all materials used by the contractor in accordance with federal and state laws and/or regulations. (Reference Occupational Safety and Health Administration (OSHA) requirements)
C.1.7.1.3 Contractor is responsible for disposing of all batteries in an approved manner, recycled or exchanged for new batteries complying with all OSHA and EPA regulations. The Government pays for acquisition & disposal of batteries utilized in electric forklifts.
C.1.7.1.4 All hazardous materials will be properly stored and disposed of IAW environmental regulations. The Contractor shall coordinate all hazardous waste shipments at least one business day in advance with the BGAD Environmental office. All hazardous waste manifests shall be returned to the BGAD Environmental office within one business day after shipments are complete. Contractor is responsible for all hazardous waste costs except for electric forklift batteries.
C.1.8 RECORDS. The contractor shall provide the original record or a reproducible copy of any such record (i.e. work orders, part receipts, estimates, etc.) within three (3) working days of receipt of the request unless otherwise identified in CDRLs. All records, files, documents, and working papers provided by the government and/or generated for the government in the performance of this contract become and remain government property.
C.1.9 POLLUTION ABATEMENT. The Contractor shall perform all work in accordance with federal, state and local environmental regulations, (including maintenance of Safety Data Sheets (SDS’s) IAW applicable EPA regulations and criteria so as to minimize pollution, exploitation and degradation of natural resources). In addition, the following requirements shall be mandatory.
C.1.9.1. Transporting debris or policed materials from the site shall be accomplished in a manner preventing particles from becoming airborne such as using a covered vehicle.
C.1.9.2. Burning of any material by the Contractor is prohibited.
C.1.9.3. Stream beds, lakes, drainage ways, sanitary and storm sewers, etc. shall not be polluted by fuels, acids, or other harmful materials. If any of these materials are inadvertently spilled into these areas, the Contractor shall immediately notify the BGAD Fire Department, 779-6549 and the COR.
C.1.9.4. The Contractor shall ensure that his operations do not expose any personnel to any hazardous conditions (i.e. noise, chemicals, etc.) as covered by OSHA Standards.
C.1.10. APPOINTMENT OF CONTRACTING OFFICER’S REPRESENTATIVE.
C.1.10.1. The Contracting Officer (KO) shall designate individuals to act as the Contracting Officer's Representative (COR) under any resultant contract. Such representatives will be designated by letter from the contracting officer with an informational copy to the contractor.
The COR will represent the KO in the technical phases of the work but will not be authorized to change any of the terms and conditions of the contract.
C.1.10.2. The COR will act in a liaison capacity to coordinate activities between the contractor and the Depot as required in the performance of work under the contract.
C.1.11. INSTRUCTIONS TO CONTRACTOR.
C.1.11.1. The contractor will not accept any instructions issued by any person other than the KO or the COR acting within the limits of their authority. COR will be so designated in writing to the contractor, and the scope of their authority will be set forth therein.
C.1.11.2. No information, other than that which may be contained in an authorized amendment to the contract duly issued by the KO which may be received from any person employed by the U.S. Government or otherwise, will be considered grounds for deviation from any stipulations of this contract.
C.1.12 INVOICE SUBMITTAL
C.1.12.1. Invoices will be submitted electronically via Wide Area Work Flow. Invoices will cover a one-month period and shall be submitted on or after the first of each succeeding month.
C.1.13 TRANSITION (PHASE-IN and PHASE-OUT) OF CONTRACTOR
OPERATIONS.
C.1.13.1 TRANSITION (PHASE-IN): The contractor shall commence all operations required by the contract as of the first day of the contract’s period of performance. Therefore, on the initial day of performance, the Contractor shall provide a workforce, at a minimum, with at least two (2) fully trained, qualified, and certified employees capable of performing all work required under this contract having ASE (T-2 through T-6 plus T-8 standards) and EVT (F-2 through F-4) certifications. See Technical Exhibit #11 for further certification information.
C.1.13.2 TRANSITION (PHASE-OUT): The 15 business days immediately prior to the end of the contract (if the present Contractor is not awarded the subsequent contract or option year) are established as an observation period during which time the incumbent contractor shall permit the new Contractor and his or her employees access to day-to-day operations to observe, gather information, and become familiar with all operations under contract.
C.1.14 Left blank.
C.1.15 INCREASES and DECREASES IN EQUIPMENT QUANTITIES: The equipment shown in Technical Exhibit #2 of this PWS will fluctuate throughout the performance of this contract. Additions and deletions will be absorbed into the PWS without modification until the change is an increase or decrease of 10%. At the time the 10% factor is reached, the Government will issue a modification updating Technical Exhibit #2.
C.2 GOVERNMENT FURNISHED SERVICES, FACILITIES, AND SUPPLIES
The use of Government furnished property for other than intended purposed is prohibited, to be used only for maintenance of equipment under BGAD control. All such facilities will be provided in “as is” condition.
The contractor shall be required to accept responsibility for the care and safeguarding of Government facilities and equipment under his control. This includes securing vehicles, buildings, tools, parts, and any other pilferable items under contractor control. Keys for buildings under contractor control will be properly secured and accounted for. BGAD will reproduce any extra keys that may be required. The contractor is not authorized to reproduce any government keys.
C.2.1. Emergency Medical Services. Emergency medical services will be provided through the U.S. Army Health Clinic located on the premises of the Depot. Contractor may be required to reimburse the Government for services provided. Such services shall be limited to emergency treatment of illnesses or injuries incurred by personnel while inside the physical confines of the Depot. Emergency treatment of illnesses or injuries is limited to triage and stabilization of person for transport to an off-post facility. The Government will assume no responsibility for further treatment or for treatment of illnesses or injuries incurred outside the confines of the Depot. Services of the Health Clinic will be available during normal duty hours, Monday - Thursday from 6:30-17:00 hours.
C.2.2. Ambulance Service. Full-time (24 hour) ambulance and first aid service will be provided to the contractor by the Depot Fire Department. Contractor may be required to reimburse the Government for services provided.
C.2.3. Physical Examination. Each person working in Chemical Area must have cholinesterase blood test from the U.S. Army Health Clinic, Blue Grass Facility, before starting to work the first time. Taking the test will be made a condition of employment by contractors and subcontractors.
Test data will be provided by the Depot to such employee on his or her request. The contractor employee will be billed for the service. Typically, when MEDDAC clinics charge for occupational health services, individual employees are billed, not the contractor company, although the company usually either accepts the bill from the employee and pays it or reimburses the employee. The individual will receive an invoice approximately three weeks after visiting the clinic. The Clinic states that the cost of surety testing varies due to age and other health factors, but the average patient should expect to be invoiced for approximately $350 for initial and follow-up exams.
C.2.4. Training.
C.2.4.1 Chemical Training. Each person working in the Chemical Area must have a minimum of four hours training and instruction on toxic agent operations and security to include issuance of ID badges and issuance, fitting, and wearing of protective mask before starting to work the first time. Refresher courses shall be required periodically. The Government will provide this training.
C.2.4.2 OPSEC Training. Per AR 530-1 Operations Security, contractor employees must complete Level I OPSEC Awareness Training. New employees must be trained within 30 calendar days of their reporting for duty and annually thereafter. The Government will provide this training.
C.2.5. Protective Equipment. Each person working in the Chemical Area will be trained, fitted and issued a protective mask for use when performing services in the Chemical Area. The protective mask must be worn in a slung position while in the area. The protective mask will be tested according to the schedule (affixed tag inside mask with due date). Upon completion of the contract, all protective masks must be returned to the BGAD.
C.2.6. Fire Protection. The Government will furnish the contractor full-time (24 hour) fire protection service.
C.2.7. Maps. Three large scale contract drawings, maps, and specifications will be furnished to the contractor without charge upon contract award. Any failure by the contractor to acquaint himself with all the conditions affecting the work will not relieve him of the responsibility for estimating properly the difficulty or cost of successfully performing the work. The Government assumes no responsibility for any understandings, or representations made by any of its officers or agents during or prior to the execution of this contract unless, (1) such understandings or representation are expressly so stated in the contract and (2) the contract expressly provided that the responsibility, therefore, is assumed by the Government.
C.2.8 Computer for Maintenance Management System: BGAD will supply a computer system (including printer, toner, paper) for access to the BGAD computer network and the Maintenance Management Application. This computer may only be used for Government functions. Any other computer use required by the contractor in performance of this contract must be done on a separate computer supplied by the contractor.
C.2.8.1 Requirements for Government Computer Access: Any employee who will access a Government computer must obtain the required credentials and passwords before access will be granted. The contractor should start this process immediately after award so that employees are able to access computer systems before the period of performance begins.
C.2.9 Government Furnished Facilities: Blue Grass Army Depot (BGAD) will provide a maintenance shop, which at the time of this writing is Building S-9 and Building S-286. Building used is subject to change. For facilities accepted, contractor shall provide custodial services, take adequate precautions to prevent fire hazards and comply with all OSHA requirements. The contractor shall obtain written approval from the KO prior to making any modifications or alterations to the facilities. Any such modifications or alterations approved by the Government will be made at no cost to the Government. At the completion of the contract, the contractor shall return all facilities to the Government in the same condition as received, except for reasonable wear and tear.
C.2.9.1 The facilities furnished to the contractor will be maintained in a high state of cleanliness and repair at all times. Floors will be kept swept, grease, oil and other liquids will be cleaned up daily. Any slipping or tripping hazard will be addressed immediately. All liquid containers must be provided with catch pans of adequate size to contain any leak. The exterior of buildings and parking areas assigned to the contractor for use will also be kept clean so as to be kept free of trash and debris.
C.2.9.2 The Government will provide a location for charging forklift batteries. The current location is Bldg. 1159; however, the location is subject to change. This building has no office or restroom facilities available and contains only battery chargers and an emergency eye wash station and limited storage area. The Government will be responsible for the purchase of replacement forklift batteries.
C.2.9.3 BGAD will furnish the following utility services at existing outlets for use in the facilities serviced under the contract and may be required for the work to be performed under this contract including: electricity, fresh water, sewage service, heat, depot telephone service and telephone (no long distance service is provided) and refuse collection (from existing collection points outside buildings). Refuse collection does not include scrap metal, old repair parts, or anything that is an environmental concern. Utilities specified will be provided at no additional charge to the contractor (contractor will participate in BGAD energy conservation policies and procedures).
C.2.9.4 A forklift hoist and parts file machine are located in building S-9 and may be used by the contractor; however BGAD will not be responsible for maintenance, replacement or be held liable for equipment. Contractor shall be required to maintain forklift hoist in accordance with Army Technical Bulletin (TB) 43-0142.
C.2.9.5 The Government will provide transportation of all equipment to and from the garage for scheduled preventive maintenance and repair.
C.2.9.6 The Contractor shall be responsible to maintain a current library containing all documents required to meet requirements as identified in this PWS. The Contractor shall be required to comply with any updated requirements because of revisions and changes to manuals or regulations. Any change or revision that would cause an increase in operating cost to the contractor must be documented and forwarded through the COR to the KO for negotiation and approval. Manuals for most equipment are being provided by BGAD. The Contractor shall be responsible to order all required publications. Additional manuals required by the contractor for use in performance of these requirements shall be the responsibility of the Contractor to obtain and order. The Government will reimburse the Contractor for the cost of additional commercial manuals that are required to accomplish maintenance on equipment as long as they have requested the purchase in writing, and it has been approved by the KO. All approved purchases will become the property of the Government. In the event a follow-on contract is awarded to other than the incumbent contractor, the library shall be turned over to the successor contractor and remain the property of the Government, to include all applicable publications and directives.
C.3 CONTRACTOR FURNISHED EQUIPMENT
C.3.1. GENERAL INFORMATION. Except for those items or services specifically stated in section C-2 as government furnished, the contractor shall furnish everything needed to perform this contract according to all its terms. The following mentioned requirements are not all inclusive of the contractor-furnished items and services required in the performance of this contract.
C.3.1.1 As a minimum the contractor must provide a minimum of 2 employees with favorable state background and National Agency Check (NAC). These employees must also have medical clearance (provided by BGAD) and be able to wear a depot provided chemical protective mask (employees must be clean-shaven).
C.3.2. Contractor-Furnished Communications. An operating business telephone shall be maintained at all times. This telephone number shall be given to the Contracting Officer and COR at the start of the contract.
C.3.2.1 The Contractor shall provide and maintain a communication system that allows contact between the office and repair locations in the field to ensure orderly flow of work and ability to meet response times.
C.3.3. Contractor Furnished Vehicles. The contractor shall provide and maintain contractor-owned or leased vehicles to meet the requirements of this contract. Any contractor vehicles used in the performance of this contract shall have the company name prominently displayed on both sides of the vehicle and be maintained clean to present a professional appearance.
C.3.3.1. Vehicles used in the performance of this contract shall be in operable condition and meet the local, state and federal safety requirements. Equipment, such as pick-up trucks which have catalytic converters, shall not be operated on improved or semi-improved grounds which are covered with dry vegetation. The contracting officer may inspect the contractor’s vehicles at any time and direct the removal of any unsafe or non-functional vehicle from the installation.
All vehicles must be equipped with a fire extinguisher. No lighters or flame producing devices may be taken into the restricted area.
C.3.3.2. All vehicles shall be licensed, insured, and operated in accordance with Depot traffic regulations by a licensed driver.
C.3.3.3 The contractor shall provide a listing of all vehicles and equipment used in support of this contract after award, but before the period of performance begins. This listing shall include a complete description of the vehicle (including serial or vehicle identification number), make, model, year of manufacture, license plate number, etc. This list shall be updated as new equipment is received or equipment is removed from service.
C.3.3.4 All contractor vehicles will have a sign attached (may be magnetic) identifying the name of the contractor the vehicle belongs to. All vehicles and equipment must be kept in safe operating condition and equipped with a 10BC fire extinguisher. All contractor vehicles will be equipped with oil spill kits and acid spill kits on their fleet.
C.3.4. Contractor Furnished Equipment and Tools. Unless specifically identified as government furnished property, the contractor shall be responsible to provide all tools, maintenance manuals and equipment required to perform services identified in this PWS.
C.3.4.1 Provide personal computer and printer to manage maintenance programs and records and support internet e-mail requirements. Minimum software requirement is Microsoft Office 2013 to be compatible with BGAD computer programs. In addition, the contractor shall provide, as a minimum, one (1) telephone for business use.
C.3.4.2 Furnish and require all employees to use the safety clothing and equipment required by OSHA for the performance of this type of work (i.e. hearing protection, safety shoes, gloves, dust masks, eyewash/shower stations, and oil dry).
C.3.5. SERVICE AND REPAIR EQUIPMENT. Provide all supplies, parts, tools, equipment and vehicles of the type and quality used in large-scale maintenance shops to perform maintenance of equipment and vehicles, meeting the requirements specified herein.
C.3.5.1 Provide written certification that service and repair parts to be used in performance of preventative maintenance requirements meet or exceed original equipment manufacturers (OEM) specifications for parts. Within 5 days after contract award, submit a listing of service parts, oils and antifreeze to be used in performing preventative maintenance requirements for approval by the Contracting Officer, including manufacturers’ name or brand name.
C.4 CONTRACTOR TASKS
The contractor shall provide all fully trained and qualified personnel to perform maintenance of equipment and vehicles, meeting the requirements specified herein. The contractor shall provide services necessary to perform the requirements and standards defined in this performance work statement (PWS), except as specified government-furnished property and services, at Blue Grass Army Depot, Richmond, KY.
C.4.1 Left blank.
C.4.2 Requirements
Should any type of service maintenance and/or repair develop a backlog, or the status of equipment fall below established fleet readiness standards, the contractor shall be required to work overtime, at the contractor’s expense, or bring in additional personnel to relieve the backlog.
C.4.2.1 Task: Perform preventive maintenance and inspection services on equipment identified in Technical Exhibit #2 of this PWS. Preventive maintenance services may be required based on a regular schedule; the number of hours or miles since the last service has been performed; or as requested by the KO or COR. Pricing for preventive maintenance services performed for this line item will be included in CLIN 0001.
C.4.2.1.1 Standard: Upon completion of Preventive Maintenance (PM) services, the equipment shall be immediately ready to use. PM requirements are identified in Technical Exhibit #3.
C.4.2.1.2 Standard: Upon completion of Preventive Maintenance (PM) services, any equipment requiring a load test and inspection (LTIP) shall have that testing performed and the due date stenciled on the equipment before being returned to service. The stenciled date will be clear and easily read. Dates that are smeared, streaked, or have paint runs will not be accepted.
C.4.2.1.3 Standard: The Contractor shall coordinate with equipment users to prevent in-shop work schedule conflicts. The contractor shall contact equipment users in advance, giving a minimum of four-day notification that users’ equipment is due for scheduled maintenance. The
Contractor shall use a combination of computer-generated organizational control and/or dispatch records and user equipment coordinator listings that shall be provided to the contractor by the Government. The Contractor shall have full responsibility in work loading the maintenance shops and facilities in order to accomplish the Government’s performance criteria as established by this PWS.
C.4.2.1.4 Standard: Preventive Maintenance services on equipment covered under this PWS, identified in Technical Exhibit #2, shall have services completed by close of business the day following receipt of the equipment. The contractor shall notify the Equipment Manager and COR, in writing, the reason any equipment does not have service performed within these time frames.
C.4.2.1.5 Standard: Spot paint equipment brought in for any form of preventive maintenance service.
C.4.2.1.5.1 The contractor shall perform spot painting with the same color as the original equipment’s manufacturer’s paint code. The contractor must notify the KO and COR of the inability to obtain manufacturers paint and receive approval to use another color. In that event, the contractor shall identify a color as near as possible to the original manufacturer’s paint code.
C.4.2.1.5.2 The Government will provide specifications for any military specific paint required;
however, the contractor shall be required to provide the paint itself.
C.4.2.1.6 Standard: When preventive maintenance services are performed, or anytime engine coolant is lost, vehicles and/or equipment coolant level will be checked and filled to maintain winterization level to -25° Fahrenheit. Radiator will be tagged with date fluid/winterization level was checked.
C.4.2.1.7 Standard: Take component oil samples from selected equipment. Oil samples, along with completed work order, shall be delivered to the Army Oil Analysis Program Coordinator within one business day of sample being taken.
C.4.2.1.8 Standard: Provide annual air compressor inspections, testing, and marking per requirements of Technical Bulletin TB 43-0151, Inspection and Test of Air and Other Gas Compressors.
C.4.2.1.9 Standard: Perform 92 day preventive maintenance on locomotives per requirement in Technical Bulletin TB 55-2200-207-15/a, locomotive lubrication orders and locomotive manuals. Form FRA F618-49 must be filled out and signed for the locomotives. Complete repairs per annual locomotive inspection report. The Army DGRC maintenance team will perform the annual inspection and field and sustainment maintenance on the locomotives. The Contractor could be required to provide limited assistance to the DGRC team. Contractor-authorized repairs and maintenance are listed in the table in Technical Exhibit #12.
C4.2.1.10 Standard: The window for completing scheduled preventive maintenance services for vehicles and equipment is from 20 (annual), 10 (semiannual), 5 (quarterly) and/or 2 (monthly) days before actual scheduled service due date until the due date as reflected in the computer maintenance system. Services will be considered late if they are performed 20 (annual), 10 (semiannual), 5 (quarterly) and/or 2 (monthly) days past the due date shown. All data will be documented on AMC Form 2833-E. AR 750-1 and DA PAM 750-8 allow for a 10% variance.
C.4.2.1.11 Standard: Perform lube, oil and filter changes on equipment for which BGAD has maintenance responsibility. Frequency of this service will be based on amount of time elapsed since last service performed; the hours and miles the equipment has been used; or individually scheduled as requested by the KO or COR.
C.4.2.1.12 Standard: Process new equipment received during the course of this contract.
Processing equipment includes installing fire extinguisher, applying all required markings, performing lift tests with date stencil within 2 business days of receipt of local identification and Army registration information from the Equipment Manager. Services performed under this task are considered part of standard repair services. Pricing for standard repair services performed for this line item will be included in CLIN 0002.
C.4.2.1.13 Standard: Provide on-site battery service and exchange for Material Handling Equipment (MHE) located in field operations. Forklifts are used in locations throughout BGAD’s 14,000 acres and may be located on ground level or a loading dock. Forklifts are located up to 5 miles from charging site. The contractor shall respond within 30 minutes of notification, except when given multiple locations at the same time. The contractor shall maintain a daily log of requested battery service and submit it to the COR and Equipment Manager at the end of each month. This service is classified as a part of preventive maintenance.
Pricing for preventive maintenance services performed for this line item will be included in
CLIN 0001.
C.4.2.1.14 Standard: Provide Material Handling Equipment (MHE) battery service, which includes providing distilled water, charging, repairing cables, connectors, terminals, ends and any other connectors or repairs required to maintain battery operation. This also includes installing and removing batteries from vehicles and/or equipment and the charger. Building 1159 is provided as the primary location for charging forklift batteries (location subject to change) but there are satellite charging areas in other buildings which are included as a part of this requirement. Battery services will be performed IAW standard industrial and military practices. This service is classified as part of preventive maintenance. Pricing for preventive maintenance services performed for this line item will be included in CLIN 0001.
C.4.2.2 Task: The Contractor shall provide on-site (roadside) services and standard repairs for heavy equipment such as, but not limited to dozers, cranes, front-end loaders and forklifts that cannot be easily moved to the shop. Weather permitting, examples of these roadside services include PM, lubrication, repair, and minor repairs such as replacing hydraulic hose, troubleshooting a failure to start, tire changes, head light and/or taillight changes and battery exchanges with the exception of oil changes. Vehicles and equipment included in this paragraph may not be located in close proximity and may be located in various locations throughout BGAD usually on the demolition grounds or loading platforms within five miles of Building S-9.
Services covered under this task are preventive maintenance or standard repairs and should be included under the appropriate category. Pricing for preventive maintenance services performed for this line item will be included in CLIN 0001. Pricing for standard repair services performed for this line item will be included in CLIN 0002.
C.4.2.2.1 Standard: The response time to the equipment location site for emergency repairs must be within 30 minutes following the notification of a breakdown during this contract’s normal duty hours unless notification that more than one piece of equipment requires repair service. Should emergency repair be required after this contract’s normal working hours, a 2-hour response time is required.
C.4.2.3 Task: Perform standard repairs on equipment identified in Technical Exhibit #2 of this PWS. Standard repairs noted during the Preventative Maintenance which require parts to be ordered but do not affect the safety and security of the equipment or operator shall have parts ordered and be repaired as a part of this task. Examples of standard repairs, identified by a 24-month maintenance history, may be found in Technical Exhibit #4. Pricing for standard repair services performed for this line item will be included in CLIN 0002.
NOTE: This task includes jump starts and flat tire repairs for GSA vehicles. No other GSA repairs shall be performed without prior approval from the KO or COR or other authorized representative. Pricing for any repairs made other than jump starts, and flat tires performed for this line item will also be included in CLIN 0002.
C.4.2.3.1 Standard: The response time to the equipment location for emergency repairs must be within 30 minutes following the notification of a breakdown during this contract’s normal duty hours unless more than one piece of equipment is identified as requiring service or repair.
Should emergency repair be required after normal working hours, a 2-hour response time is required.
C.4.2.3.2 Standard: Repairs on equipment under this classification shall be repaired within 3 business days from receipt of the equipment for repair. If the extent of the repair is such that this standard may not be met, the contractor shall notify the Equipment Manager and COR via e-mail, as to any mitigating factors that prevents meeting the time standard and provides a projected completion date for the repair.
C.4.2.4 Task. Perform non-standard repair services. Any service that has not been identified in this PWS shall be identified as non-standard repair services. Examples of this include: major repair, overhaul, welding, modifications, glass, and upholstery services. Pricing for non-standard repair services performed for this line item will also be included in CLIN 0002.
C.4.2.4.1 Standard: The contractor must notify the Government when the projected repair cost will exceed $600. Notification should include a description of the repairs required, the estimated amount of labor hours required to perform the service, identified by category, and a breakout of the parts and materials required to complete the repair. Should additional repairs increase an approved estimate by 10% or more, the contractor will obtain a supplemental estimate before proceeding with the repair.
C.4.2.4.2 Standard: Based on mission requirements, the KO or COR or Equipment Manager may change priorities for equipment repair. The contractor shall be responsive to such requests.
C.4.2.4.3 Standard: The response time to the equipment location for emergency repairs must be within 30 minutes following the notification of a breakdown during this contract’s normal duty hours unless more than one piece of equipment is identified as requiring repair service. Should emergency repair be required after this contract’s normal working hours, a 2-hour response time is required.
C.4.2.4.4 Standard: The Government reserves the right to have any repair service performed by outside vendor, regardless of estimated cost, if another vendor has specialized experience and training exceeding the scope of the contractor which would make the outside repair in the best interest of the Government.
C.4.2.4.5 Standard: Repairs on equipment under this classification shall be repaired 5 business days from receipt of the equipment for repair. The Contractor shall identify to the COR all work not completed within five business days. Work not completed by the Contractor within 20 business days shall be considered past due by the Government and shall be justified to the COR in writing. Exceptions shall be made only in cases awaiting repair parts with long delivery lead times.
C.4.2.6 Task: Maintain vehicle and equipment fleet readiness at the % available rate, per type of equipment, as identified in Technical Exhibit #2. Services performed under this task are considered part of preventive maintenance. Pricing for preventive maintenance services performed for this line item will be included in CLIN 0001.
C.4.2.6.1 Standard: Equipment shall be maintained at the % available rate, per type of equipment, as identified in Technical Exhibit #2 each week. This standard is as of 1600 hours on Thursday. Should the contractor be in non-compliance in at least one type of equipment he or she shall notify the KO, COR and Equipment Manager in writing by close of business that day, including reason why equipment category is below the % available rate and steps being taken to resolve the problem. If Thursday is a holiday, the standard is the last working day before the holiday.
C.4.2.7 Task: Operate and Manage Computer Maintenance Program. BGAD personnel will train contractor’s on-site manager on the use of the computer maintenance program. The current program in use is Defense Property Accountability System (DPAS); however, this requirement applies to any program selected by BGAD for use. Should the computer system become inoperative for more than one business day, the contractor shall complete DA Form 2407 until the system is repaired and then enter the information into the computer maintenance program.
Services performed under this task are considered part of preventive maintenance. Pricing for preventive maintenance services performed for this line item will be included in CLIN 0001.
C.4.2.7.1 Standard: Generate listing of vehicles or equipment due scheduled preventive maintenance, load testing, and Army Oil Analysis Program (AOAP) oil testing weekly and coordinate with users to schedule equipment delivery to meet performance requirements identified in this PWS.
C.4.2.7.2 Standard: Scheduled service and preventive maintenance work orders on a 45-day or less recurring schedule, e.g., monthly lubrication, shall be finalized and closed out in the computer maintenance program and filed within 14 days calendar days after completion of work.
All other work orders shall be finalized and closed out of the computer maintenance program and filed within 30 calendar days after completion of work.
C.4.2.7.3 Standard: All maintenance actions will be documented on AMC Form 2833-E.
Maintenance will not be performed on any item of equipment without subject form, except requests for emergency service that have been authorized by the COR or KO. The contractor shall generate AMC Form 2833-E within one (1) business day after receipt of request for emergency service and process the same as other DPAS work orders. All maintenance work orders will be properly completed and filed by local identification number sequence for each calendar year.
C.4.2.8 Task: Reports. Services performed under this task are part of preventive maintenance.
Pricing for preventive maintenance services performed for this line item will be included in CLIN 0001. For any report that is submitted electronically, the Government may request additional personnel be included in distributions without additional cost for the added reporting changes. Example of reports are provided in Technical Exhibit #6.
C.4.2.8.1 Standard: Maintain a daily deadline report by date, vehicle or equipment local identification number (ID), mechanical problem, projected completion date and detailed status of repairs. The report shall list all equipment whether in the shop or in the field. The report shall document equipment status as of 1600 hours daily and be provided to the KO, COR and Equipment Manager by the close of business daily.
C.4.2.8.2 Standard: Maintain a preventive maintenance report by date, vehicle equipment local identification number (ID), type of service performed, a listing of additional repairs required that are not part of preventive maintenance. This report shall document the status of equipment as of 1600 hours daily and be provided to the KO, COR and Equipment Manager by the close of business daily.
C.4.2.8.3 Standard: Maintain a parts backlog report which identifies the date the equipment was received, vehicle equipment local identification number (ID) for any equipment that has been at the shop for one week or more, why it has not been repaired, projected completion date, parts status, etc. This report should be completed as of 1600 hours each Thursday and be submitted by close of business the same date. If the date is a holiday, the reporting requirement shall be as of the last workday before the holiday.
C.4.2.8.4 Standard: The contractor shall report to the KO, COR and Equipment Manager as of 1600 hours each Thursday or the last business day of the week the reason why equipment category is below the % available rate referenced in Technical Exhibit #2 and steps being taken to resolve the problem.
C.4.2.8.5 Standard: The contractor shall maintain an inventory and submit a monthly report, in arrears, of all hazardous materials used at BGAD to the COR no later than the 15th calendar day of the following month. Hazardous materials include, but are not limited to, petroleum, oils, lubricants, chemicals, etc. The report shall include the product name, verify an SDS is on file, and indicate the beginning monthly balance, the quantity ordered during the month, the amount used, and the month’s ending inventory.
C.4.2.9 Task: Establish and maintain a records filing system. Services performed under this task are considered part of preventive maintenance. Pricing for preventive maintenance services performed for this line item will be included in CLIN 0001.
