About this file

This is a Requirements Document for the procurement of electrical transformers for Building 1178 at Holloman Air Force Base, supporting the 704th Test Group/846th Test Squadron.

The 846th Test Squadron requires the purchase and installation of three (3) pad-mounted, liquid-filled transformers to replace temporary, undersized units currently serving a critical rocket sled manufacturing facility. The transformers must meet specific technical specifications: 165 KVA capacity each, three-phase configuration with DYN1 vector group, primary voltage of 13200Y (15 kV class), secondary voltage of 208Y/120 with 2.5% A/B taps, step-down operation only, loop feed mounted configuration, Class OE insulation rated at 120°C, KNAN self-cooled design without forced air fans, and a 5-position tap changer at 2.5%. Primary BIL is 95 KV and secondary BIL is 60 Hz with 65°C temperature rise. The contractor must deliver all three transformers no later than 20 weeks after receipt of order (ARO). Prior to delivery, the contractor shall contact Keith Bullard at 575-572-5239 to schedule delivery to 550 Tabosa Ave., Holloman AFB 88330. Standard warranty applies to the equipment.

BUILDING 1178 TRANSFORMER

Requirements Document for

704th Test Group/846th Test Squadron

17 Jun 2025

1.0 PURPOSE

The 846th Test Squadron requires the purchase and installation of permanent, appropriately sized electrical transformers for Building 1178, a critical industrial manufacturing facility. This facility is solely responsible for producing custom-built rocket sleds supporting the 704 TG test and evaluation missions.

Currently, the facility operates on three temporary, undersized transformers provided as an emergency interim measure by the 49th Civil Engineer Squadron (49 CES). These interim units lack the capacity to simultaneously sustain the facility's robust HVAC system and high-draw industrial machinery. Upgrading to permanent, correctly sized transformers is critical to prevent power failures, avoid mission delays, and ensure uninterrupted manufacturing operations.
