Performance Work Statement
REMOVAL & REPLACE WALK-IN REFRIGERATOR/FREEZER COMBO AND COMPRESSORS
144TH FIGHTER WING CALIFORNIA AIR
NATIONAL GUARD, FRESNO
1.0 DESCRIPTION OF SERVICES
This performance work statement (PWS) describes contractor requirements for the project titled “Remove & Replace Walk-In Refrigerator/Freezer Combo and Compressors.” All work will occur at the Fresno Air National Guard Base, Fresno, California. The contractor is responsible to furnish and install all materials required to complete the items listed in this performance work statement in addition to all labor cost. The contractor shall provide the government a complete and usable product that will be inspected/accepted by the government at the completion of the project. All information in this document, along with the instructions and standards referenced in the document shall be considered as part of the Performance Work Statement.
2.0 SITE OF WORK
All work will occur at the
Fresno Air National Guard Base 5323 McKinley Ave, Fresno, CA 93727
3.0 PERFORMANCE WORK STATEMENT
3.1 Objectives: The purpose of this project is to remove and replace the current walk-in refrigerator/freezer combo and all components at the 144th Air National Guard (ANG) Base, Fresno, California. The work includes but is not limited to the following:
3.1.1. Disassembly of current refrigerator/freezer combo, to include all walls, electrical, compressor(s), components, and flooring of existing unit.
3.1.2. Upon disassembly, all components, walls, fans, and flooring will be removed and discarded by the contractor off the 144 FW premises. Compressors will be removed/recycled in accordance with California State environmental laws.
3.1.3. Residue, wires, caulking, foam, and/or any items from current unit will be removed discarded by the contractor off the 144 FW premises.
3.1.4. The entire refrigerator/freezer combo footprint is approximately 8’x 20’ with a height of 7’7”. Replacement unit shall fit in existing area. The refrigerator interior floor shall be approx. 12’x 7’3”. The freezer shall be entered from the refrigerator with an interior floor approx. 7’3”x 7’3”.
3.1.5 Refrigerator/Freezer units shall maintain temperatures of 33 degrees Fahrenheit and 0 degrees Fahrenheit. If temperatures drop below minimums an alarm system shall activate.
3.2 Installation: Installation services will include uncrating, setting-in-place, and assembly to include HVAC balancing, electrical, and plumbing for walk-in refrigerator/freezer combo.
3.2.1. Provide and replace refrigeration conduit from unit up to the compressor.
3.2.2. Provide and replace freezer conduit from unit up to the separate compressor.
3.2.3. Provide and replace all exhaust system duct work, material, and labor for both refrigerator and freezer.
3.2.4. provide and replace plumbing and electrical rough-ins or final connection must be completed and comply with local code requirements.
3.2.5. First compartment door hinged on left, opening from right to left as you face the unit. Door size will be approx.
30” x 78”. Ramp will be installed entering refrigerated compartment meeting smooth aluminum interior floor, 26 gauge embossed coated steel interior & exterior finish, self-closing doors with locking deadbolt handle.
3.2.6. Second compartment door hinged on left, opening from right to left as you face the unit. Door size will be approx. 30” x 78”.
3.2.7. Perform operational check and verify all systems are fully operational.
3.3 Directions:
3.3.1 Complete all work according to manufacturers’ specifications.
3.3.2 All electrical work (if required) will be done with the trade labor’s best practices and in accordance with the
NEC.
3.3.3 Systems shall utilize supervised non-proprietary generic type detection devices and notification appliances and shall be interchangeable with other brands that are readily available to the extent practical.
3.4 Demolition
3.4.1 All materials removed by the Contractor shall be inspected by the COR and determined as salvageable or disposable materials. All material determined to be disposable by the COR becomes the property of the Contractor and shall be removed or disposed of off government property.
3.4.2 Existing electrical conduit and cable shall be protected and remain in place during demolition work and if possible, electrical cable shall be reused to power the replacement equipment if compatible.
4.0 CONTRACTOR LICENSE REQUIREMENTS
4.1 The contractor will possess a valid California “B” or “C-38 Refrigeration Contractor” license or an applicable State issued general or specialty contractor’s license and be able to provide proof of competence in work. The contractor may self-perform sections of the project.
4.2 All listed sub-contractors working for the contractor will possess the applicable Contractor’s license. The contractor must be able to provide a C-38 (or state equivalent) specialty license.
5.0 PROJECT SPECIFIC REQUIREMENTS
5.1 The project is to be completed no later than 120 days after the start of performance. Moving shelving, rations, and thermometers will be the responsibility of the government. The contractor and government will discuss the final phasing (if applicable) and schedule during the post award conference.
5.2 Materials. The following lists material requirements for this project. Contractor may request substitutes for an approved equal during the post award conference. All substitution requests shall be made in writing on the AF Form 3000. Requests for material substitutions made after the post award conference may not be granted by the Government.
6.0 GENERAL REQUIREMENTS
6.1 When required, the Contractor will attend a Post Award Conference. The Post Award Conference will generally be scheduled after award but prior to performance. At a minimum, the contractor shall have their project manager and site superintendent attend the meeting. The Contractor will provide the following documents at the Post Award Conference:
6.1.1 Material Submittals
6.1.2 Material Safety Data Sheets
6.2 Utilities and Storage. The government will provide water, sewer, and electrical connections. Unsecure outdoor storage area at the base is available and must be requested through the project manager prior to utilizing. Secured storage is the responsibility of the contractor.
6.3 Quality Control. Contractor shall develop and maintain a quality program to ensure work is performed as described in this performance work statement and in accordance with all local, state, and federal rules.
6.4 Quality Assurance. The Government will maintain a Quality Assurance Program to ensure work is performed as described in this performance work statement and in accordance with all local, state, and federal rules. The Project Manager will manage the Government’s QA program.
6.5 Hours of Operation. The hours of work shall be between 7:00 a.m. and 4:30 p.m. Monday through Friday unless otherwise prescribed by this performance work statement. Work shall not be performed on Weekends, Federal Holidays, and Scheduled Days Off (SDO) without prior coordination from the Project Manager. The base participates in a 5-4-9 compressed work schedule with an SDO typically occurring every two weeks. A schedule will be provided upon contract award.
6.6 Access and General Protection/Security Policy and Procedures. This standard language is for contractor employees with an area of performance within Government controlled installation, facility, or area. The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer’s Representative (COR). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.
6.6.1 The contractor’s employees shall become familiar with and obey the regulations of the installation, including fire, traffic, safety and security regulations while on the installation. Contractor employees should only enter restricted areas when required to do so and only upon prior approval. All contractor employees shall carry proper identification with them at all times and shall be subject to such checks as may be deemed necessary. The contractor shall ensure compliance with all regulations and orders of the installation, which may affect performance. The Government reserves the right to direct the removal of an employee from Government property or revoke access to Government systems for misconduct, security reasons, or any overt evidence of communicable disease. Removal of contractor employees for reasons stated above does not relieve the Contractor from responsibility for total performance of this contract.
6.6.2 Unscheduled gate closures by the Security Police may occur at any time causing all personnel entering or exiting a closed installation to experience a delay. This cannot be predicted or prevented. Contractors are not compensated for unexpected closures or delays. Vehicles operated by contractor personnel are subject to search pursuant to applicable regulations. Any moving violation of any applicable motor vehicle regulation may result in the termination of the contractor employee’s installation driving privileges.
6.6.3 For Contractors that do not require CAC but require access to a DoD Facility and/or Installation.
Contractor and all associated sub‐contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC‐III) and Terrorist Screening Database (TSDB) (AFI 10‐245, AFI 31‐101 and AFMAN 31‐113), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
6.6.3.1 Base Access. Base security requires all personnel entering the installation be cleared for access.
Contractor personnel that have infractions against public safety will be denied access. The contractor will provide first name, last name, date of birth and DBIDS code for all personnel accessing the base. The contractor shall submit this information using the Wing Form and DBIDS Pre-Enrollment application no later than five working days prior to the date of required access. Foreign national reviews require 45 working days for review. All contractor personnel must maintain a valid driver’s license, vehicle registration/proof of insurance (if applicable) at all times while on base. A Real ID is the preferred identification for base vetting purposes. In lieu of a Real ID, Original Social Security Card and Original Birth Certificate or a valid U.S.
Passport will suffice. The primary method of Antiterrorism Awareness Level I Training will be by instructor.

6.6.3.1.2 Upon completion or termination of the contract or expiration of the identification passes, the prime contractor shall ensure that all base identification passes issued to employees and subcontractor employees are returned to the issuing office.
6.6.3.1.3 Failure to comply with these requirements may result in withholding of final payment.
6.6.4 Antiterrorism Awareness Level I Training (AT Level I). This standard language is for contractor employees with an area of performance within a US Government controlled installation, facility or area. All contractor employees, to include subcontractor employees, requiring access to US Government installations, facilities and controlled access areas shall complete AT Level I training within 45 calendar days after contract https://dbids-global-enroll.dmdc.mil/preenrollui/#!/ start date or effective date of incorporation of this requirement into the contract, whichever is applicable. AT Level I may be accomplished by a Level I qualified instructor; completing the Force Protection computer-based training (CBT) course on Joint Knowledge Online (JKO) at https://jkodirect.jten.mil/Atlas2/ faces/page/login/Login.seam. For those without a CAC, select "Non-CAC" user on the JKO site. Tracking for each contractor or subcontractor employee is the responsibility of the COR or unit AT Representative.
6.7 Communications Security/Information Technology (COMSEC/IT) Security. All communications with DoD organizations are subject to COMSEC review. All telephone communications networks are continually subject to intercept by unfriendly intelligence organizations. DoD has authorized the military departments to conduct COMSEC monitoring and recording of telephone calls originating from, or terminating at, DoD organizations. Therefore, the contractor is advised that any time contractor personnel place or receive a call they are subject to COMSEC procedures. The contractor shall ensure wide and frequent dissemination of the above information to all employees dealing with DoD information. The contractor shall abide by all Government regulations concerning the authorized use of the Government's computer network, including the restriction against using the network to recruit Government personnel or advertise job openings.
6.8 Physical Security. The contractor shall safeguard all Government property provided for contractor use. At the close of each work period, Government facilities, equipment and materials shall be secured.
6.9 The Contractor, and all listed sub‐contractors, must be State licensed. Refer to the Project Specific Requirements section for the required license from the Contractor.
6.10 Technical Competence and Ability. If requested by the Government, the Contractor shall provide proof of technical competence and experience in the area of expertise required by this performance work statement. The contractor shall be prepared to submit documents providing proof of successful competence such as training certificate or accreditations from recognized industry leaders. Contractors shall also be prepared to provide proof of successful project experience through references of former clients in related project types.
6.11 Dimensions and Quantity. All dimensions and quantities provided in the performance work statement are estimates only. They are provided as a courtesy for contractors to estimate the magnitude of work or materials necessary to complete a task. They are not intended to be final measurements. The Contractor is responsible for verifying all dimensions and quantities in the field prior to starting work.
6.12 Submittals. All submittals will be transmitted with an AF Form 3000. When submitting on a finish, texture, or other material characteristic where a photograph is unacceptable, the Contractor will provide a sample of the material for review and approval along with the product cut‐sheet.
6.13 Warranty. The contractor shall guarantee all workmanship and materials covered under this performance work statement for a period of no less than one (1) year from the date of project acceptance. This contractor’s warranty shall be included with any manufacturer’s warranties that accompany materials or systems installed as part of this performance work statement.
7.0 CLOSEOUT DOCUMENTATION
7.1.1 Contractor workmanship letter of warranty up to one year.
7.1.2 As-built drawing.
7.1.3 Recycling or Landfill proof of disposition document (if available).
7.1.4 All applicable O&M manuals
8.0 DEFINITIONS
Contractor: A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.
Contracting Officer (KO): A person with authority to enter, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.
Contracting Officer Representative (COR): An employee of the U.S. Government designated by the KO to monitor contractor performance. Such appointment will be in writing and will state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor if that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.
Defective Service: A service output that does not meet the standard of performance associated with the PWS.
Deliverable: Anything that can be physically delivered and includes non‐manufactured things such as meeting minutes or reports.
Physical Security: Actions that prevent the loss or damage of Government property.
Quality Assurance: The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.
Quality Control: All necessary measures taken by the Contractor to ensure that the quality of the end product or service shall meet contract requirements.
Subcontractor: One that enters a contract with a prime contractor. The Government does not have privity of contract with the subcontractor.
